Essential Tasks:
Improved accountability, transparency & governance
- Knowledge of different financial reporting frameworks applicable to projects and institutional reporting. Use such knowledge to support and guide the NS in financial statement preparation.
- Support the URCS in coordinating external audits following the International Standards on Auditing (ISA)
- Support in review and dissemination (training) of policies and procedures throughout NS including those on Fraud and Corruption, Grants Manual & the Finance & Accounting manual.
- Support the CAE in the development of an internal audit manual
- Together with FD delegate, provide trainings on fraud and corruption, internal audit, audit preparation
- Track and monitor the implementation of activities under Outcome 2 in the FD PoA on a monthly basis.
- Assist URCS Compliance, Risk and Internal Audit departments with legal and regulatory requirements compliance, as well as compliance with organizational policies and procedures.
- Communicate openly about successes, challenges, and areas for improvement.
Improve efficiency and effectiveness of the Finance function
- Support in review and dissemination (training) the Finance & Accounting manual.
- Support the URCS Finance Director and FD delegate in implementing an efficient Finance structure that meets URCS operational, reporting, and compliance goals.
- Together with Finance Director and FD Delegate, conduct specialized trainings for finance staff on accounting, treasury, budgeting and grants & compliance based on the needs.
- Track, monitor and report on activities in the plan of action
Improve efficiency and effectiveness of Internal Control processes
- Compile, map, and analyze processes within the Finance Department on an ‘As Is’ basis.
- Evaluate inherent and control risk on an as is basis whilereviewing internal control coverages at a process level.
- Design new processes, internal controls while focusing on efficiencies and operation, reporting and compliance objectives.
- Evaluate the internal controls and provide recommendations on improving different components in the Finance Department.
- Track, monitor and report on activities under the plan of action
Increased efficiency, reliability and relevance of financial reporting
- Focus on assisting URCS in terms of improving financial reporting (internal and external) insofar that efficiency, effectiveness and relevance increases.
- Introduce capabilities in URCS accounting software to ensure automated, customizable, transparent and reliable financial reports are produced
- Track, monitor and report on activities under the plan of action
Requirements
Education:
Accounting degree or Certified Public accountant, Chartered Accountant or ACCA (CPA, ACCA)
Experience:
- 3-5 years’ experience in a Big Four audit firm is desired
- Knowledge of Internal Control and Risk Management Frameworks, as well as accounting standards (UAS, IAS and IFRS)
- Minimum of 3-5 years’ experience of coaching, facilitating, managing and/or supporting staff in financial management and or audit field.
- Proficient with Microsoft Visio and Excel
- Basic Knowledge of ERP systems and their respective deployment will be an added advantage
- Project management skills (problem-solving, team management, scheduling, communication).
English language proficiency at B1, B2 level.

Improving accountability, transparency and management in the TCHHU
Supporting financial reporting
- Knowledge of various financial reporting standards applicable to projects and institutional reporting. Use this knowledge to support and provide advice to the TCHU on the preparation of financial statements.
- Assist the TCHU in coordinating external audits in accordance with International Standards on Auditing (ISA).
- Support in review and dissemination (training ) policies and procedures across the TCU, including the Fraud and Corruption Policy, the Grants Manual and the Finance and Accounting Manual.
- Assisting the Chief Auditor (CAE) in the development of the Internal Audit Manual.
- Together with the delegate of the finance department, conduct training on issues of fraud and corruption, internal audit, preparation for audit.
- Monthly monitoring of the implementation of measures according to Direction 2 of the action plan of the finance department.
- Assistance TCHU's compliance, risk management and internal audit departments regarding compliance with legal and regulatory requirements, as well as organizational policies and procedures.

Requirements:
- It is desirable to have 3-5 years of work experience in a Big Four audit company
- Knowledge of internal control and risk management methodologies, as well as accounting standards (NP(S)BO, IFRS)< /li>
- Minimum 3-5 years of experience training, facilitating, managing and/or supporting staff in financial management and/or auditing
- Proficient user of Microsoft Visio and Excel
- Basic knowledge of ERP systems and their implementation will be an additional advantage
