CORE works in partnership with local NGOs and local government to deliver aid in a quick, targeted and efficient manner.Purpose of the positionCORE UA Finance Manager will be a member of the senior management team and provide overall financial and accounting leadership to the current humanitarian response program and the projects implemented under it. The Finance Manager will directly report to the Country Director Ukraine with technical reporting to the Regional Finance Director in Poland office.Main responsibilities include:Financial planning and reporting for the organization and separate projects, according to the requests, budgets, and project specifications.Financial monitoring and control of the budget to be aligned with project specifications and legislationEnsure that appropriate financial regulations and controls are in place for CORE Ukraine and in use at all times.Monitor the effectiveness of the Ukraine office financial records and identify potential risk areas and discuss with Regional Finance Director for solutions.Ensure timely submission of accurate monthly, quarterly and on-demand reports and information to Poland office, as well as timely and complete preparation of annual donor and CORE financial reports in accordance with policies and guidelines.Ensure timely submission of accurate monthly, quarterly and on-demand reports and information to Poland office.Facilitate internal / external auditors during internal / external audits;Responsible for monthly closure of accounts in CORE Ukraine while working on proper schedules.Prepare draft budgets in line with donor guidelines and share for review.Represent Finance department in meetings and discuss the important actions points with the Regional Finance Director.Providing support/Information to Regional Finance Director in preparation of financial analyses and other management reporting.Drafting the staff allocation for all staff and ensuring allocations are provided to Regional Finance Director in Poland office.Review the eligible reclassifications proposed by program staff and ensure eligibility of reclassification in line with donor regulations and in line with CORE Financial policies.Responsible for the timely and complete preparation of monthly, quarterly, and annual donor and CORE financial reports in accordance with policies and guidelines.Maintain regular communications with all members of Ukraine staff and ensure that timely and complete financial information is provided.Oversee transfer and disbursement of funds to fulfil obligations incurred within the guidelines of CORE.Prepare a monthly request for funds, based on cash flow projections, to ensure the project has all necessary funds for operations.To review and analyze Ukraine Office’s compliance with all local laws. To ensure good record keeping of all financial data concluded by the Ukraine Office;Identify learning and training opportunities for Finance staff. Manage the performance of all staff in the finance work area through:Effective use of the performance management system including the establishment of clear, measurable objectives, on-going feedback, periodic reviews and unbiased evaluations;Coaching, mentoring and other developmental opportunities;Recognition and rewards for outstanding performance; andDocumentation of performance that is less than satisfactory, with appropriate performance improvements/workplans.Comply with CORE policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities, fraud and other relevant policies and procedures.Any other financial/administrative task as and when assigned.Job Requirements:Bachelor’s degree required, MA/MSc degree preferred related to Accounting and Finances.At least 3 years relevant experience in Accounting and Finance;Experience in working with international organizations or/and INGOs and collaboration with Ukrainian NGOs, familiarity with NGO finance and financial documentation; experience in and understanding of the non-profit sector;Experience with Sage or QuickBooks, would be a plus;Excellent knowledge of accounting regulations and procedures;Experience in reporting on project implementation;Extensive experience with accounting software;Experience with general ledger functions;Strong attention to detail and good analytical skillsAble to cope with stressful, delicate information and possibly unstable situations;Fluency in Ukrainian;Working knowledge of English (both verbal and written).HR partRemuneration Package: according to the interview results.
