Head of the software development department Kyiv Job description We are looking for a head of the software development department of the newly created procurement agency under the Ministry of Defense of Ukraine. RESPONSIBILITIES Strategic planning: Defining the technical strategy and long-term goals of the organization in the field of software. Development of plans for the implementation of innovation projects. Team management: Management and development of teams of developers, testers and other technical specialists. Includes selection, training and professional development of the team. Work coordination: Ensuring cooperation between different teams within the organization, as well as with external parties, such as partners and suppliers. Technical expertise: Support of a high level of technical competence in the team, implementation of the latest technologies and methodologies. Quality assurance: Responsibility for the quality of final products. Implementation of quality standards of testing methods. Communications: Effective communication with all stakeholders, including senior management, a team of key users. Risk management: Identification of potential project risks and development of strategies for their minimization. REQUIREMENTS Experience managing development teams, including mentoring and developing team members. Experience in the design and architecture of complex systems. Good understanding of OOP and SOLID design patterns. Commercial work experience from 2 years with PHP 7+, Laravel5+. Experience with SQL and NoSQL databases (MySQL, PostgreSQL, MongoDB). Experience with Nginx, Redis, ElasticSearch, Docker, Git. Understanding of REST API and LDAP protocol, data exchange format JSON/XML. Understanding of CI/CD Continuous Code Delivery practices and experience. Experience with Jira, Office 365 will be an advantage. Proactive civic position. Zero tolerance to corruption.
