MAIN TASK

< p>Under the direction of the Senior Project Manager and under the direct supervision of the Explosive Ordnance Risk Training Technician and Regional Manager, facilitate the implementation of Explosive Ordnance Risk Training and Conflict Preparedness and Operations activities and other activities related to mitigation armed violence. He/she monitors the optimal quality and effectiveness of his/her project.

In the southern office located in Mykolaiv, HI conducts training on explosive ordnance risks and training and operations during conflicts for IDPs and those planning back home, at the community level, in the private sector and in educational institutions. The term EORE (Explosive Ordnance Risk Education) refers to activities aimed at reducing the risk of injury from exposure to explosive ordnance by disseminating knowledge about it among women, girls, boys and men according to the vulnerability of different groups, their roles and needs, as well as promoting the idea of ​​behavior change. Basic activities include dissemination of information, conducting exercises and trainings. The Conflict Preparedness and Defense Program is aimed at preparing individuals to defend themselves during an armed conflict. In addition, HI provides workshops on explosive ordnance handling and conflict preparedness and protection for humanitarian organizations, including first responders and volunteers.

Tasks and Areas of Competence

Task 1. Management:

1.1. Manages the work of other project participants and supports their field teams (specifies individual goals, evaluates the quality of the work of individuals, takes care of the professional and career development of his team members, monitors the competence of work performance).

1.2. Organizes and regularly holds meetings with the team.

1.3. Manages the process of recruitment and selection of new employees.

1.4. Ensure clear compliance and respect for the internal rules of the program by project participants.

Task 2. Area of ​​competence:

2.1. He applies his technical experience during project implementation with the support of a technical specialist.

2.2. Koo helpsto promote technical professional development and promote the dissemination of practices within the community in cooperation with the department for reducing the risks of armed violence.

2.3. Coordinates relations with authorized technical specialists, local partners or other stakeholders.

Task 3. Implementation and monitoring:

3.1. Ensures the implementation of the project together with the relevant services according to general standards and procedures:

· Plans and approves the action plan;

· Monitors the implementation of measures in accordance with project proposals and the planned budget;

· Controls expenses and ensures compliance of budget expenses for his/her activities.;

· Monitors the implementation of activities in accordance with internal technical quality standards and, if necessary, suggests ways to improve them for better achievement of goals;< /p>

· Prepares and monitors the implementation of partnership agreements with prospective and potential partners;

· Ensures effective implementation and compliance with institutional policies (prevention of sexual exploitation and abuse, mandatory interdisciplinary approaches, etc.) in the process of implementing his project;

· Coordinates actions and cooperates with relevant internal services, especially the departments of logistics, personnel management, finance and technical resources.

3.2. Ensures the project data management process:

· Ensures the correctness of data collection and use of tools during the project according to global standards;

· Ensures the collection of project-related data and their entry into the database;< /p>

· Regularly conducts inspections and makes necessary changes to the activity database;

3.3. Ensures reporting according to project requirements:

· Monitors the implementation of results and indicators according to the logical matrix;

· Is responsible for the use of appropriate reporting tools: monthly current reports on the current situation, project manager templates;

· Responsible for correct data archiving;

3.4. Prepares and directs project evaluation and capitalization processes:

· Plans and monitors the project evaluation process;

· Conducts project capitalization and study on practical material.

< strong>Task 4. Influence and exchange of information:

4.1. Contributes to the expansion of the external influence of the HI company by participating in the work of relevant structures.

4.2. Information about the project is exchanged with partners, representatives of authorities and shareholders as necessary.

4.3. Apply internal recommendations on information exchange and contribute to improving the level of information about the company's strategy in the country.

