< u>Purpose of the Position:

  • Financial Consultantwill ensure accounting, processing of sub-awards and suppliers; financial management systems (Agresso) and other financial support of the South Area Office (SAO) in Ukraine, in accordance with SCI financial policies and procedures and legal requirements.
  • He/she will assist in reporting to donors and local authorities and ensure compliance tax obligations of SCI, in accordance with the current legislation and regulatory acts of Ukraine.

  • Maintenance of the general ledger of bank accounts and cash and the electronic cash table (GLACOS).
  • Ensuring the preparation of monthly and annual reports to the local tax department, in accordance with the norms and requirements of current legislation.

  • Assisting the Finance Coordinator in tracking all balances on a monthly basis and at the end of each grant.
  • Continuously study, monitor and always stay abreast of changes and/or modifications in tax laws and inform the Coordinator of financial issues when such changes occur.
  • Contributes to the development of spending procedures, procurement and control procedures; conducts appropriate financial training on financial matters for "non-financial" staff.
  • Provides support for the financial management system (Agresso), including timely posting of all transactions and reconciliation of balances.
  • Supports the financial affairs coordinator in developing and adapting financial policies and procedures to maintain a well-controlled environment and division of responsibilities.
  • Supervises the reconciliation of bank accounts and cash in the Office. 
  • Ensures continuous availability of cash for South Area Office programs and operations.
  • Provides support during financial audits, including internal and external audits.
  • Conducts training for Partners regarding the financial management system.
  • Performs periodic monitoring visits of sub-grants.
  • Provides on-the-job training of new staff on Financial matters.
  • < strong>To be successful, you must have:

    • Bachelor's degree in finance or accounting.
    • Minimum 2 years relevant work experience in the field of finance, legal support, audit, etc.
    • Excellent interpersonal communication skills.
    • Excellent oral and written communication skills in English (mandatorykovo) and Ukrainian languages.
    • Excellent attention to detail, organizational skills and prudence in handling confidential information.
    • Experience with MS Excel, MS Word, Outlook.
    • Ability to work independently and proactively.
    • Proven ability to cope with a complex workload.
    • Knowledge or experience working in public organizations is desirable.

    Finance Officer

    SCI has been working in Ukraine since 2014. The Organization started its work in the territory of the Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine, and Mykolaiv is one of them.

    We work in the directions of education, child protection, overcoming child poverty, health care, and also we have advocacy activities related to the protection of children's rights.

    Main responsibilities:

    TheFinance Officer will provide accounting, Sub-Awards and Supplies processing, processing Agresso systems and other financial support to the South Area Office (SAO) in compliance with the SCI financial policies and procedures and in line with local law requirements. This person will assist in reporting to HQ, Donors and local authorities and ensuring that SCI tax obligations are fulfilled in accordance with the law and regulations of Ukraine.

    Key Areas of Accountability:

    •        Maintain complete books of accounts, as per Save the Children International SCI-Ukraine CO Finance Manual.

    •        Prepare Bank and cash General Ledger and Cash Offline Spreadsheet (GLACOS).

    •        Enter financial data in to trackers on a daily basis.

    •        Ensure that all payments are properly coded against awards and authorization matches Budget Holder as per SCI-Ukraine Scheme of Delegation.

    •        Assist Finance Coordinator (FC) to strengthen internal controls.

    •        Ensure appropriate segregation of duties is applied to all financial management tasks.

    •        On monthly basis follow-up prepayments and manage schedule on Financial Management system FMS.

    •        Ensure that monthly bank reconciliations for all bank accounts are prepared as per SC Ukraine policy.

    •        Assist FC in tracking all balance sheets on monthly basis and at the end of each award.

    •        Maintain Asset & liabilities monthly schedules & reconciliations & ensure that all balances are reconciled with Financial Management system (FMS).

    •        Ensure that daily financial matters are handled in a systematic, accurate and transparent manner.

    •        Monitor cash & bank flows on daily basis and maintain close coordination with financial institutions to ensure smooth cash flows. 

    •        Assist FC during Internal/external audits.

    •        Closely work with Field Office Awards Coordinator to fully understand financial & compliance aspects of donor funded portfolio and use Award Management System (AMS) to understand donor financial compliance requirements.

    •        Maintain working relationship with SCI-Ukraine partners and support Field Office & Country Office to with financial implementation of projects through partners.

    •        Escalate any noted financial risks / fraud activities directly to Field Manager and Country Finance Director.

    •        Assist FC with the submission of all Internal & external financial reports.

    •        Review e-mails on a daily basis, respond to queries from suppliers and colleagues in a timely and appropriate manner.

    Required:

    • Bachelor degree in Finance or Accounting.
    • Minimum 2 years’ relevant experience in finance, legal support, audit etc.
    • Excellent interpersonal skills.
    • Excellent verbal and written communication skills in English (required) and Ukrainian.
    • Computer literate (including working knowledge of Microsoft Office)
    • Excellent attention to detail, organisational skills and discretion with confidential information
    • Ability to work independently and proactively.
    • Proven ability to handle challenging work load.
    • Knowledge or experience of NGO work desirable.
    •  Work experience in the zone required.
    • Commitment to Save the Children values and Child Safeguarding.
