Head of PMO in Fond Shidna Evropa

The international charitable organization "Eastern Europe Foundation" within the framework of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition to find a Head of PMO to work in the "Digital Transformation of the State Statistics Service" project.

We are looking for an experienced head of the project office (Head of PMO) who will build a project management system and ensure the effective implementation of large-scale transformational initiatives.

Your role will have a strategic impact: you will create an environment where change projects are implemented transparently, effectively and in partnership with international organizations and donors.

Responsibilities:

• PMO creation and development: team formation, function definition and competence development, building an effective project and program management model.
• Implementation of project management methodology relevant to the project direction: use of classic, combined or Agile approaches for flexible and scalable delivery of results.
• Management of a portfolio of strategic and digital projects: from initiation and prioritization to monitoring progress, results and efficiency.
• Compliance of projects with strategic goals: ensuring consistency with the digital transformation program, national priorities and European integration obligations of Ukraine.
• Budgeting and financial control: formation, optimization and budget management of the project portfolio, preparation of regular management reporting.
• KPI and performance management: development of project success indicators and analysis of their impact on organization.
• Evaluation of candidates and onboarding of newcomers to the role of project managers (including State Statistics Service employees).
• Risk management:formation of project risk management policy, definition of thresholds risk appetite in strategic areas, ensuring the application of project risk management policy in projects and programs.
• Audits and improvement: conducting internal audits, implementing continuous improvement processes.
• Stakeholder management: coordination of interaction withinternal and external parties, in particular international partners and donor organizations.

We expect from you:

• Experience in managing a portfolio of transformational projects — from 5 years, with successful implementation of complex programs.
• Practical experience in building a PMO or managing large change programs.
• Deep understanding and practical application of various project management methodologies (Waterfall, Scrum, Kanban, SAFe).
• Experience in budgeting and management, financial planning and reporting.
• Ability and skills to transform strategic goals into transparent and achievable program goals for a large organization (preparation for planning; organization, facilitation and planning of programs of varying complexity, their retrospectives; support of workshops, etc.).
• Proficiency in modern project management tools:MS Project, Jira, Confluenceetc.
• Thorough understanding of Project Management processes (from initiation to project completion)
• English language -Upper-Intermediate level and above for effective interaction with international partners.

It will be an advantage

• PMP, PRINCE2, PMI-ACP, SAFe or other certifications.
• Experience in the field of public administration.
• Experience with international donor projects and organizations.
