Working today in more than 40 countries, IRC strives to restore safety, dignity and hope to millions who have fled their homes and are fighting for survival.

More than 3.6 million people have fled across borders in search of safety in the first month since the escalation of the conflict in Ukraine on February 24, 2022, and it is reported that more than 6.5 million Ukrainians are displaced persons. As the vast majority of displaced people are women, girls and boys, this could be the worst humanitarian crisis in Europe in decades.

From 7 to 23 February 2022, the IRC team undertook a fact-finding mission covering Poland and Ukraine to better understand the context, humanitarian situation and the civil society landscape, as well as expected service delivery gaps in the event of an escalation of the conflict in Ukraine and further displacement into neighboring Poland. As of February 24, the IRC has moved into emergency response and has identified partner agencies in Ukraine and Poland to provide immediate assistance that can be used where it is most needed. At the same time, IRC is starting work in Ukraine and Poland to complement the partner response services both in terms of breadth and scale. for humanitarian access and security issues (HASS Assistant) for its operations in Ukraine based in Dnipro and to provide support in Dnipropetrovsk, Donetsk and Zaporizhzhia regions. The Assistant will work with the appropriate Security Officer (HASSO) and the office, with technical support from the Humanitarian Access and Security Division, to help ensure that the organization's policies and security procedures are contextually relevant, contextually acceptable and known to staff. He/she will also be responsible for helping to build a strong network with all actors in the region and maintaining excellent relations with local authorities.

Reporting to the Security Officer, the Assistant will assist in the implementation of IRC security management activities and also assist the Security Officer in providing contextual analysis and understanding to decision makers. The Assistant will prioritize humanitarian principles, humanitarian needs, oversight responsibilities and IRC's strategic

action plans for Ukraine. The Assistant will receive technical support from the Security Specialist and the Security Operations Manager to meet Humanitarian Access Division and Security standards for the respective area of ​​responsibility.

The Assistant will provide training to personnelwill be on site and will assist in the development and implementation of appropriate plans, standard operating procedures and contingency plans. He/she will assist the Security Officer in providing expert humanitarian security and advice to IRC staff in the Dnipro field office, contextual understanding, consultation and incident management. The Assistant may be asked to cover the duties of the Security Specialist for limited periods of time.

RELATIONSHIPS AND REPORTING COORDINATION:

Reports to: Specialist of Humanitarian Access and Security

Technical Reporting to: Humanitarian Access and Security Specialist and Humanitarian Access and Security Operations Manager (HASSM - Ops)

Collaboration: Operations Teams, Program Teams, humanitarian access and security department and other relevant staff as per program expansion.

RESPONSIBILITIES

Security Management

  • Support IRC assisting the Security Officer in providing technical support to the extended team on all personnel security and operational security policies, procedures, instructions and planning.
  • Support the IRC by assisting the Security Officer in regularly evaluating, reviewing and updating security management plans. Ensure compliance with the IRC Security Management Framework in the SMP and all applications.
  • Support the IRC and the Humanitarian Access and Security Unit by assisting the Security Officer in working with key stakeholders to develop, consolidate and implement operational procedures and contingency plans.
  • Support the IRC and the Humanitarian Access and Security Unit by assisting the Security Officer in assessing, revising and updating hibernation and evacuation plans, as well as ensuring that practical preparations are made and all relevant personnel are informed.
  • Support the IRC and Humanitarian Access and Security by assisting the Security Officer in conducting risk assessments in leased offices, residences and hotels, as well as those that subject to potential lease. Take necessary actions to ensure compliance with security standards.
  • Support the IRC and Humanitarian Access and Security by assisting the Security Officer in conducting ongoing audits of equipment and the protocols under which that equipment is used to ensure compliance with minimum security requirements.
  • Assist the Security Officer in implementing the best possible decisions regarding the use of equipment to facilitate communication between staff, including suggestions for secure alternative means of communication and equipment.
  • Assist the security officer in the measures to be taken to ensure complianceSafety and Security Darts
  • Support the IRC and the Humanitarian Access and Security Unit by assisting the Security Officer in ensuring security protocols, reporting mechanisms and capacity building initiatives, gender risks, individuals and staff experiences are taken into account and relevant to local conditions.
  • Assist the Security Officer in regularly updating all security documentation related to their area of responsibility (standard operating procedures, emergency plan, security briefing, security rules, CONOPS, etc.)
  • Support the security officer in tracking all movements in his area of responsibility.

Networking and lobbying

  • Monitoring and providing support and reporting on NGO security initiatives as needed.
  • Working to ensure that the IRC, its mission and work in all areas of activity are known and accepted.
  • Working to encourage stakeholders to cooperate with the IRC in ensuring staff security and obtaining clearance for the continuation of humanitarian activities in Ukraine
  • Maintain contact with relevant security actors, for example, NGO, UN security personnel, security forces, local community stakeholders and local authorities.

Contextual understanding and reporting

  • Compile and submit regular reports that reflect incidents and trends in the local security context.
  • Send daily context updates to appropriate personnel.
  • Support the Security Officer to ensure that all incidents and accidents are accompanied by a formal written report, which is then provided to the appropriate stakeholders and properly logged
  • Monitor the operating environment in the region, identify emerging threats, assess IRC vulnerabilities and recommend possible responses.
  • Provide reliable information and contextual understanding of local and national security situations and incidents, along with appropriate advice to IRC.
  • Weekly night and weekend shift monitoring is expected days.

REQUIREMENTS

Job requirements

Education: Preferably completed higher education in the relevant field, but candidates will also be considered with secondary education and significant professional experience.

Work experience:

  • Confirmed work experience in public, non-profit or non-governmental organizations within the framework of international humanitarian aid programs, planning, organization and implementation of field security operations missions.
  • Experience in finding information about local, national and international development, as well as providing clear dynamic briefings and analysis of existing and developingsecurity and policy situations as they arise (both written and verbal)

Demonstrated leadership skills:

  • Excellent relationship-building skills, interpersonal skills, and the ability to effectively represent IRC in forums and with external stakeholders
  • Strong negotiation and mediation skills with conflict resolution experience required
  • Excellent verbal and written communication skills with the ability to clearly and persuasively express ideas and concepts to senior internal and external stakeholders
  • Experience of working successfully with local stakeholders such as local and international NGOs, local authorities, government etc. with delicacy and diplomacy.

Required/preferred languages:

  • Fluency in spoken and written Ukrainian, Russian and English.

Computer skills/other requirements:

  • Complete proficiency in Microsoft Office Suite, especially Word, Excel and PowerPoint

Willingness to travel: up to 40% as needed.

This position will be based in locations with an IRC presence. As this is a changing context, the location may change as needed
