Scope of Work USAID Ukraine New Workforce Development Activity Gender and Inclusive Development Manager Project Background DAI is recruiting candidates for the anticipated USAID-funded New Workforce Development Activity in Ukraine. This five-year award, which is expected to be in the range of $100-299.99 million, will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI) for Ukraine. Position Purpose The Gender and Inclusive Development Expert is responsible for ensuring that gender, age, disability, and wartime considerations are mainstreamed and integrated throughout program activities. S/he will lead the development of the program’s Gender and Inclusive Development strategy, and design and implement initiatives that target women, demobilized veterans, LGBTQI+ individuals, persons with disabilities (PwDs), internally displaced persons (IDPs), refugees, older workers, youth, and job seekers, including but not limited to: tailored soft skills training, improving job opportunities for target populations, changing employer behavior towards diverse hiring, advancing labor policy reform, and changing labor force participation norms. The Gender and Inclusive Development Manager will work closely with the MELA Director to conduct Gender and Inclusive Development analyses and identify approaches to address gaps affecting marginalized communities, and support opportunities to empower vulnerable groups. KEy Duties & Responsibilities Ensure Work Plan and all project activities incorporate and mainstream Gender and Inclusive Development strategies/considerations and build the capacity of project staff to do so. Lead development of and periodically update the Gender and Inclusive Development Analysis and Strategy, in coordination with the COP, DCOP, MELA Director, and other project leadership. Lead the finalization of research questions and indicators and contribute to the design of data collection and verification strategies that reflect the gender, disability, age, displacement, veteran status, and other conditions of the project implementation context. Coordinate with MELA and communications staff to monitor, measure, and report on the project’s inclusion work. Reviews activity designs and outputs to inform improved gender mainstreaming in activity implementation, and to assess Gender and Inclusive Development impacts as part of the project’s overall adaptive management approach. Develops appropriate tools, processes and strategies for use by technical teams in the development, implementation, and documentation of mainstreaming actions in the project’s technical assistance activities. Support the project team and grantees to identify opportunities to integrate Gender and Inclusive Development into tools, strategies, and processes used by the project and its partners to achieve improved labor force participation outcomes. Work with project grantees to develop and refine Gender and Inclusive Development plans detailing specific mechanisms for participation of women, LGBTQI+ individuals, PwDs, IDPs, refugees, demobilized veterans, youth, older workers, job seekers, and other marginalized groups in grants activities. Contribute to project reporting, work planning, communications, and MELA actions/tasks. Quarterly and annual reports must specifically include information regarding progress of activities and indicators relevant to Gender, Gender-Based Violence (GBV), and social inclusion. Develop communications materials to disseminate new resources, efforts to promote Gender and Inclusive Development, lessons learned, and success stories. Provide guidance to team on integrating principles of “Do No Harm” and into all aspects of program design and implementation. Qualifications A bachelor’s degree in a relevant field and at least eight (8) years of relevant experience in gender and social inclusion and/or gender mainstreaming; master’s degree preferred. Demonstrated experience leading and conducting Gender and Inclusive Development -related analyses, assessments, and/or research, and prior experience developing and implementing Gender and Inclusive Development strategies/plans in support of international development projects. Demonstrated experience developing Gender and Inclusive Development -related indicators and supporting monitoring and evaluation of Gender and Inclusive Development indicators. Experience working on donor-funded international development projects required; USAID experience preferred. Excellent interpersonal skills, including a track record of successful coordination and building effective working relationships with a wide range of stakeholders. Demonstrated analytical and problem-solving skills, plus an ability to work effectively in fast-paced, high-pressure, and high-stress environments. Excellent written and oral communication skills and demonstrated proficiency in written and spoken English and Ukrainian is required. Experience with trauma informed programming. Trauma informed is a strengths-based, survivor-centered approach that aims to increase trust, empowerment and a sense of safety for all. Additional preference for candidates that have specific experience putting into place trauma-informed approaches into interventions focused on job-seekers and employers. Demonstrated proficiency in use of Microsoft Office programs is required.
