Expert of the technical support group of developers of the Diia.Engine Competence Center in Fond Shidna Evropa

The Eastern Europe Foundation within the framework of the USAID / UK Dev Project "Support for Digital Transformation" announces a competition for the position of an expert in the technical support group for developers of the Diia.Engine Competence Center.

The team of the Competence Center is the keeper of the technical aspects of the solution and the component base, quickly and efficiently supports the registries on Diia.Engine and the developer community, which ensures transparency , availability and efficiency of government services for citizens. The team is already taking over the experience and knowledge of the product developer. In addition, it ensures the effective use and development of the Platform: educates, certifies, consults developers and administrators of registries, CSOs, the wider community, and also facilitates the transfer of knowledge between them. The center provides a basis for the work of digitization and digital transformation teams, improving the quality of digital services and registers, improving the knowledge and skills of administrators from state structures, reducing corruption risks.

Duration of involvement: until the end of 2024 with a possible extension.

Main tasks and responsibilities:

• Provide support for L2 level registry development teams, the solution of which requires perfect knowledge of technology and solutions , used on the Platform and experience working with it.
• Assist learning teams, particularly when creating the first registry.
• Advise the Central Committee of the Russian Federation — help them formulate tasks for the development, reengineering of registers and requirements for them.
• Help the Central Committee to implement the developed registers.
• Contribute to the transfer of knowledge from the Platform developer — to form an appropriate knowledge base, accumulate and aggregate experience in its use.
• Direct the development of the Platform - based on own and team experience regarding the developed registries, prioritize goals and improve its work, keep lists of necessary improvements to expand functionality and first-priority correction of identified inconveniences and inconsistencies.
• Advise registry development teams — help them find optimal ways to solve applied problems when building registries, give advice on reengineering.
• Help administrators configure and operate registries.
• Prepare presentational, analytical and methodical materials.
• Organize and hold meetings,meetings with stakeholders.
• Teach registry developers and administrators — update methods and plans, complex tasks for individual verification.

Desired skills and work experience:

• higher education;
• at least three years of experience in information technology;
• experience in project development, launch and support of different levels of complexity;
• 3 years of DBMS administration, systems and/or development experience;
• proficiency in English is intermediate or higher;
• experience in analytical research.
