Head of procurement project department (PMO) in Derzhavniy Operator Tilu

We are looking for a head of the procurement project department to build the capacity of the newly created procurement agency under the Ministry of Defense of Ukraine. The State Operator of the Home Front (DOT) is a state agency that provides for the needs of the Armed Forces of Ukraine. 

Guided by the principles of integrity and people-centeredness, we supply food, clothing and fuel and lubricants for the needs of the military. 

We are convinced that supplying the army should not only be interesting to the market, but also honorable. Our task is to develop an appropriate system of relations with suppliers, increasing the value of each invested hryvnia of the state budget.

Main duties in the position:

• Management by a team of project managers (authorized persons).
• Planning of the procurement project.
• Collection of requirements and expectations of stakeholders.
• Formation of the project charter – determination of key goals, results, limitations , the basic plan of the scope and terms of the project.
• Formation of the project management plan.
• Identification of potential risks and the search for effective solutions.
• Tracking the timeliness and completeness of the implementation of project activities .
• Validation of project results, artifacts with guidance.

Necessary skills and qualifications:

• Work experience in a similar position (project manager, head of a structural unit or organization) from 5 years.
• Higher education in the field of law, management, marketing, economics.
• Ability to work in a team and with teams.
• Excellent communication skills and the ability to cooperate with different departments of the company.
• Availability of PMP or PRINCE2 Practitioner or Level C and above (IPMA) certification.
• Knowledge of public procurement and/or defense procurement legislation is an advantage.
• Ability to work in a fast-paced environment and the ability to accept stressful situations.

Technical knowledge and software:

• A confident user of Microsoft Office programs.
• Experience in SAP is an advantage.
• Ability to work in task trackers.

Personal qualities and characteristics:

• Proactive civic position.
• Zero tolerance to corruption.
• Openness to new knowledge, new experience. 

Place of work and schedule:

• Full time.
