Expert on Social Services/ Expert on social services in ZEST Autsorsing

We are holding a competition for the position of "Expert in social services" to the team of the Coordinating Center for the Development of Family Education and Child Care. 

The coordination center is a consulting body of the Cabinet of Ministers of Ukraine, whose task is to coordinate the efforts of the government, international and public organizations for the development of the child care system based on global and European practices, which will meet the urgent needs of Ukraine and the long-term goals of joining the of the European Union. Main Responsibilities:

• Conduct a review of current social protection and social services programs, identify areas for improvement, and provide recommendations for policy changes. p>

• Together with other partners and stakeholders, develop comprehensive recommendations for updating the integrated system of social services at the regional level, in accordance with national policies and priorities.

• < p>Provide expertise in the process of digitization of the social sphere.

• Support capacity development initiatives to increase the competence of specialists and institutions involved in the provision of social services, including training programs and knowledge exchange events.

• Create a map of social protection schemes and social services operating at the national and regional levels. 

• Develop and implement practices for improving social services.

• Create a map of key players in the field of social protection, including non-state and public organizations.

• Analyze the system of providing social assistance and social services.

• Develop an effective road map to overcome identified obstacles, identify specific steps and strategies to improve inclusiveness, efficiency, effectiveness and coordination of social protection and social services.

• Provide support to the Coordination Center in the implementation of the roadmap, monitor progress and provide recommendations for adjustments as necessary .

• To promote collaboration and knowledge sharing between relevant stakeholders in the social services sector, promoting interagency coordination and partnership to improve service delivery and integrated support for vulnerable populations.

• Contribute to the dissemination of best practices, achievements and innovative approaches in the provision of social services.

• Regularly report on project activities, progress and results.

Requirements for candidates:

• Higher education in social sciences and related fields.

• Work experience of over 5 years in the field of social protection, in particular social services.

• Deep understanding of policies and programs of social services in Ukraine. 

• Experience in conducting research. Proven experience in preparing high-quality program documents with clear actions, including operational reviews.

• English — Advanced level.

• Fluency in the Ukrainian language.

• Excellent analytical skills, the ability to analyze diverse and complex information from various sources in order to formulate analytical conclusions for making informed decisions.

• Ability to work under tight deadlines.

• Strong communication and networking skills, including the ability to work in multidisciplinary teams and establish and maintain close working relationships with various partners and contractors at various levels.

• Good PC skills, including experience with various software applications.
