Brief job description:

The GIS developer and IT specialist will be responsible for the technical development of the E-Cadastre IT resource, creating a modern geo-information system based on open software (GeoServer, QGIS/ArcGIS), which meets the requirements of the EU INSPIRE Directive and the legislation of Ukraine on the National Infrastructure of Geospatial Data.

The position involves expertise in geographic information systems, web mapping services, database architecture and integration with the systems of various government agencies. The specialist will create both public and internal platforms for the management of the State Water Cadastre, ensuring compatibility with the systems of the Ministry of Environmental Protection and Natural Resources of Ukraine, the State Service of Geodesy, Cartography and Cadastre (State Geocadaster), the State Service for Emergency Situations, the State Fisheries Agency and other bodies.

Essential Duties and Responsibilities (Essential Duties and Responsibilities)

  1. Development of the E-cadastre system
  • Design and development of a complex IT resource of the E-cadastre based on open software (GeoServer, QGIS/ArcGIS) with a server infrastructure that provides open access to data through WMS standards.
  • Security compliance of the system with the requirements of the EU INSPIRE Directive and the law of Ukraine "On the National Infrastructure of Geospatial Data".
  • Creation of an open register of water objects of Ukraine with the possibility of displaying, searching and analyzing informationOrmation.
  • Development of a dual architecture with a public interface for access to open data and an internal interface for water cadastre management by authorized bodies.
  • Implementation of a user system for water cadastre maintenance in accordance with the hydrographic zoning of Ukraine.

2. Technical functions and functionality

  • Development of an automated system for the formation of extracts and references about water bodies of Ukraine and restrictions on their use.
  • Creation of advanced analysis, selection and search tools with the possibility of automatic map generation.
  • Display and integration of new thematic layers, including non-compliant water bodies current geoportal criteria (length <10 km, area <0.5 km?).
  • Implementation of modern data visualization tools and interactive mapping for various users.
  • Development of batch processing for updating large data sets and maintaining their relevance.

3. System integration and compatibility

  • Ensuring data integration with the systems of the Ministry of Environmental Protection and Natural Resources of Ukraine to monitor the state of the environment and control compliance with regulations.
  • Supporting compatibility with the State Geocadastre through the protocols of the National Geospatial Data Infrastructure.
  • Integration with information resources E-fishing of the State Fisheries Agency for data exchange on fisheries water bodies.
  • Coordination of data exchange protocols with the State Emergency Situations Service for the purposes of emergency response and risk management.
  • Implementation of APIs and web services for integration of third-party systems in compliance with data security requirements.

4. Database architecture and technical documentation

  • Designing a reliable database structure for storing geospatial data, metadata and web services in accordance with national and European standards.
  • Preparation of complex technical documentation regarding database architecture, system functionality and its maintenance procedures.
  • Development of data quality control mechanisms and topological verification procedures consistency of water bodies.
  • Creation of user manuals, system administration manuals and training materials for basin management and regional water resources offices.
  • Documentation of data models, schemas and metadata standards to ensure system sustainability and knowledge transfer.

5. Technical support and capacity development

  • Providing technical recommendations to the working groups of the State Water Agency on the vectorization of polygonal and linear water bodies.
  • Supporting basin managements and regional water resources offices in the implementation of water cadastre management procedures.
  • Conducting training sessions on the use of GIS, data entry standards and quality control procedures.
  • Coordination with hardware and software vendors regarding system requirements, licenses, and technical support.

6. System modernization and support

  • Update and modernization of the existing geoportal "Water Resources of Ukraine" (created in 2017) with new services, tools and expanded coverage.
  • Implementation of regular updates, security patches and performance optimization to ensure smooth operation.
  • System performance monitoring, elimination technical problems and implementation of solutions to support high availability.
  • Planning the scaling of the system and its development roadmap in accordance with new technologies and user needs.

Qualifications

Education

  • Master's degree in geographic information systems (GIS), computer science, geomatics or related technical disciplines.

Experience

  • Minimum 5 years proven experience in developing GIS software, preferably in the field of water resources or environmental information systems.

Required Qualifications

  • High level of mastery of open GIS platforms (GeoServer, QGIS) and commercial platforms (ArcGIS, ArcGIS Server).
  • Experience of working with web mapping services (WMS, WFS, WCS) and implementation of OGC standards.
  • Experience in working with spatial databases (PostgreSQL/PostGIS, Oracle Spatial) and optimizing SQL queries.
  • Proficiency in programming languages often used in GIS development (Python, JavaScript, Java or C#).
  • Knowledge of the requirements of the EU INSPIRE Directive and experience in creating relevant geospatial systems.
  • Understanding of Ukrainian legislation on the National Geospatial Data Infrastructure and national spatial data standards.
  • Experience in systems integration, API development and ensuring interoperability between multiple information systems.
  • Analytical and problem-oriented skills, attention to detail in complex technical environments.
  • Excellent written and verbal communication skills in Ukrainian and English for technical documentation and interaction with stakeholders.

Preferred Qualifications

  • Experience in developing cadastral or registration systems for public bodies.
  • Knowledge of Ukrainian water legislation (Water Code of Ukraine, regulations water cadastre).
  • Experience of working with hydrological or water management information systems.
  • Knowledge of topological data quality control procedures and spatial data validation methods.
  • Experience of working with cloud infrastructure (AWS, Azure, Google Cloud) and containerization technologies (Docker, Kubernetes).

  • Professional certifications in GIS (GISP, Esri Technical Certification) or IT (programming/database certifications).
  • Experience working with international organizations or EU-funded technical assistance projects.
