The Protection, Gender and Inclusion portfolio (PGI) aims for quality assurance and aligns with the humanitarian “Do No Harm” principle.   PGI addresses work on matters related to violence, discrimination and exclusion, within the Ukrainian Red Cross at three levels: policies, programs and operations, and in partnerships.

The URCS Head of PGI reports directly to the Head of Quality Control and Accountability (QCA) and engages and coordinates with all other units in the URCS as necessary and appropriate. The position is located at the Kyiv Office and is responsible for the overall coordination and technical advancement and support of PGI in the URCS across teams, departments, and branches. The Head of PGI will also receive technical guidance and support from the Swedish Red Cross PGI delegate on PGI and from the British Red Cross Safeguarding Delegate on Safeguarding , who will provide expert advice and assistance as needed.

The Coordinator/Head of PGI will be responsible for the overall coordination and technical advancement and support of PGI; institutionally, operationally, and strategically with a particular focus on enhancing PGI capacities and practice for URCS operations and programs. 

The role of the Head of PGI is to coordinate, advise, mobilise and ensure quality programme resources for PGI work. This includes PGI mainstreaming, leadership and organisational development, advocacy, programme design, staff support and training, and strengthening partnerships within and outside the Movement as well as community relationships. 

Essential Tasks: 

 Institutional

  • Guide and support the organizational and institutional capacity strengthening and development processes for URCS on PGI: such as through policy development, organizational capacity assessments for PGI, support in establishing systems and mechanisms to ensure mainstreaming of PGI in plans, processes, and procedures.
  • Work closely with the Partners’ PGI andSafeguarding focal Persons and oversee the PGI Officer, Safeguarding Officer and SGBV Officer in executing the safeguarding and SGBV action plan, focusing on the prevention and response to sexual exploitation and abuse (PSEA) and child protection.
  • Ensure that mechanisms, tools, and technical support are available and in place to tackle gender inequalities, exploitation and abuse, gender-based violence, and other interpersonal violence in emergency operations and development programmes.
  • Systematically apply and monitor the IFRC Minimum Standards for PGI, and establish, monitor, and adjust survivor-centered Standard Operating Procedures (SoPs) across all URCS actions.
  • Ensure referral pathways are up-to-date, quality tested, monitored, maintained, and accessible for all URCS staff and volunteers.
  • Support URCS leadership in strengthening PGI actions with internal and external partners, including building relationships with government agencies and local organizations to ensure alignment at national and local levels.

Operational/ Mainstreaming

  1. Provide strategic advice and direction, and raise awareness and commitment on protection, gender, and inclusion (PGI) issues among URCS departments and operations.
  2. Work closely with URCS technical units and their thematic areas (Health, WASH, Livelihoods, Disaster Risk Reduction, Restoring Family Links, PSS, WatHab, CVA, First Aid, Logistics, Finance, etc.) to help them identify gaps in their approach to PGI and support them to scale up and integrate the embedding of PGI into their work with affected people while ensuring their dignity, access, participation, and safety within programmes and operations.
  3. Ensure the inclusion of PGI in programs and operations and ensure improved mainstreaming of PGI into all URCS emergency response operations through the rollout of tools, and capacity-strengthening of PGI surge personnel (in collaboration with programmes and operations team and different sectors).
  4. Provide support and guidance to URCS staff to mainstream and plan specialized PGI actions into URCS operations in accordance with the Minimum Standard Commitments of Protection, Gender, and Inclusion in Emergency Programming.
  5. Ensure the development and provision of continuous and systematic PGI capacity-building efforts and training, and monitor their effectiveness with all levels of URCS, in both the volunteering and the management lines, including contractors, stakeholders, and other interested parties.
  6. Coordinate and maintain regular meetings with the PGI Network/Working group for updates, follow-up, development of tools, and exchange of experiences.

Advocacy

  1. Develop evidence-based materials that demonstrate the impact of PGI tools and approaches on the quality and effectiveness of programming, protection risk management, and vulnerability prevention.
  2. Advocate for PGI issues and share lessons learned with key stakeholders within and outside the RCRC movement, including local and national government actors, to increase awareness of PGI risks, needs, capacities, and trends.
  3. Represent URCS in external technical working groups, networks, and forums to build and strengthen partnerships with external agencies and stakeholders.

Produce and disseminate reports, case studies, and promotional materials to showcase the impact of PGI and promote URCS as a leader in protection, gender, and inclusion.

 

Requirements 

Education:

  • Master’s degree in communication, Social/Behavioral Sciences (Political Science, Sociology, Anthropology, Psychology, Health Education), or a relevant field such as Law, Child Protection, Gender or Women’s Studies, or Social Work (preferred).