Task 5.Strategy and business development:

5.1. Contributes to the development of the company's operational strategy or program (work strategy).

5.2. Makes new proposals for the project for its continuation or expansion.

5.3. Makes efforts to draw up new proposals to create new onestheir opportunities.

RESPONSIBILITIES

  • Compliance with institutional policies: Child Protection Policy, Protection from Exploitation and Sexual Harassment Policy, Anti-Fraud Policy and corruption, the Disability, Gender and Age Policy and the Code of Conduct;
  • Compliance with the rules of internal procedure;

REQUIRED COMPETENCES

Qualification

  • Junior specialist/Bachelor's degree in education, civil protection, social work, humanitarian aid, development, or similar field.
  • Master's degree in the relevant field
  • Beginnings in the field of presentations/trainings/pedagogy for adults and children's pedagogy

Experience

EXPLOSIVE ORDNANCE RISK EDUCATION PROJECT MANAGER

GENERAL MISSION:

Under the management of the Area Manager and technical responsibility of the Explosive Ordnance Risk Education (EORE) Senior Technical Officer (STO) and, the Project Manager contributes to the deployment of EORE and CPP activities. He/she ensures optimal quality and impact of his/her projects.

From an operational basis in Mykolaiv, HI intends to implement Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) at transit and collective centers for displaced and potential returnees. EORE refers to activities that seek to reduce the risk of injury from Explosive Ordnance (EO) by raising awareness of women, girls, boys and men in accordance with their different vulnerabilities, roles and needs and promoting behavioral change. Core activities include public information dissemination, education and training. CPP intends to empower individuals to protect themselves against armed conflict. In addition, HI will provide EO and CPP for humanitarian actors, including first responders and volunteers.


MISSIONS / RESPONSIBILITIES

Mission 1. Management:

1.1. Line-manages the project’s team members and supports their field deployments (sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competencies).

1.2. Organizes and leads regular team meetings.

1.3. Manages the recruitment and selection of new team members.

1.4. Ensures strict application and respect of the program’s Internal Regulations by the project team.

Mission 2. Expertise:

2.1. Provides the technical expertise for the project in coordination with the EORE STO

JOB TITLE: EXPLOSIVE ORDNANCE RISK EDUCATION PROJECT MANAGER

2.2. Helps coordinate technical professional development and facilitates a community of practice in collaboration with the Armed Violence Reduction (AVR) Division.

2.3. Manages relationships with technical authorities, local partners or other stakeholders in coordination with the EORE STO.

2.4. Ensures robust coordination and collaboration with the AVR division, particularly the EORE STO

2.5. Works closely with the EORE STO to guarantee the International Mine Action Standards (IMAS) in all EORE activities.

Mission 3. Implementation and Monitoring:

3.1. Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures:

· Ensures the planning of activities and establishes action plans;

· Ensures that activities are implemented in line with the project proposal and the allocated budget;

· Manages expenditures and ensures a follow up of budget lines for his/her activities;

· Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;

· Prepares and monitors partnership agreements with implementing partners and other potential partners;

· Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project;

· Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources.

· Conducts Quality Assurance (QA) monitoring visits to field locations in conjunction with the EORE STO as per HI EORE SOPs

3.2. Ensures project data management:

· Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards;

· Ensures that data related to the project is collected and compiled in the project database;

· Carries out regular verifications and makes any necessary corrections in the activity database.

3.3. Ensures project reporting:

· Monitors the achievement of results and indicators, as per the logical framework;

· Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box;

· Reports regularly to the line manager;

· Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;

· Guarantees the proper archiving of information.

3.4. Ensures and steers project evaluation and capitalization:

· Plans and monitors project evaluations;

· Produces project capitalization and learning from experience material.

Mission 4. Influence & Communication:

4.1. Contributes to HI’s external influence by participating in relevant networks.

4.2. Communicates on the project to partners, authorities and stakeholders when relevant.

Mission 5. Strategy & business development:

5.1. Contributes to program or country operational strategy (StratOp).

5.2. Drafts new project proposals for the continuity or expansion of the project.

5.3. Contributes to the drafting of new proposals for new opportunities.

PROFILE SOUGHT

Qualification(s):

  •  A Master’s degree in the same field is desirable; 
  •  Training in presentation/training/adult and children pedagogy.

Experience 

(type and amount of experience):

  • At least 2 years of field professional experience in humanitarian mine action (EORE, Non-Technical Survey, CPP, etc. including work in low-to-middle income countries; 
  • Previous experience in East Europe is a strong asset; 
  • Professional experience with IEDs in an EORE context. 
  • Experience in delivering presentations and trainings; 
  • Work experience in local/international NGOs.

Skills
