In partnership with UNICEF, Ministry of Economy of Ukraine and Ministry of Community and Territorial Development we implement projects on modernization of water supply and drainage systems, restoration of critical infrastructure and adaptation of the sector to European Union standards.

Brief description of the position:

The GIS data specialist will be responsible for the organization and implementation of works on the digitization of water bodies in order to create vector files of water bodies throughout the territory of Ukraine. The work involves the use of various data sources, in particular, electronic inventory materials and paper passports of ponds.

The position includes coordination with basin administrations and regional water resources offices regarding the vectorization of polygonal and linear water bodies, conducting topological consistency checks and preparing data sets of water bodies for integration into E-cadastre. The specialist will ensure data quality, their standardization and compliance with national geospatial data standards, as well as provide support to the working group of the State Water Resources Agency of Ukraine on vectorization of water bodies.

Essential Duties and Responsibilities:

  1. Digitization and vectorization of water bodies of objects
  • Management of complex digitization of water objects throughout Ukraine with the conversion of data from various formats (electronic inventory records, paper passports of ponds) into a standardtized vector files.
  • Creation of accurate vector representations:

- polygonal water objects (lakes, ponds, reservoirs);
- linear water objects (rivers, streams, canals) using GIS software.

  • Digitization of water bodies that are not displayed on existing geoportals due to selection criteria (length < 10 km, area < 0.5 km?), but are important for local management and planning.
  • Ensuring spatial accuracy and geometric correctness of objects using appropriate coordinate systems and projection methods.
  • Development of effective work processes and productivity standards for large-scale digitization works in several regions.

2. Ensuring data quality and topological consistency

  • Conducting complex checks of topological consistency to ensure data integrity, correctness of connections and spatial relationships.
  • Checking geometric characteristics, in particular:

- closedness of polygons;
- absence gaps and overlaps;
- correct network connectivity of linear objects.

  • Implementation of quality control procedures to check the completeness, accuracy and consistency of attribute data with primary documentation.
  • Identification and elimination of conflicts, errors and inconsistencies between various data sources and historical records.
  • Documentation of procedures quality control and keeping detailed records of corrections and changes.

3. Coordination with regional offices and working groups

  • Coordination of digitization works with basin managements and regional water resources offices in order to ensure uniform methodology and standards.
  • Providing technical support and consultations to the working group of the State Water Resources Agency of Ukraine on vectorization of water objects.
  • Promoting knowledge exchange and development capacity of regional staff regarding GIS data collection methods and quality standards.
  • Establishing communication protocols for submission, verification and integration of data from different regions.
  • Organization of regular coordination meetings to track progress, resolve issues and ensure timely implementation of digitization plans.

4. Management of attribute data and creation of metadata

  • Extraction and structuring of attribute information from pond passports, inventory materials and other sources into standardized database schemes.
  • Filling of attribute tables with full characteristics of water bodies, in particular: name; type; category (of national or local importance); dimensions; management information.
  • Creation of metadata in accordance with national and European standards describing data sources, methods of creation, accuracy and relevance.
  • Vedennei data dictionaries and code schemes to ensure uniform terminology and classification in the cadastre system.
  • Linking of spatial objects with regulatory information, including restrictions on use, protection zones and management bodies.

5. Data integration and preparation for E-cadastre

  • Preparation of digitized data sets for integration into the E-cadastre system, taking into account the requirements for the structure of the database and web services.
  • Data transformation and format conversion as needed (Shapefile, Geodatabase, GeoJSON, etc.).
  • Coordination with GIS developers regarding data upload procedures, testing and validation in the E-cadastre environment.
  • Support of batch processing and update procedures to ensure data relevance.
  • Reconciliation of differences between existing geoportal data and new digitized data in order to ensure consistency between systems.

6. Documentation and capacity building

  • Development of standard operating procedures (SOP) for digitalization of water bodies, quality control and data maintenance.
  • Preparation of training materials and user manuals for regional staff on data collection methods and use of GIS programs.
  • Conducting training sessions for basin managements and regional offices on digitization standards and procedures.
  • Documentation of data sources, processing steps and quality control measures in order to ensure an audit trail and preserve institutional memory.
  • Preparation of reports on the progress of digitization, including statistics on the number of objects, quality indicators and compliance with schedules.

7. Technical requirements and software management

  • Effective use of licensed GIS software (ArcGIS, QGIS) and specialized digitization tools in compliance with license requirements.
  • Assessment of hardware and software needs for digitization work (computers, graphics tablets, scanners).
  • Provide recommendations on technical specifications for procurement of software and development of GIS IT infrastructure.
  • Tracking of new trends in the development of GIS technologies and proposals for improving work processes and digitization tools.

Qualifications:

  • Education: bachelor's or master's degree in the field:geographic information systems (GIS), geography, cartography, environmental sciences, geodesy or related technical fields.
  • Experience: at least 3-5 years of practical experience with GIS, in particular in the field of spatial data collection, digitization and spatial data management.

Required Qualifications)

  • Advanced skills in working with GIS software (ArcGIS, QGIS), in particular digitization toolstion and topology verification.
  • Thorough understanding of topological relationships, spatial data quality principles, and geometric accuracy requirements.
  • Experience digitizing geographic objects from various sources (paper maps, aerial photographs, electronic records).
  • Knowledge of coordinate systems, map projections, and spatial data transformation procedures.
  • Proven ability to develop and implement quality control procedures for large-scale spatial projects.
  • High attention to detail and accuracy when entering spatial and attribute data.
  • Strong organizational skills to manage multiple data sets and coordinate the work of distributed teams.
  • Good written and verbal communication skills in Ukrainian and English.

Preferred requirements Qualifications)

  • Experience in digitalization and management of hydrographic or water management data.
  • Knowledge of classification systems of water bodies of Ukraine, hydrographic zoning and water resources management structure.
  • Experience of working with cadastral or registration systems and understanding of cadastral data requirements.
  • Knowledge of national and European standards geospatial data, in particular the requirements of the INSPIRE Directive.
  • Experience with spatial databases (PostgreSQL/PostGIS, Oracle Spatial) and SQL queries.
  • Experience in training and capacity building of GIS users.
  • Professional GIS certification (GISP or equivalent) confirming technical competence.
