The Head of the Humanitarian Diplomacy Unit a leading role in developing URCS’s policy, advocacy and humanitarian diplomacy work with the International Red Cross and Red Crescent Movement and the wider humanitarian community. The role is managed by and works closely with the Head of Strategic Partnerships and International relations to develop the overall strategic direction and workplan of the Humanitarian Diplomacy team. The role has line management responsibilities across the HD unit, and for the unit’s engagement in planning and reporting. The role leads on substance related to domestic and international humanitarian policy files and has overall responsibility for the implementation of URCS’s Humanitarian Diplomacy Strategy

Essential Tasks:

  • Work with the Head of Strategic Partnerships and International Relations to develop and oversee the overall direction, agenda and workplan for the Humanitarian Diplomacy Unit.
  • Manage and support the development of specialists and officers in the Humanitarian Diplomacy unit.
  • Lead on the unit’s engagement in relevant organisational processes, including planning, strategy and financial reporting.
  • Participate actively in team meetings and support fellow team members.
  • Adhere to URCS policies and procedures, upholding the Red Cross’s fundamental principles and acting with integrity, inclusivity, compassion, courage, and dynamism.
  • Lead on the development and shaping of URCS’s domestic and international humanitarian policy agenda, in close cooperation senior management across the organisation.
  • Develop and evolve URCS’s advocacy and engagement strategies, ensuring the organization’s voice is evidence-based and effectively supports those affected by humanitarian crises in Ukraine.
  • Strengthen the unit’s engagement with other departments and key policy actors in URCS 
  • Oversee the preparation of position papers, briefs and analyses for URCS’ leadership; and provide high-level advice inthe leaderships’ diplomatic engagements.  

 

Additional Tasks:

  • Represent URCS externally and within the Movement on humanitarian diplomacy issues, maximising URCS’s influence. This includes representation and speaking engagements at external meetings, conferences or other public activities.
  • Proactively seek and build new relationships and partnerships within RC/RC Movement and external organisations, as well as the Government of Ukraine, to improve results and maximise impact.
  • Ensure and advise on URCS leadership and experts' participation and presence in different domestic, regional, and international platforms and forums

 

Requirements

  • Master’s degree on international humanitarian/ development policy, public international law or the equivalent professional experience preferably
  • Managerial experience more than 3 years
  • Experience in humanitarian sector preferably
  • Experience of senior level representation, including public speaking
  • Experience of policy formation and corporate planning processes
  • Highly developed understanding of current humanitarian policy agendas as relevant to Ukraine            
  • Excellent written, analytical and verbal communication skills
  • Proven capability to work in a precise, structured and detailed manner
  • Exceptional IT skills, including proficiency with all basic Microsoft Office packages and information management systems
  • Demonstrated ability to prioritise and manage work effectively in a fast-paced environment, to deliver on time and in full against specific objectives
  • Experience or strong working knowledge of the International Red Cross and Red Crescent Movement and/or experience working in government as plus
  • Ukrainian, English languages proficiency at  B2 +  level.        
  • Other foreign languages as plus

Head of the Department of Humanitarian Diplomacy plays a leading role in the development of policy, advocacy and humanitarian diplomacy of the TCHU, as well as in working with the International Red Cross and Red Crescent Movement and the wider humanitarian community. Under the direction and in close cooperation with the head of the strategic partnership and international relations department, he develops the overall strategic direction and work plan of the humanitarian diplomacy team. He is responsible for the line management of the humanitarian diplomacy unit, as well as the unit's involvement in planning and reporting. This official is responsible for the essence of issues related to domestic and international humanitarian policy, and bears overall responsibility for the implementation of the Strategy of Humanitarian Diplomacy of the TCHU.

Responsibilities:

  • Lead the unit's participation in relevant organizational processes, including planning, strategy and financial reporting.
  • Actively participate in team meetings and support other team members.
  • To adhere to the policies and procedures of the Red Cross, uphold the fundamental principles of the Red Cross andto act with honesty, inclusiveness, compassion, courage and dynamism.
  • Lead the development and shaping of the agenda of the domestic and international humanitarian policy of the TCHU in close cooperation with the top management of the organization.
  • Develop and develop strategies advocacy and engagement, ensuring that the organization's voice is evidence-based and effectively supports those affected by the humanitarian crises in Ukraine.
  • Strengthen the department's interaction with other departments and key political players in the TCHU
  • Supervise the preparation of position papers, briefs and analytical materials for the management of the TCHU; to provide consultations at a high level during diplomatic contacts of the leadership of the TCHU.  
  • This includes representation and speaking at external meetings, conferences and other public events.
  • Proactively seek and build new connections and partnerships within the Movement and external organizations, as well as with the Government of Ukraine in order to improve results and maximize influence.
  • Provide advice on the participation and presence of the management and experts of the TCHU on various national, regional and international platforms and forums.
  • Requirements:

    • Master's degree in international humanitarian policy/development policy, international public law or equivalent professional experience preferred
    • Management experience of more than 3 years
    • Experience preferred work in the humanitarian sector
    • Experience of representation at the highest level, including public speaking
    • Experience of policy formation and corporate planning processes
    • Highly developed understanding of the current humanitarian policy agenda, relevant for Ukraine      
    • Excellent written, analytical and verbal communication skills
    • Proven ability to work in a clear, structured and detailed manner
    • Exceptional IT skills including proficiency in all major Microsoft packages Office and information management systems
    • Demonstrated ability to prioritize and effectively manage work in a fast-paced environment, complete tasks on time and in full in accordance with specific objectives
    • Experience or in-depth working knowledge of International of the Red Cross and Red Crescent Movement and/or work experience in public authorities is an advantage
    • Proficiency in Ukrainian, English at the B2+ level. 
    • Knowledge of other foreign languages ​​as an advantage
