Your missions in a few wordsIntegrated within the team of the First Deputy Minister of Agriculture, the ETI will monitor and advise the Ukrainian government in defining its strategy in implementing the reforms necessary for the resumption of the Community acquis in the agricultural and agri-food sector, in particular in the sectors of food safety and veterinary and phytosanitary policy. Main Tasks and Expected Results Support the definition and, where appropriate, the implementation of the strategy adoption of the Community acquis in the agricultural field, with particular attention paid to the areas covered by Chapter 12 “food safety, veterinary and phytosanitary policy” (hygiene package, food safety, animal welfare, quality seeds, control of harmful organisms, regulations on phytosanitary products and veterinary medicines, control plans, etc.) in particular with regard to: the organization of veterinary and phytosanitary controls the registration of veterinary medical products, control production processes, assessment of the level of implementation of GMP, production for export and sale; planning and implementation of state control measures in matters of food safety, animal health and welfare; laboratory controls training of specialists involved in the maintenance, transport and slaughter of animals the organization of procedures for the detection and control of salmonella and other zoonotic pathogens in Ukraine. support the process of aligning the sector's legislation with the Community acquis; advise the Ukrainian ministry in the design of a work program allowing legislative and regulatory adaptation, and the training of personnel in charge of their implementation at national level; contribute to the dialogue with the European Commission as part of the process of resuming the community acquis; In conjunction with the agricultural affairs advisor stationed at the French embassy in Kiev and the services of the MASA, contribute where appropriate to strengthening bilateral dialogue in the field of agricultural and food policies (including beyond veterinary and phytosanitary policies, depending on the needs expressed by the Ukrainian side), by requesting, if necessary, the complementary thematic expertise through the organization of meetings/seminars.Required profileQualificationsMaster (Bac+5) in agronomic or veterinary sciences.Solid knowledge of French and European policies on food safety, animal and plant health, animal welfare being animal, health risk management, food labeling, etc. Knowledge of the Common Agricultural Policy and rural development. Good knowledge of the French institutional ecosystem and the different ministries involved (MASA, MTE, MEFSIN, MEAE, etc.) and European (DG Health, DG Agri, DG Environment). Good knowledge of French agricultural sectors. Knowledge of the context of agriculture in Ukraine. Knowledge of project management. Mastery of English (CEFR C1 level) as main working language, fluency in Ukrainian would be appreciated. Professional Experience Solid experience (5 to 7 years minimum) related to European regulations in the field of food safety, veterinary and phytosanitary policy. Desirable experience within European public administrations operating in the sector. International experience. Experience in strategy and change support would be appreciated.
