Humanitarian Platform The NGO in Ukraine was founded in February 2023. It currently accepts applications for membership from local, national and international non-governmental organizations that are actively involved in humanitarian response in Ukraine. The platform aims to support and facilitate the work of its members in order to effectively and efficiently respond to the humanitarian needs of people affected by the conflict. This is done through advocacy, coordination, information exchange, representation and interaction with external stakeholders.

The three strategic areas of activity of the NGO Platform include: advocacy, localization and coordination at the national and sub-national levels. The Secretariat currently consists of a Director, a Deputy Director, a Policy and Advocacy Advisor, and a Communications and Administration Specialist, and is supported by a Steering Committee comprised of five NGOs, including the host organization of the NGO Platform, Save the Children. Currently, the NGO Platform has more than 130 members.

Purpose of the position:

The NBD Coordinator will work with the Director of Resource Mobilization and Development of New Activities to expand funding and partnerships in Ukraine with the aim provision of resources for the Country Strategic Plan 2025–2027. As part of this work, he/she will collaborate with relevant teams to develop high-quality concept notes and project proposals for timely submission in accordance with donor requirements and expectations.

In addition, the New Business Development Expert will contribute to knowledge management and learning processes in the field of new business development. This position involves working closely with Technical Advisors, MEAL teams, Operations, Partnerships, Finance and other functional units within specific opportunities during the work period. 

PDQ, including MEAL teams, Operations (to obtain input from field teams, logistics needs, cost estimates, etc.), Security, Grants Management, Finance, and other divisions.
  • Prepare project proposal development schedules and monitor adherence to deadlines, ensuring and facilitating timely and quality coordination between PDQ, Program Operations, Finance, Partnerships, and other teams.
  • Support non-technical training sections of project proposals, such as a description of organizationalcapacity, country context and program expertise, drawing on the expertise of technical specialists, MEAL teams, operations, finance, HR and security.
  • Work closely with finance teams, technical advisors, program operations and regional offices, and other relevant staff to develop project proposal budgets.
  • Coordinate interactions with relevant staff and promptly and accurately provide additional information on project proposals and reports at the request of donors, organizations or national members of Save the Children, and make necessary changes according to the feedback received.
  • Funding planning and preparation of opportunities (30%)

    • Contribute to the search and tracking of donor information on potential new funding opportunities or partnerships, including long-term multi-year funding opportunities. Disseminate information on new funding opportunities from bilateral, multilateral and other institutional donors.
    • Work with the PDQ Director and the Director of New Business Development and Resource Mobilization to ensure the preparation of presentation materials: capacity statements, one-page materials, position papers, briefings, PowerPoint presentations, concept notes for engagement with donors.
    • Support the Director of New Business Development and Mobilization resources in strengthening the country office's capacity for long-term fundraising planning for major future opportunities.

    Training and knowledge management (10%)

    • Support the country office in maintaining an accessible platform for information, knowledge sharing and training (UKR SharePoint, AMS, etc.) on data related to the development of new areas of activity.
    • Ensure the availability of relevant staff with all relevant donor resources, templates and tools and Save the Children International, as well as a clear understanding of donor requirements.
    • Maintain effective knowledge management systems for internal country office communication and continuous learning.
    • Organize After Action Review for individual opportunities to generate lessons for process improvement and quality improvement.

    Education

    • Bachelor's degree in international development, international relations or related field (minimum requirement).

    Qualifications

    • Fluency in English – written and spoken.
    • Experience in one or more priority sectors (education, food security and livelihoods, child protection, mental health and psychosocial support, housing, WASH, child rights management) in an NGO environment or similar organizations in the context of development and/or emergency situations.

    Experience (required)

    • Proven experience (minimum 2 years) coordinating and supporting the development of large project proposals for institutional donors, multilateral agencies, corporate donors and/or foundations.
    • Proven ability to solve complex issues through critical thinking, analysis, defining a clear plan of action and securing support from stakeholders.
    • High level of attention to detail and ability to coordinate key tasks (e.g. development of project proposals) to timely completion under significant pressure.
    • Developed networking skills and ability to build productive working relationships with a wide range of colleagues and stakeholders (including internal program teams, technical specialists, grants management, compliance, finance and program operations teams).
    • Good organizational skills, including time management, ability to meet deadlines and work under pressure.
    • Proven ability to build and maintain close and constructive working relationships with colleagues, management and employees to identify and meet knowledge needs.
    • High level of flexibility and adaptability in response to changing needs; willingness to change work approaches and schedule in case of major emergency situations, including the possibility of urgent and long business trips.
    • Ability to work in a multicultural environment.
    • Fluent command of English and Ukrainian languages.

    Experience (preferred)

    • Master’s degree in international development, international relations or related field industry.
    • Good knowledge of the donor environment in the field of development and humanitarian response in Ukraine, as well as donor expectations.
    • Good understanding of the landscape of partner implementing organizations and government structures in Ukraine.
    • Experience in developing and working with project budgets.
