The Vice Presidency for Corporate Support (COSVP) integrates Budget and Business Administration, HR, Communication, and Information & Technology functions under one umbrella to enable execution of IFC's management and operational needs in the best way. Within COSVP, Budget and Business Administration department (CBA) plays a pivotal role in allocating IFC scarce resources and aligning them to IFC 3.0 strategy by leveraging budget as a management tool to mainstream the corporate strategy, creating profitability and efficiency metrics, improving the scorecard, and overseeing procurement and facilities administration.
CBAEC is a unit within the CBA department supporting operational units in the EUR region.
Scope of the job: Finance Consultant (STC) will be responsible for providing finance support for the IFC Kyiv office on the ground in Ukraine on a variety of issues including but not limited to facilitation of local payments processing through Kyiv Imprest bank accounts, facilitation of local VAT reimbursement, assistance to Advisory & Upstream projects in Ukraine, physical inventory of office assets, as needed back up to Finance Analyst supporting Ukraine.
Duties and responsibilities:
- Country Office Accounting, and Finance& Budget Activities
- In collaboration and with a guidance from the CBA team based in Vienna, IFC Ukraine Country Office (CO) provides financial support to operational staff including ACS on the ground in Ukraine.
- Provide local support for VAT reimbursement process including collection of supporting documents (hard copies) and follow up with local vendors regarding collection of VAT forms, preparation of monthly register and VAT refund claim form to be submitted to tax authorities in Kyiv. Close coordination with local tax authorities regarding new aspects and requirements of the local tax legislation to ensure compliance by IFC CO.
- Provide assistance to CBA team in supporting regional Advisory and Upstream projects, including support to TTLs in project budgeting, cost analysis, reporting.
- Provide back up support to Finance Analyst, processing of local bank payments, maintaining payment registry, assist in physical inventory reconciliation, etc. as required.
- The job holder could have other accountabilities consistent with the job level and the generic resource management accountabilities as required.
Selection Criteria & Competencies:
- Degree in Accounting, Finance, Business or Economics with at least 4 years of working experience.
- Sound knowledge and understanding of accounting theory, concepts and principles, financial accounting reporting, and cost allocations.
- Planning and budgeting skills proven by experience: able to produce standard activity and unit-level reports and budgets using inputs from senior staff or operational management, and to provide basic analysis of budget information.
- Basic knowledge of WBG operational portals and key IFC business processes.
- Problem solving, analytical skills.
- Diligence and attention to details.
- Ability to analyze and synthesize information, interpret data, retrieve information and clearly and concisely communicate results. Good data mining skills with working knowledge of Microsoft Package. Advanced Excel.
- Previous experience in ERP applications (SAP) is a significant advantage.
- Effective communication skills with the ability to prepare, present and discuss findings in written or oral form.
- Ability to manage multiple, concurrent tasks with tight deadlines.
- Excellent interpersonal, teamwork and communication skills.
