1. Background

Team4UA implements humanitarian and early recovery projects across Ukraine, ensuring timely, transparent, and compliant delivery of goods, works, and services in line with donor regulations and internal procurement policies. In the context of ongoing emergency response and infrastructure-related interventions — including construction, rehabilitation, and technical activities — Team4UA is strengthening its operational capacity to ensure efficient procurement, logistics coordination, compliance with donor regulations, and proper documentation for audit and accountability purposes.

2. Position Overview

Under the supervision of the Head of Finance, the Finance Manager is responsible for the efficient, compliant, and strategic financial management of the organization’s operations and programs. The role combines financial planning and analysis, donor compliance oversight, treasury management, audit coordination, and partnership financial monitoring. The Finance Manager supports informed decision-making by providing high-quality financial data, analysis, and internal control systems that ensure accountability and sustainability.

3. Key Responsibilities

A. Compliance & Internal Control

  • Ensure full compliance with Ukrainian financial and tax legislation and donor regulations.
  • Oversee accuracy and integrity of financial transactions recorded in the accounting system.
  • Strengthen and continuously improve internal control systems across organizational and partner-managed activities.
  • Ensure financial procedures are aligned with internal policies and grant conditions.

B. Financial Planning & Reporting

  • Lead the preparation, review, and quality assurance of project and organizational budgets.
  • Ensure strict budgetary control and proactive monitoring of variances.
  • Conduct regular financial briefings for relevant Managers and Budget Holders.
  • Ensure timely and high-quality donor financial reporting and internal reporting to senior management and the Board.
  • Collaborate closely with program teams on financial matters including variance analysis, co-funding strategies, and compliance.
  • Contribute financial expertise to proposal development, including budgeting for new grants.

C. Audit & Financial Closing

  • Oversee month-end closing procedures and balance sheet reconciliations.
  • Manage preparation of annual and project-specific financial statements.
  • Coordinate external audits and ensure timely follow-up on audit findings.
  • Ensure readiness for donor and statutory audits in collaboration with Compliance, Procurement, and Accountancy teams.

D. Treasury Management

  • Monitor cash flow and oversee financial resource management.
  • Ensure expenditures and payments are properly authorized, processed, and documented.
  • Review and consolidate cash forecasts from Budget Holders.
  • Ensure sound financial planning to maintain liquidity and operational continuity.

E. Partnership Financial Oversight

  • Establish and implement a partnership financial monitoring plan.
  • Conduct financial assessments and monitoring of partners to ensure compliance and accountability.
  • Collaborate with program and partnership teams to implement corrective action plans.
  • Provide financial capacity-building support to partners.

F. Staff & Stakeholder Management

  • Support development of staff competencies within the finance function.
  • Foster cross-departmental collaboration on financial matters.
  • Represent the organization in financial matters with donors, authorities, and governance bodies, as required.

4. Qualifications and Experience

Education: University degree in Finance, Accounting, Business Administration, or related field.

Experience:

  • Minimum 5 years of relevant experience in a senior financial management role.
    Proven experience managing large-scale budgets.

  • At least 3 years of people management experience.

  • Experience in humanitarian, development, or NGO sector is strongly preferred.

  • Experience working with international donors (e.g., ECHO, UNHCR, OCHA) and familiarity with their financial guidelines.

Skills and Competencies:

  • Strong knowledge of financial management, budgeting, and reporting systems.
  • High-level analytical and strategic financial planning skills.
  • Strong internal control and compliance orientation.
  • Experience coordinating external audits.
  • Advanced proficiency in Microsoft Excel.
  • Experience workingwith financial IT systems.
  • Strong leadership and stakeholder management skills.

Languages: 

Ukrainian: fluent.
English: full professional proficiency required.

5. Supervision and Reporting

The Finance Manager reports to the Head of Finance and works in close coordination with Program Managers, Procurement, Compliance, Accountancy, and senior leadership to ensure compliant, strategic, and sustainable financial management.

