in the Red Cross of Ukraine covers the management and support of the department that coordinates all aspects of the administration, control and support of the organization's project portfolio. Key responsibilities include launching projects, negotiating and monitoring project contracts, consolidating and updating project data, and coordinating information exchange between donors and internal users. The head of the department contributes to the implementation and development of project management methodologies through participation in business process improvement initiatives, innovative changes in the project life cycle and other initiatives aimed at improving the effectiveness of project management and a systems approach in the organization.
This role requires close cooperation with all internal structures of the organization, in particular with the Program Director, program managers, partnership department, HR department, finance department and operations department. The head of the department is also responsible for interacting with donors to meet their requirements and ensure quality reporting.
Responsibilities:
Coordination of project and grant portfolios :
- Manage organizational and work processes within projects between program teams, senior management and Donors to ensure timely and quality coordination of document review and project management agreements.
< li>Help the project and grant portfolio management manager to provide timely, thorough answers to information requests from internal and external sources.- Ensure support of the project and grant database in an up-to-date state (analysis of document architecture, implementation of processes for other divisions to ensure data consolidation in one environment)
- Ensure overall coordination of projects within the organization (holding kick-off meetings on new projects, organizing the planning stagei of the project, solving problematic issues)
- Implement initiatives that will improve the level of project management (development of document templates, organization of coordination meetings, etc.).
- Analyze the status of projects, provide information on request to management , communicate with internal departments and Donors regarding the status of projects. the process of approval and signing of project contracts (agreement with internal and external participants)
- Ensure control over the fulfillment of contract terms (registration/updation of the project register, implementation of reporting calendars, unification of Donor requirements, control over compliance with requirements and coordination with relevant internal departments)
- Work closely with the program department, PMER department (planning, monitoring, evaluation and reporting department), financial departments to control timely project reporting
- Participate in improving business processes , related to project initiation/project revisions/prolongation, implementation of new tools (implementation of ERP system), etc.
- Communicate with Donors regarding coordination of project contracts/revisions on behalf of the organization

Other tasks related to project portfolio coordination:- Provide consulting support or recommendations to the department that is engaged in writing project proposals and grants
- Brothers participation in strategic sessions regarding program development plans and plans for future projects
- Any other tasks in agreement with the immediate supervisor
Management tasks :
- Mentor and effectively manage subordinate department staff to ensure timely and proper completion of department assignments.
- Meet regularly with department staff to provide real-time feedback, discuss professional development needs, training plans, etc.
- Manage administrative and financial aspects of department work within defined programmatic tasks.
- Caring for department employees, encouraging them to use vacations, informing them about available support resources for them and their families
Requirements:
Necessary knowledge and skills:
- Higher education or its equivalent (preferably in the field of project/program management or related fields, in particular, in the social sciences).
- Experience of three (3) years or more in the field of project/program/portfolio project management in public organizations in a similar position or in a similar organization (experience of working with ECHO donors , USAID, OCHA, BHA, FCDO and others will be a significant advantage).
- Understanding key practices and standards of humanitarian response (project and program cycle, reporting requirements, principles of working with donor organizations, etc.).
- Excellent communication and negotiation skills.
- General financial, adminstrategic and information skills, as well as information technology skills.
- Ability to practically demonstrate successful experience in all of the key competencies listed above.
- Ability to work independently with minimal supervision from management, determine prioritization in the presence of several work tasks in the conditions of a fast pace of work, adhere to deadlines, make balanced professional decisions.
- English language at the B2 level and above is mandatory.
