Lead and coordinate its implementation and deployment in country 

Provide capacity building to HR team and provide optimum support to programs.

Academic Background

Masters’ degree in human resources or similar field

Desirable specific/ technical Knowledge:

Compulsory: 

  • Strong and demonstrated expertise in human resource management.
  • Ability to grasp a wide range of complex issues and synthetize them strategically. 
  • Excels at team management and capacity building, and genuinely enjoys enhancing the skills and abilities of their team members.
  • Excellent writing skills and oral communication skills in English
  • Experience within iNGO sector

Desirable: 

  • Knowledge of ACF operations, policies and procedures is an asset
  • Demonstrated experience in working in Ukraine within the humanitarian aid. 

Previous experience needed:

  • At least 3 to 5 years’ experience human resource management at a senior level within the iNGO and private Sector ( mix would be ideal)
  • Experience in using budgets and providing HR numbers to set up and reviw budgets, and in engaging with outside agencies/authorities in connection with human resource issues (Ministry of Labour, Legal representatives/lawyers, Social Security and Tax authorities).

Personal requirements:

  • Proven interpersonal and networking skills. 
  • Open minded and flexible character.
  • Autonomous and result oriented.
  • Strong negotiation skills and interpersonal skills. 

Languages Skills:

  • English fluency is compulsory. 
  • French an asset.

Computer Skills :

  • IT: Microsoft tools (Excel, Word, Access, PowerPoint). Others will be an asset (mapping programmes)

Mobility (national & international) 

  • The post holder will be based in the Ukraine Coordination office with frequent travel in and outside Ukraine

Mission 1: Contribute to defining Country Office strategy

  • Develop a Human Resources and recruitment strategy for the mission.
  • Contribute a Human Resources perspective to coordination discussions.
  • Advise other departments on their Human Resources needs and requests.
  • Collect data and support in the writing of the Human Resources section of proposals and reports to funding bodies and contributing to the overall financing plan.
  • Represent the mission to outside bodies on issues of Human Resources and developing a network for the exchange of information and good practice.

 Mission 2: Supervise staff administration and payroll

  • Manage the Human Resources team in country and be support/technical Manager for Human Resources Managers in area, field, and sub-bases.
  • Design and implement administrative and payroll procedures which conform to social legislation and with ACF and its funding bodies’ guidelines in conformity with the contractual obligations of ACF vis-a-vis its employees.
  • Monitor the social benefits paid directly by ACF to both locally recruited and expatriate staff. 
  • Produce reports, both monthly and whenever required by headquarters, authorities, and funding bodies. 
  • Monitoring the strict application of contractual requirements and reminding Managers of internal regulations and the social rights of local and expatriate employees

 Mission 3: Provide recruitment and training, and promote career development to all employees with a special focus on capacity building of the HR team

  • Implement a fair and transparent procedure for recruitment, access to training, promotion, and internal mobility, in accordance with legal requirements and ACF guidelines.
  • Ensure that all employees have access to a formal annual appraisal meeting, that such meetings are of high quality and that they take place as required.   
  • Adapt the ACF recruitment policy for local employees suited to the local context and support HR involvement in the recruitment of both local and expatriate employees.
  • Draw up an annual training plan for local employees, monitoring its operation and producing a review on the basis of feedback from employees and their managers.
  • Promoting the career development of local employees, in particular by making use of the process of appraisals and training.
  • Providing support and training to managers in matters of recruitment, appraisals, and team management.
  • Provide technical support and skills development support to the HR through capacity building efforts

 Mission 4: Ensure a coherent organisation of work and ensure compensation and benefits framework/policy

  • Ensure that organisational charts are coherent and are conform to ACF classification grid.
  • Define the criteria for placement in the national salary grid and the procedure for both collective and individual salary increases. Ensure that remuneration systems are fair and consistent with the cost of living for employees.
  • Ensure that all local employees are covered by health care.
  • Define the national policy for variable elements in staff pay (bonuses, transport costs etc) and the national policy concerning social benefits and, where appropriate, negotiating contracts and ensuring articulation with external private bodies.
  • Warn of any difficulty in maintaining the payment of salaries and social benefits in situations of budgetary shortfall

 Mission 5: Implement collective HR rules and regulations and communicate them internally

  • Consult and informing local employees through the medium of staff representatives, in conformity with the relevant social legislation.
  • Provide accurate information to all employees regarding the ACF charter and its organisational regulations (internal regulations and convention on social benefits).
  • Stimulate internal communications on both general and Human Resources issues.
  • Providing support to Area/Field Coordinators and Human Resources staff in the bases in implementing disciplinary procedures in respect of local employees and approving proposed sanctions.
  • Secure the services of a lawyer and seek their legal advice whenever necessary.
  • Organising general information meetings to explain Human Resources regulations and procedures to all employees

 Mission 6:  Promote and ensure collaboration and coordination in Human Resources with the Country Office’s partners

  • Participate in the process of selecting partners and validating the Human Resources risk analysis provided by the bases.
  • Define with partners the modes of Human Resources management in the framework of joint projects.
  • Validate the Human Resources aspects of partnership conventions and agreements.

 Mission 7: Prevent and manage cases of fraud and corruption

  • Identify the risks of fraud and corruption and put in place preventative and monitoring mechanisms and support the team in awareness of the risks of fraud and corruption.
  • Alert the Country Director to cases of fraud and corruption and undertake corrective action as required.
  • Put in place and monitoring recommendations arising for day-to-day control as well as auditing purposes.
