Global The GovTech Center (GGTC) is part of the World Economic Forum's Centers for the Fourth Industrial Revolution (C4IR) network.
Purpose
The Head of Program Development will lead the conceptualization, development and structuring of initiatives, programs and products, which contribute to the realization of the Center's mission and support the growth of the GovTech ecosystem in Ukraine.
The manager will also provide strategic growth planning, fundraising development, interaction with donors and program management, aligning initiatives with international cooperation standards and donor requirements.
Key Responsibilities
Program and Initiative Development:
- Design and develop new programs, initiatives and products that strengthen GGTC mission.
- Identify new opportunities and needs in the GovTech landscape and translate them into structured initiatives.
- Develop concept notes, program structures and implementation roadmaps.
- Align programs with the Center's strategic priorities and international to GovTech trends.
Contribution to the Center's growth strategy:
- Develop and implement the Center's growth strategies.
- Identify strategic opportunities for expanding the Center's portfolio of initiatives and partnerships.
Fundraising and interaction with donors:
- Develop fundraising strategies for initiatives Center.
- Find potential donors, funding opportunities and partnership mechanisms.
- Support the preparation of grant applications, funding applications and partnership materials.
- Interact with international donors and partners to develop joint initiatives.
- Create and update databases of the Center's partners, classify them according to areas of interest and potential for involvement in programs.
- Control the execution of memesmemorandums of understanding (MoUs) and partnership agreements, provide benefits and a positive reputational impact for both parties.
Program implementation support:
- Support the launch and implementation of approved initiatives.
- Coordinate internal teams and external partners to ensure effective implementation of programs.
- Monitor the progress of initiatives and find opportunities for their improvement and scaling.
Legal and regulatory advisory support
- Provide legal and regulatory advisory support for compliance of the Center's programs and initiatives with Ukrainian legislation and international cooperation standards.
- Participate in the development of legal and institutional roadmaps for piloting innovative GovTech solutions in Ukraine, including identification of potential regulatory barriers.
- Support in the preparation and analysis of cooperation agreements, partnership agreements and procurement approaches related to the implementation of programs.
Compliance and requirements donors:
- Monitor and ensure compliance with donor requirements, reporting standards, cooperation agreements.
- Oversee program documentation in accordance with donor and institutional policies.
Documentation and reporting:
- Maintain complete program documentation (concepts, partnership agreements, etc.).
- Prepare reports, analytical notes and presentations on program activities.
- Assist in the preparation of materials for donors, partners and stakeholders.
Requirements for candidates:
Education
- Master's degree in public policy, international relations, economics, technology policy or a related field.
Professional experience
- At least seven years of relevant experience in developing programs, innovative projects, political initiatives or international cooperation projectsa.
- Experience working with international donors, development programs or multilateral organizations.
- Proven experience in developing initiatives, programs or projects — from concept to implementation.
Skills and competencies
- Developed strategic thinking and program design skills.
- Experience in fundraising, grant development or donor engagement for GovTech, digital transformation or innovation initiatives.
- High level of project management and organizational skills.
- Ability to develop high-quality analytical and strategic documents.
- Excellent skills in engaging stakeholders and developing partnerships.
- Experience in implementing GovTech projects.
- Understanding the legal framework in the field of digital innovation, cooperation with the public sector and GovTech initiatives.
- Ability to support the development of legally sound cooperation structures, including partnership agreements, procurement approaches and innovation piloting mechanisms.
