We are currently looking for a specialist/position for the position of Funds Specialist.
Basic responsibilities:
- Assists the Director of Funds/Grants in project-initiated subcontracting and grant activities, ensuring adherence to Kimonics policies and procedures and funding guidelines. Ensures satisfactory and professional implementation of all contractual grant regulatory requirements.
- Ensures that activities and deliverables related to grants, subcontracts and projects are completed according to schedule, approved specifications and within allocated budget.
- Prepares grant agreements and amendments to them, explains the terms, conditions, roles and responsibilities in accordance with Kimonix policies and procedures and the rules and regulations of the British Foreign Office.
- Assists the Director/Funds Manager in establishing financial and administrative procedures for grants and project expenditure tracking, including appropriate reporting and authorisation.
- Conducts, where possible, pre-contract screening and financial analysis of potential partners to determine the managerial and technical capacity of applicants to administer grants and subcontracts. In particular, participate in the review of financial, accounting and administrative procedures for the control of funds and expenses, including appropriate reporting and authorization. This will include a detailed assessment of value for money (cost-effectiveness, efficiency, cost-effectiveness and equity) in accordance with the PFRU-2 value for money policy.
- Ensures effective communication between PFRU-2 staff and grantees and subcontractors, ensures that grantees are provided with appropriate technical advice and management assistance, including financial management, financial stability and advocacy.
- Monitors compliance with all agreements governing grants and projects and prepares the necessary reports.
- Ensures the highest level of honesty, openness and transparency in the management of grant processes and procedures.
- Ensures that grants and files related to projects are supported by the actfully and audit-ready at all times.
- Assists potential subcontractors and grantees with training, technical assistance, and commodity needs and establishes cost controls and reporting on the use of funds.
- Maintains close liaison with Director of Funds/Grants to provide the necessary assistance to technical staff on issues related to the improvement, data management and monitoring of the administrative system to track the activities and performance of the organizations receiving funding under the project.
- Ensures full compliance with UK Foreign Office regulations and Kimonics grant policy related to fair and open competition in the award of local grants, and manages bid placement.
- Ensures development of branding and marketing plans with subcontractors/grantees and compliance with environmental requirements of PFRU-2 communications policy and visibility policy. Ensures that grants and projects are closed on time.
- Provides support to clients in technical and financial reporting, including preparation of budgets and statements.
- Works with PFRU-2 Finance Group, grantees, British Foreign Office and Kimonix HQ for ongoing updating and reconciling project budgets with the overall program budget.
- Performs additional operational, technical and administrative tasks as requested by the Director of Funds/Grants or the Deputy Head of Operations.
Required skills and qualifications:
- Higher education in finance, accounting, economics, auditing, entrepreneurship, business administration or an equivalent field. Education in another field with relevant experience in finance/grants will also be accepted.
- Minimum two years of experience in fund management / finance / operations / procurement / grants with international donor projects. Experience working with the British Foreign Office as a donor preferred.
- Knowledge of the British Foreign Office and/or UK government reporting preferred.
- Demonstrated experience working with local organizations.
- Strong skills financial management, including analytical and decision-making skills.
- Demonstrated ability to work independently and as part of a team both in person and remotely.
- Strong orgorganizational and prioritization skills.
- Excellent verbal and written and communication skills.
- Demonstrated versatility and integrity.
- Proven experience in developing new organizational systems and tools, and proficiency in Microsoft Office is required.
- Ability to work professionally with colleagues, visitors and the public.
- Fluency in Ukrainian and English (both written and spoken).
Place of work:
This position involves full-time work in the office in Kyiv. Remote work may be permitted with management approval.

We are currently seeking the specialist to the position of Fund Officer.
Key Responsibilities:
- Assists the Fund/Grants Director with project-initiated subcontracting and grants activities, ensuringing compliance with Chemonics policies and procedures as well as the funds manual. Ensures that all contract-specified grants-related regulatory requirements are met in a satisfactory and professional manner.
- Ensures that activities and deliverables related to grants, subcontracts, and projects as applicable are achieved on schedule, in accordance with approved specifications and within the allocated budget.
- Prepares grant agreements and amendments, explains terms, conditions, roles, and responsibilities in compliance with Chemonics policies and procedures and FCDO rules and regulations.
- Assists Fund Director/Manager in the creation of financial and administrative procedures for grants and tracking project expenditures, including appropriate reporting and authorities.
- Conducts if applicable pre-award responsibility and financial review of potential partners to determine applicant management and technical capacity to administer grant and subcontract awards. In particular, participate in examining financial, accounting, and administrative procedures for control of funds and expenditures, including appropriate reporting and authorities. This will include a detailed value for money (economy, efficiency, cost-effectiveness and equity) assessment, in accordance with PFRU-2 value for money policies.
- Ensures effective liaison between PFRU-2 staff and grant recipients and sub-contractors, ensure that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability, and advocacy.
- Monitors compliance of all agreements governing the award of grants and projects and prepare necessary reports.
- Ensures the highest levels of honesty, integrity, openness and transparency in administering grants award processes and procedures.
- Ensures that grants and project-related files are maintained in a current and complete manner and are audit-ready at all times.
- Assists with training, technical assistance, and commodity needs of potential subcontractors and grantees and establish controls for expenditures and reporting on use of funds.
- Closely liaises with Fund/Grants Director to provide necessary assistance to technical staff on issues related to the refinement, data management, and monitoring of an administrative system to track the activities and performance of organizations who receive funding under the project.
- Ensures full compliance with FCDO regulations and Chemonics grant award policies related to fair and open competition in the award of local grants, and manage the issuance of solicitations for proposals.
- Ensures branding and marketing plans with subcontractors/grantees and environmental compliance is in accordance with PFRU-2 communication and visibility policies. Ensures that grants and projects are closed out within required time frames.
- Provides support to client technical and financial reporting, including preparing budgets and narratives.
- Works with PFRU-2 finance team, grantees, FCDO and Chemonics head office to continuously update and align project budgets with overall programme budget.
- Delivers additional operational, technical and administrative tasks, as requested by Fund/Grants Director or Deputy Team Leader of Operations.
Required Skills and Qualilfications:
- University degree in finance, accounting, economics, audit, entrepreneurship, business administration or equivalent field preferred. Education in other field with appropriate experience in finance / grants will also be accepted.
- Minimum of two years of experience in working in fund management / finance / operations / procurement / grants with international donor-funded projects. Experience working with FCDO as a donor is preferred.
