Head of PMO in Job Advice Agency

📚 The company is a leader in the development and integration of high-load fintech platforms, known for its commitment to innovation, compliance, and customer satisfaction. This international company that provides an own developed technical solution — advanced virtual banking, e-wallet, marketplaces as a white label and technical payment gateway.

✅ Product - Payment aggregator with 300 payment methods (FinTech). The company opens up new opportunities for international online financial transactions to commercial entities, private entrepreneurs, merchants, freelancers, and other professionals who require a simple but at the same time convenient method of accepting and sending payments with a minimum of bureaucracy, formalities and a package of documents for launch. The company is well-funded and has a financial license.

👥 Team: development team and 1 landing team. 7 project managers and a hundred people under their command. The need to manage these PMs. Will report to CEO.

🔎 Important requirements:

• Technical background (PHP and Angular stack will be a plus)
• English proficiency at B2 level
• Work experience only in international companies and product companies.
• Experience managing more than 50 people (more than 5 PMs).

Key Responsibilities:

Project Management Leadership:
- Supervise and improve Project Management, QA, and security functions.

- Implement best practices in project management, security, and QA.
- Promote continuous improvement in methodologies.
SDLC, CI/CD, Security, and QA Enhancement:
- Optimize SDLC, CI/CD, Security (with CISO), and QA processes.
- Drive software methodology and automation adoption.
Documentation and Onboarding:
- Enhance project documentation and onboarding processes.
Team Expansion:
- Identify growth opportunities and enhance the hiring process.
- Improve technical interviews.
Project Metrics Implementation:
- Establish project metrics and KPIs.
- Monitor and analyze development metrics.
- Improve release speed, quality, and process transparency.
Quality Improvement:
- Improve business analysis and technical requirements quality.
- Implement rigorous requirement gathering and validation.
Project Planning and Oversight:
- Create project plans and monitor progress.
Resource Allocation and Risk Management:
- Assign resources and evaluate project risks.
Security:
- Collaborate with CISO on security.
- Oversee DevOps and security audits.
- Implement application security best practices.
Team Coordination:
- Improve team meetings for better alignment.
Budget and Timeline Management:
- Manage budgets and ensure timely project delivery.
Training:
- Hire, onboard, and train team members.
- Provide regular training sessions.

About the candidate:
Bachelor's or Master's degree in Information Technology, Computer Science, or a relatedfield.
● Additional qualifications in Management, Business Administration, or a related discipline.

Experience:
● A minimum of 3 years of experience in roles such as Chief Technology Officer (CTO), Solution Architect, or Senior Developer (Technical Lead), with a
specialized focus on PHP and Angular stack. Additionally, a demonstrated history of successfully transitioning into C-level management positions within
large or rapidly expanding software development teams or organizations.
● Extensive experience exceeding 7 years in leadership roles, including positions like Head of Project Management Office (PMO), Chief Information
Officer (CIO), or Delivery Manager within domains such as financial services, eCommerce, FinTech, hi-tech, or other high-loaded enterprise projects.
This leadership experience should be in addition to the 3+ years spent in senior / C level technical positions.
● A minimum of 5+ years of hands-on involvement with international companies / projects or contractors.
● Proven proficiency in effectively managing multiple software development teams within large-scale software development enterprises.
● Expertise in change management, process implementation, and continuous improvement initiatives, especially within the context of rapidly expanding
companies, ranging from small organizations to teams of over 100 specialists.
● Certifications such as PMP, Agile, or other relevant qualifications is a significant plus.
● Exceptional leadership and team management abilities, underpinned by a demonstrated ability to inspire and lead teams to success.
● Strong analytical and problem-solving acumen, coupled with the capability to navigate complex challenges.
● Effective communication and interpersonal skills, fostering collaborative relationships with cross-functional teams.
● Advanced proficiency in utilizing project management tools and software to drive successful project outcomes
