Head of the software development department in Derzhavniy Operator Tilu

We are looking for a head of the software development department in the newly created procurement agency under the Ministry of Defense of Ukraine. The State Rear Operator is a state agency that provides the needs of the Armed Forces of Ukraine in food, fuel and lubricants, clothing and medical supplies.

OBLIGATIONS

• Strategic planning: Defining the technical strategy and long-term goals of the organization in the field of software. Development of plans for the implementation of projects and innovations.
• Team management: Management and development of teams of developers, testers and other technical specialists. Includes recruitment, training and professional development of the team.
• Work coordination: Ensuring collaboration between different teams within the organization as well as with external parties such as partners and suppliers.
• Technical expertise : Maintaining a high level of technical competence in the team, implementing the latest technologies and methodologies.
• Quality assurance: Responsibility for the quality of final products. Implementation of quality standards and testing methods.
• Communications: Communicating effectively with all stakeholders, including senior management, team and end users.
• Risk Management: Identifying potential project risks and developing strategies for them minimization.

REQUIREMENTS

• Experience managing development teams, including mentoring and developing team members.
• Experience in designing and architecting complex systems.
• Good understanding of OOP and SOLID design patterns.
• 2+ years of commercial experience with PHP 7+, Laravel 5+.
• li>Experience with SQL and NoSQL databases (MySQL, PostgreSQL, MongoDB).
• Experience with Nginx, Redis, ElasticSearch, Docker, Git.
• Understanding the principles of REST API and HTTP protocol, LDAP, JSON/XML data exchange format.
• Understanding of CI/CD continuous code delivery practices and experience.
• Experience with Jira, Office 365 will be an advantage .