6. Duration and Duty Station

Duration: 12 months (with possibility of extension subject to funding).
Duty Station: Kyiv or Lviv, Ukraine

7. Reservation:
In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment). Reservation is processed in line with national regulations and internal procedures.

У межах поточних гуманітарних та інфраструктурних проєктів (включаючи реконструкцію, будівельні та технічні роботи) організація посилює операційну спроможність у сфері закупівель та логістики для забезпечення ефективності, відповідності вимогам донорів та належної підзвітності.

2. Опис посади

Під керівництвом Керівника фінансового відділу Заступник керівника фінансового відділу відповідатиме за ефективне, комплаєнс-орієнтоване та стратегічне управління фінансами організації. Посада пcombines financial planning and analysis, control of compliance with donor requirements, treasury management, coordination of audits and financial monitoring of partners. The deputy head of the financial department provides leadership with high-quality financial analytics for making informed management decisions and supports the stability of the organization.

3. Basic requirements

A. Compliance and internal control

  • Ensuring full compliance of financial activities with the requirements of Ukrainian legislation and donor regulations.

  • Control of the correctness and reliability of the display of financial transactions in the accounting system.

  • Strengthening and improvement of internal control systems within the organization's activities and partner projects.

  • Ensuring compliance of financial procedures with internal policies and conditions grant agreements.

B. Financial planning and reporting

  • Coordination of development, verification and quality assurance of project budgets and the organization as a whole.
  • Ensuring effective budget control and timely response to deviations.
  • Conducting regular financial briefings for managers and those responsible for budgets.
  • Ensuring timely and high-quality preparation financial reports for donors and internal reports for management and the Supervisory Board.
  • Collaboration with program teams on financial analysis, co-financing and reporting requirements.
  • Participation in the preparation of new project proposals, in particular the formation of budgets.

V. Audit and financial closing

  • Organization and control of monthly financial closing procedures, including reconciliation of accounts.
  • Preparation of annual and project financial statements.
  • Coordination of external audits and ensuring timely implementation of auditors' recommendations.
  • Ensuring readiness for donor and statutory audits in cooperation with the relevant departments.

G. Management of cash flows and financial resources

  • Control of cash flows and financial resources of the organization.
  • Ensuring the correctness of the reconciliation, processing and documentation of payments.
  • Consolidation of forecasts of the movement of funds from those responsible for budgets.
  • Maintaining financial stability and liquidity of the organization.

D. Financial monitoring of partners

  • Development and implementation of a plan for financial monitoring of partners.
  • Conducting financial assessments and audits of partners to ensure compliance and accountability
  • Cooperation with program teams on the implementation of corrective measures.
  • Providing support and strengthening the financial capacity of partners.

E. Personnel management and interaction with stakeholders

  • Promoting the development of the financial team's competencies.
  • Ensuring interdepartmental cooperation on financial matters.
  • Representing the organization in financial matters before donors, authorities and governing bodies as necessary.

4. Qualifications and experience

Education: University degree in finance, accounting, business administration or related fields.

Experience:

  • Minimum of 5 years of experience in a senior position in financial management.
  • Experience of managing large budgets.
  • At least 3 years of team management experience.
  • Experience of working in the humanitarian or development sector is advantage.
  • Experience of cooperation with international donors (ECHO, UNHCR, OCHA, etc.) and knowledge of their financial requirements.

5. Supervision and Reporting

The Finance Manager reports to the Head of Finance and works closely with program managers, procurement, compliance, accounting and management to ensure strategic and responsible financial management.

6. Duration and place of work

Duration: 12 months (with the possibility of extension if funding is available). Place of work: Lviv or Kyiv.

7. Reservation:
According to the legislation of the Ukregion and provided the organization meets the criteria, the position may be subject to employee reservation. The booking procedure is carried out in accordance with the current regulatory requirements and internal procedures of the organization.
