Goal: ?Filling the vacant position Head of Operations to lead the organization's operational activities, respond to emergency situations, improve operational efficiency, ensure the organization's activities in accordance with real humanitarian needs, mandate, donor expectations and quality standards - even in crisis and front-line contexts.

Requirements:

  • ???Higher education in management, economics, finance or related fields;
  • Fluent command of Ukrainian language;
  • English language – professional level (not lower than B2);
  • Proficiency in modern digital management tools (CRM, BI-systems, Excel, Word, Google Drive);
  • Minimum 4 years of experience in humanitarian operations in crisis or frontline contexts;
  • Previous experience in positions: Head of Operations, Operations Manager, Area Manager with actual operational control of field operations teams;
  • Experience of working in INGOs, UN agencies, large national NGOs or consortia;
    Deep understanding of: HNRP, PIN, severity, gap analysis, Project Cycle Management, Sphere, CHS humanitarian standards;
  • Practical experience of working with donor mechanisms (CBPF, USAID BHA, ECHO, etc.);
  • Ability to identify priority areas, target groups and critical sectors;
  • Strong leadership qualities and experience in managing multidisciplinary teams;
    Excellent communication and organizational skills;
  • High level of responsibility and autonomy;
  • Ability to make complex decisions under pressure;
  • Orientation on results and reality, not status or formal processes;
  • Ability to be tough to the context and correct to people;
  • Experience in optimizing processes, scaling activities and implementing KPIs;
  • Readiness for business trips.

Responsibilities:

????Strategic and humanitarian leadership:

  • Ensuring full understanding and management of the humanitarian cycle: from needs analysis (HNRP, PIN, severity, gap analysis) to implementation, donor trust and continued funding;
  • Optimization of operational costs and resources;
  • Transformation of business strategies into concrete operations plans;
  • Participation in the formation of long-term goals of the company;
  • Determining where the organization should work and where activities are unacceptable from the point of view of mandate, risks, security or reputation;
  • Formation of the position of the organization in the humanitarian system (and not only the management of individual activities) under the leadership of the Deputy Chairman of the Board for operational activities.

Operational management and receptiondecision-making:

  • Making independent management decisions in crisis situations without delays and formal cover-up by processes;
  • Building an operational model capable of functioning stably without the constant physical presence of the Head of Operations;
  • Control of real operational presence in the fields: access, security, personnel, logistics, partnerships;
  • Control of KPI implementation in all departments;
  • Motivation and development of department heads;
  • Formation of a highly productive corporate culture;
  • Control of tasks and projects;
  • Implementation of modern technologies and tools to increase efficiency;
  • Monitoring the effectiveness of changes and correction of strategies;
  • Preparation of regular reports on operational activities for the management of the organization.

Reputation and risk management:

  • Proactive identification of programmatic, operational, reputational and security risks.
    Protection of the organization's reputation at the level of donors, humanitarian coordination mechanisms and communities;
  • Making difficult decisions, including the ability to say "no";
  • Ensuring the quality of the humanitarian response in accordance with Sphere, CHS, AAP;
  • Ensuring the logical integrity of programs throughout the Project Cycle Management.

Donor and partner environment:

  • Deep understanding of decision-making logic of INGO, CBPF, USAID BHA, ECHO, UN agencies, national and local NGOs;
  • Assessment of security, reliability and reputational risks of partners;
  • Maintaining donor trust through predictability, quality and legitimacy of operations;
  • Scaling and stabilization;
  • Scaling operations with a focus on reducing chaos, increasing predictability and trust;
  • Ensuring a balance between speed of response and operational quality.