Experience:

  • At least five years of experience in Protection (addressing sexual and gender-based violence, child protection, preventing sexual exploitation and abuse), Gender (promoting gender equality and women’s empowerment), or Inclusion (working with older adults, disability rights, and other forms of social inclusion).
  • Three to five years of experience in community engagement, promoting gender equity, providing support to survivors of violence, exploitation or abuse, and addressing the needs of marginalized groups.
  • Experience in a humanitarian or governmental context, coordinating Protection, Gender, and Inclusion (PGI) services and assistance.
  • Proven ability to apply humanitarian protection, gender, and accessibility standards, manage accountability systems, and facilitate participatory planning.
  • Experience in coaching and developing local staff and volunteers, building long-term capacity.
  • Broad understanding of national and regional humanitarian issues and international humanitarian standards for PGI.

КерThe PGI URCS Manager reports directly to the Head of Quality Control and Accountability (QCA) and interacts and coordinates with all other URCS units as necessary and appropriate. The position is based in the Kyiv office and is responsible for overall coordination and technical improvement and support of PGI in URCS across teams, departments and branches. The PGI Manager will also receive technical guidance and support from the Swedish Red Cross PGI Delegate on PGI and the British Red Cross Protection Delegate who will provide expert advice and assistance as required.

The PGI Coordinator/Manager will be responsible for general coordination and technical improvement and support of PGI; institutionally, operationally and strategically with a particular focus on strengthening PGI capacity and practices for URCS operations and programmes.

The role of the PGI Manager is to coordinate, advise, mobilize and ensure quality programmatic resources for PGI work. This includes PGI integration, leadership and organizational development, advocacy, program development, staff support and training, and strengthening partnerships within and outside the Movement and community relations.

Responsibilities:  

Institutional level

  • Lead and support the processes of strengthening and developing the organizational and institutional capacity of the TCHU in relation to PGI: for example, through policy development, assessment of organizational capacity for PGI, support in establishing systems and mechanisms to ensure integration of PGI into plans, processes and procedures.
  • Work closely with PGI and partner protection officers and supervise the PGI Officer, Protection Officer and SGBN Officer in execution action plan for protection and SGBN, focusing on prevention and response to sexual exploitation and abuse (PSEA) and child protection.
  • Ensure availability and availability of mechanisms, tools and technical support to combat gender inequality, exploitation and abuse treatment, gender-based violence and other interpersonal violence in emergency operations and development programmes.
  • Systematically apply and monitor the IFRC minimum standards for PGI, and establish, monitor and adjust victim-oriented standard operating procedures (SoP) for of all TCHU actions.
  • Support TCHU leadership in strengthening PGI actions with internal and external partners, including building relationships with government agencies and local organizations to ensure alignment at the national and local levels.

Operational Level

  • Provide strategic advice and leadership, and raise awareness and commitment to Protection, Gender and Inclusion (PGI) issues across TCU departments and operations.
  • Close liaise with TCHU technical units and their thematic areas (Health, WASH, Livelihoods, Disaster Risk Reduction, Family Reconnection, PSS, WatHab, CVA, First Aid, Logistics, Finance, etc.) to help them identify gaps in their approach to PGI and support them in expanding and integrating intoimplementation of PGI in their work with affected people, while ensuring their dignity, access, participation and safety in programs and operations.
  • Ensure the inclusion of PGI in programs and operations and ensure improved implementation of PGI in all emergency response operations situation by deploying tools and strengthening the capacity of PGI staff (in cooperation with the program and operations team and various sectors). commitments on protection, gender issues and involvement in emergency programming.
  • Ensure the development and provision of continuous and systematic PGI capacity-building and training efforts, and monitor their effectiveness at all levels of the TCHU as a volunteer , as well as in the management line, including contractors, stakeholders and other interested parties.
  • Coordinate and hold regular meetings with the PGI network/working group for updates, follow-up, development of tools and sharing of experiences.

Advocacy

  • Develop evidence-based materials that demonstrate the impact of PGI tools and approaches on the quality and effectiveness of programming, security risk management, and vulnerability prevention.
  • Advocate on PGI issues and share lessons learned with key stakeholders within and outside the RCRC movement, including local and national government officials, to raise awareness of PGI risks, needs, potential and trends.
  • Represent TRC in external technical working groups, networks and forums to build and strengthen partnerships with external agencies and stakeholders.
  • Prepare and disseminate reports, case studies and promotional materials to demonstrate PGI's impact and promote the PGI as a leader in protection, gender issues and inclusion.

Requirements:

Education:

Experience:

  • At least five years of experience in the field of protection (addressing sexual and gender-based violence, child protection, prevention of sexual exploitation and violence), gender issues (promotion of gender equality and empowerment women) or inclusion (work with the elderly, rights of people with disabilities and other forms of social inclusion).
