Specifics of the position (consulting services)
REQUIREMENTS:• At least 5 years of practical experience in financial management.
• Experience working with Ukrainian and international organizations, in accordance with the legislation of Ukraine and the legislation of other countries to ensure control over the targeted use of funds, is a significant advantage.
• Practical experience of budget analysis.
• Practical experience of checking the intended use of funds.
• Knowledge of accounting and management reporting systems is a plus.
• Strong planning and time management skills; willingness to work overtime; ability to work to tight deadlines.
• Relevant education (economics, finance, accounting, etc.).
• Ability to maintain effective communication with various departments of the Alliance and external contractors.
• Free English.
• Written and spoken Ukrainian language.
• High level of computer skills. Excellent knowledge of Excel is a must. Experience with 1C a plus.
SERVICES AND DUTIES:
1. Reporting to donors and communication (external reporting)
• Manage the preparation of all types of financial reports for Alliance donors, the Audit Commission of Auditors, other external users of Alliance financial reports.
• Verify that financial reporting to donors complies with donor guidelines/policies, established policies and procedures, and best practices;
• Participate in negotiations regarding funding agreements with donors.
• Maintain contact with donors, auditors, interested parties and Alliance divisions during the performance of financial reporting functions.
• Maintaining archives of financial reports and other relevant documentation.
• Work closely with auditors and accompany them, communicate with Alliance units during the annual audit.
2. Management of accounts (internal reporting)
• Supervision of the preparation of special financial reports for the top and middle management of the Alliance; ensuring the correct allocation of costs between various donors, projects.
• Work closely with other Alliance departments to track transactions and reconcile accounting and management records.
• Train and supervise personnel performing the above duties.
3. Budgeting, forecasting, budget control
• Assist the project team at the stage of preparing a new project budget and budget assumptions, developing a justificationv.
• Negotiate with donors and partners on behalf of the R&P team during applying for a grant.
• Participation in negotiations regarding financing agreements with donors .
• Assisting the project team in analyzing payments against the budget and providing recommendations regarding the redistribution of costs between projects.
• Assistance to the project team in the preparation of forecasts.< /span>
4. Miscellaneous
• Analyze all donor agreements and regulations and ensure common understanding and compliance donor reporting requirements (through monitoring, training and regular updating).
• Ensure accounting (in the 1C system) in accordance with donor reporting requirements.
• Perform other duties as needed.
• Travel abroad, if needed, sometimes, for a short time.

Job Specifications
REQUIREMENTS:

• Lead on the preparation of all types of financial reports for the Alliance Ukraine donor’s, Audit Committee of the trustees, other external users of Alliance Ukraine financial reports.
• Ensure that financial reports for donors are in accordance with donors’ guidelines/regulations, established rules and procedures, and the best practices;
• Participate in negotiation of funding agreements with donors.
• Liaise with donors, auditors, stakeholders, and units of Alliance Ukraine in the performance of financial reporting functions.
• Maintain archives of financial reports, and other related documentation.
• Close work with auditors and support them, communicate with Alliance Ukraine departments during the annual audit.
2. Management Accounts (Internal reporting)
• Oversee preparation of ad hoc financial reports for Alliance Ukraine senior and middle level management; ensuring proper costs allocation among different donors, projects.
• Work closelywith other Alliance Ukraine departments on tracking transactions and reconciliation of accounting and management records.
• Train and supervise staff dedicated to the above duties.
3. Budgeting, Forecasting, Budget Control
• Assists programme staff at the stage of new Project’s Budget and Budget assumptions preparation, costs justification development.
• Negotiate with donor and partners on behalf of R&P team during grant application process.
• Participate in negotiation of funding agreements with donors.
• Assist programme staff in analyzing the payments against budget and make recommendations on costs reallocation between projects.
• Assists programme staff in forecast preparation.
4. Miscellaneous
• Analyse all donor agreements and regulations and ensure organisation wide understanding and compliance with donors’ reporting requirements (through controls, training and regular updates).
• Ensure maintaining of statutory accounts (in 1C system) in accordance with donor reporting requirements.
• Undertake other duties as required.
• Travel overseas if required, sometimes at short notice.
