The Finance and Information Systems Manager provides strategic and operational leadership in the area of financial management and IT coordination for the Eastern Regional Office (Dnipro) and field offices in Kharkiv and Sumy. This role provides robust financial planning, forecasting and budget analysis for both SCI-led and partner-led projects while ensuring full compliance with SCI and donor requirements.

Essential Responsibilities:

  • Ensuring the availability and continuous application of appropriate financial rules and controls for the regional office;
  • Monitoring the effectiveness of regional office financial documentation, identifying potential areas of risk and recommending solutions;
  • Ensuring timely submission of accurate monthly, quarterly and on-demand reports and information to the regional office;
  • Assist internal/external auditors during internal/external audits;
  • Responsible for the monthly closing of accounts in the regional office in accordance with proper schedules.
  • Preparation of budget proposals in line with donor recommendations, ensuring achievement of the non-thematic indicator.
  • Preparation of funds redistribution with program staff, if necessary.
  • Representing the finance department at BvA meetings, ensuring follow-up BvA.
  • Providing support to the CFO in the preparation of the master budget and forecasting processes.
  • Providing support to the CFO regardingfunding gap analysis and other management reporting.
  • Develop staffing plans for all staff and ensure these plans are provided to the finance manager in the country office for reconciliation of balance sheet accounts.
  • Review of staff proposed program reclassifications for compliance with donor requirements and financial policy SCI.
    Responsible for timely and complete preparation of donor and SCI monthly, quarterly and annual financial reports in accordance with Save the Children policies and guidelines.
  • Maintain regular communication with all members of the country office and ensure timely and complete financial support.
  • Control on the transfer and distribution of funds to meet the commitments undertaken in accordance with the recommendations of Save the Children and donors.
  • Development of budget monitoring and analysis procedures that allow accurate forecasting of expenditures and comparison of actual and planned expenditures.
  • Preparation of monthly request for funds based on cash flow forecasts to ensure that the project has all the necessary funds for activities.
  • Training and advising budget managers on the financial aspects of grant management.
  • Assisting the national manager in ensuring compliance with the Delegation Scheme.
  • Check and analyze compliance Regional office of all local laws. Ensure proper accounting of all financial data received by the Regional Office;
  • Manage financial forecasting and budget analysis for direct implementation and partner-managed projects.

Information Technology:

  • Lead IT functions with an emphasis on ensuring reliable connectivity and bandwidth capabilities.
  • Program support with innovative IT solutions.
  • Control of IT operations in offices in Dnipro, Kharkiv and Sumy, ensuring reliable connectivity, data security and effective technical support.
  • Monitoring and optimization of current IT-related costs.

Capacity development:

  • Identify training opportunities and trainings for personnel. Manage the performance of all employees in
    finance and IT
  • Develop the financial management capacity of partner finance staff, ensuring compliance with SCI financial and security standards.
  • Effective use of the performance management system, including setting clear, measurable goals, continuous feedback, periodic reviews and impartial evaluations;
  • Coaching, mentoring and other opportunities development;
  • Recognition and rewardfor outstanding results;
  • Documentation of unsatisfactory results with appropriate improvement/work plans

General:

  • Adhere to Save the Children's child protection policies and practices, code of conduct, health and safety, equal opportunities, fraud and other relevant policies and procedures.
  • Ensure safety, health and wellbeing staff, and that HR and other processes, policies and systems reflect Save the Children's principles of equality and fairness.

To be successful, you need to have:

Requirements:

  • Master of Business Administration (MBA) partially qualified by ACCA/ACMA with 7 years post qualification experience.
  • 2 years of post-qualification experience in volatile countries.
  • Experience and well-developed skills in personnel management, leadership and capacity building.
  • Proven experience in supporting senior management teams and providing strategic support across sectors and/or regions.
  • Knowledge of major donor contingency requirements and experience in budgeting and reporting to donors.
  • Attention to detail and analytical skills.
  • Basic understanding of IT systems management and digital practices security.
  • Computer proficiency (eg WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
  • Cultural awareness and ability to quickly build relationships with a wide range of people.
  • Patient, adaptable, flexible, able to improvise and remain responsive, and communicate clearly and effectively under pressure.
  • Excellent planning, management and coordination skills, and the ability to organize a workload consisting of diverse and changing tasks and responsibilities.
  • Excellent communication skills (written and oral) and interpersonal English language skills, as well as experience managing multicultural teams.

Desirable:

  • Experience with financial systems, e.g. Agresso, Sun.
  • Significant experience working with non-governmental organizations in international emergency situations.
  • Fluency in English.
