VACANCY:Financial manager/Accountant at the Agency for Regional Development of the Khmelnytskyi Region (with the support of the Swiss-Ukrainian project "Cohesion and Regional Development of Ukraine" », UCORD)

Background

The Agency for Regional Development of Khmelnytskyi Region (hereinafter referred to as the Agency) is a non-profit institution established for the purpose of effective implementation of state regional policy in Khmelnytskyi Region.

The agency, in cooperation with state authorities and local self-government bodies, universities and research organizations, the business environment, professional and public organizations, initiates, develops and implements regional and local development projects that improve the quality of life of residents of Khmelnytskyi and strengthen economic potential of the region.

During the next 30 months, the Agency will implement measures within the framework of the grant support received from the Swiss-Ukrainian project "Cohesion and regional development of Ukraine", UCORD (hereinafter referred to as the UCORD* project).

Responsibilities:

• independent and full record keeping assets, stocks, funds, calculations, equity and liabilities, income and expenses according to the form of accounting accepted by the Agency with the observance of uniform methodological principles of accounting and taking into account the peculiarities of the institution's activity and data processing technology;
• ensuring full and reliable display of the information contained in the primary documents accepted for accounting, on accounting accounts;
• in agreement with the director of the Agency, submission of documents to banking institutions for the transfer of funds in accordance with specified taxes and payments, and also for settlements with other creditors in accordance with contractual obligations;
• participation in conducting an inventory of assets and liabilities, drawing up materials related to shortages and compensation for losses from shortages, theft and damage to the Agency's assets, in checking the state of the Agency's accounting;
• preparation of data for their inclusion in financial reporting, compilation of its separate forms, as well as forms of other periodic reporting based on the Agency's accounting data;
• participation in the preparation of proposals for improving the internal policies and procedures of the Agency; 
• preparation of reports and documentation for grant projects implementedthe Agency;
• monitoring of compliance with budget lines and limits;
• calculation and calculation of wages for Agency employees;
• fulfillment of other tasks necessary for the work of the Agency.

Requirements for the candidate(s):

• complete higher education in the relevant field of training (accounting and auditing, or finance);< /li>
• at least 2 years of professional experience;
• knowledge of the organization and maintenance of accounting and financial reporting (budget funds, non-profit organization's own income, grant funds, etc.);
• experience as a financial manager or accountant in international projects will be considered an advantage;
• confident PC user - Word, Excel, PowerPoint, Outlook and other specialized accounting programs;
• possession internet banking systems and other non-cash payment systems,
• knowledge of the English language will be considered an advantage.

*The UCORD project focuses on the transformation of organizational structures of regional development agencies in 6 pilot regions of Ukraine (Khmelnytskyi, Sumy, Ternopil, Vinnytsia , Odesa and Volyn), as well as building their capacities in order to establish their role as leaders and facilitators of recovery, able to determine regional priorities and form partnerships for the development and implementation of projects that fully realize the potential of the regions.

The project is implemented with the support of Switzerland by NIRAS Sweden AB. The UCORD project is currently in its first phase, which began in December 2022 and will continue until November 2026. In total, the project is designed for three 4-year phases with a total duration of 12 years.

The goal of the UCORD project is to promote coordinated actions for recovery and coordinated regional development on the part of citizens, businesses and authorities, which in turn improves people's quality of life, strengthens the stability of society, peace and social cohesion in Ukraine.
