The international charitable organization "Eastern Europe Foundation" within the framework of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for an expert (-s) in building the processes of the program and the Monitoring, evaluation and training system.

The EGAP program, implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, is aimed at the use of digital technologies to improve the quality of governance, improve the interaction of government, business and citizens and promote social innovation in Ukraine.

Purpose of involvement

Involve an expert for designing, implementing and documenting:

  • operational and program processes (planning, execution, coordination, reporting);
  • integrated MEL (Monitoring, Evaluation & Learning) system, which provides measurability of results, decision-making based on data and a culture of continuous improvement.

Scope of work and tasks:

Diagnosis and design

  • Conduct an audit of current processes (operational, programmatic, reporting) and data collection practices.
  • Analyze a map of stakeholders and donor requirements (indicators, reporting format / frequency, compliance politicians).
  • Analyze the Theory of Change and logical-structural matrix (Logframe): goals, results, assumptions, risks.

Operational and program processes

  • Design the workflow for key areas: planning, selection of participants / partners, implementation of activities, quality control, risk management, communications, reporting.
  • Describe roles and responsibilities (RACI), decision points, escalations.
  • Develop SOPs (standardized procedures) for repetitive operations.
  • Set up digital tools.

Monitoring and data collection

  • Set up registries / databases (structure, controls, access, backup).
  • Develop dashboards for management (progress, risks, KPIs, gender/geographic breakdown as needed).

Evaluation

  • Design an approach to evaluation: express evaluation, outcomes harvesting / case studies.
  • Determine methodologies (quantitative / qualitative), sampling, tools, ethical requirements.

Learning and adaptation

    Formulate a learning plan (key issues of learning and experimentation).
  • Establish a rhythm of reviews: monthly / quarterly sessions with data analysis, analysis of actions taken, retrospectives.
  • Recommendations for adapting the program based on data and conclusions.

Expected results

  1. Program process map (in particular, MEL?processes) + visual diagrams / flow charts.
  2. RACI?matrix for operational and MEL?roles.
  3. Set SOPs (operational + MEL: data collection, QA, file management, updating dashboards, preparing reports).
  4. Data collection tools (questionnaires, guides, register / database templates).
  5. Dashboard(s) with at least 10-15 key performance indicators (KPIs), filterable.
  6. Diagnostic report and recommendations on automation / digitalization of processes.
  7. Team training plan + conducted trainings / workshops (materials, records, instructions).

Expert requirements

  • 3-5+ years of experience building operational processes and MEL/M&E in programs and projects.
  • Experience with tools: Excel / Google Sheets, Power BI / Looker Studio / Tableau, survey tools, task management, knowledge of BPMN.
  • Developed facilitation and training skills, systematic thinking, attention to detail.
  • Adherence to the principles of ethics and data protection.
