COUNTRY:  Ukraine 

REPORTS TO:   EORE Supervisor 

LOCATION:  Kharkiv 

 

GENERAL MISSION 

Explosive Ordnance Risk Education Agent will cover the response dedicated to Armed Violence Reduction and Humanitarian Mine Action. HI intends to implement Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) at transit and collective centers for displaced and potential returnees, affected communities and NAA. In addition, HI provides Explosive Ordnance and CPP Safety Briefings for humanitarian actors, including first responders and volunteers. EORE refers to activities that seek to reduce the risk of injury from EO by raising awareness of women, girls, boys and men in accordance with their different vulnerabilities, roles and needs, and promoting behavioral change.  

Core activities include public information dissemination of safe behaviour, education and training.  

MISSIONS / RESPONSIBILITIES 

Mission 1. Laising with external stakeholders

  1. Support the EORE Project Supervisor and Team Leader to collect contact details of local authorities, leaders and other parties in their area of operations 

  2. Supports the Team Leader to make contact with relevant individuals, organizations and networks to organize EORE/CPP sessions 

  3. Suggests potential networks, groups and individuals to be trained as community focal points, as well as humanitarian actors, NGOs and first responder groups to receive EORE/CPP 

Mission 2. Dissemination of EORE and CPP messages: 

  1. Supports the EORE Team Leader to organize EORE and CPP sessions, including in-person and online sessions and training of trainers 

  2. Delivers tailored EORE/CPP sessions to at-risk groups to motivate safer behavior towards the threat of EO and armed attacks 

  3. Adapts delivery of sessions according to the needs of the target population 

  4. Contributes to the development of EORE and CPP materials 

  5. Adheres to HI SOPs 

Mission 3. Monitoring and Evaluation 

  1. Conducts pre and post tests according to SOPs 

  2. Collects and archives data on EORE/CPP sessions using correct tools (e.g. SurveyCTO, headcount worksheets) 

  3. Provides recommendations to improve EORE/CPP activities under area of responsibility, and channels feedback from beneficiaries to the Team Leader 

Mission 4. Contribute to HI’s missions in Ukraine 

  1. In collaboration with other HI internal departments, participates in the referrals’ pathway of affecter population both internally and externally 

  2. Participates in relevant Program meetings (general program meeting, general site meeting, EORE team meeting) 

  3. Contributes to the development of projects related to EORE. 

 PROFILE SOUGHT 

Qualification(s):

  • Associate`s/Bachelor's degree in education, civil protection, social work, humanitarian aid, development, or               similar field. 

 Preferable:

  • Training in presentation/training/adult andragogy and children pedagogy. 

Experience:

  • At least 1 year of experience working   with conflict-affected communities. 
  • Experience in conducting presentations and trainings, preferably on the topics of risk education and safe behavior in conflict conditions and another emergencies 

 Preferable:

  • Experience in community engagement; 
  • Work experience in local/international NGOs. 

Skills: 

  • Ukrainian: C2 (required); 

  • Russian: C2 (required); 

  • Autonomous on the basic functionalities: Word, Excel, PowerPoint, Internet, Outlook operating system; 

  • English: B1 (preferred); 

  • Sign Language: preferred, not required; 

  • Driver’s license (for ordinary cars) is desirable.  

Personal qualities: 

  • Mobility and readiness for frequent business trips to affected communities 

  • Listening and analytical skills; 

  • Ability to convey a message and speak in public; 

  • Dynamic and flexible; 

  • Sense of teamwork; 

  • Ability to work under pressure;

WORKING CONDITIONS:

Contract: Employment contract (according to Ukrainian legislation) Fixed-Term

ГОЛОВНА ЗАДАЧА 

 Фахівець з надання інформації щодо ризиків, пов’язаних з вибухонебезпечними предметами  займатиметься реагуванням, в рамках діяльності зі зменшення збройного насильства та гуманітарного розмінування.  

HI розширює діяльність щодо навчання ризикам пов'язаним з вибухонебезпечними предметами (EORE) та щодо підготовки до конфлікту та захисту (CPP) у транзитних і колективних центрах для внутрішньо переміщених осіб (ВПО) - людей, що повертатимуться наpermanent places of residence, for affected communities and in the territories returned to the control of the government of Ukraine. Main activities include dissemination of information on safe behavior, education and training.  

Tasks 

< p style="font-weight: normal; font-style: normal">Task 1. Vazis amodia with interested parties:

  1. Assist the manager (manager) of the project on the protection of the civilian population in the conditions of armed conflicts and the specialist in the management of projects and programs in the field of intangible production in collecting contact data of local authorities, leaders and other responsible persons in their field of activity. 

  2. font-weight: 400">   for the organization of classes/sessions/trainings   on the education of risks related to explosive objects (hereinafter - EORE) and training to armed conflict and defense (hereinafter - CPP). 

  3. To offer potential networks, groups and individuals for training in quality of contact persons in the community on EORE/CPP issues, as well as humanitarian workers, NGOs and first aid services. 

     

Task 2. Dissemination of risk education messages explosive ordnance, and conflict and defense preparedness

  1. Help organize sessions with EORE and CPP, both online and face-to-face,

  2. Conduct individual sessions with EORE/CPP for at-risk groups to motivate people to adopt safer behaviors in relation to the threat of explosive devices and armed attacks

  3. Adapt tomoves to conduct sessions to the needs of the target audience

  4. Participate in the development of materials from EORE and CPP. 

  5. Ensure adherence to HI standards of operating procedures.  

     

Task 3. Monitoring, evaluation and quality assurance: 

  1. Conduct pre- and post-tests for training participants in accordance with standards of operating procedures

  2. Collect and archive data on conducted trainings with EORE and CPP using the right tools (eg SurveyCTO, participant count lists, etc.)

  3. Provide recommendations on needs to improve EORE and CPP activities in their area of ​​responsibility, and to direct feedback from beneficiaries to the Intangibles Project and Program Management Specialist.  

Task 4. Contribute implementation of the HI mission in Ukraine:

  1. In collaboration with other internal HI departments, participate in the diversion of affected populations both within the organization and and externally

  2. Participate in relevant program meetings (general program meeting, general base meeting, EORE team meeting)

  3. Contribute to the development of projects related to EORE

DUTIES

-    Availability: Agent may need travel outside their place of residence for an extended period of time or perform activities or tasks on weekends and holidays; 

-     Complete confidentiality regarding the functioning of the organization and its members; 

The tasks and responsibilities of the employee described in this position are are not exhaustive and may change according to the needs of the project. 

REQUIRED COMPETENCES

Qualification:

  • A junior specialist/bachelor's degree in education, civil defense, social work, humanitarian aid, development, or a similar field. 

Preferred:

  • Education in the field of presentations/trainings/pedagogy for adults and children

Experience :

  • At least 1 year of experience working with conflict-affected communities. 
  • Experience in conducting presentations and trainings, preferably on topics of risk education and safe behavior in conflict and emergency situations >

Preferred:

  • Citizen engagement experience
  • Work experience in local/international non-governmental organizations

Skills: 

  • Excellent oral and written knowledge of Ukrainian and Russian languages ​​(level C2). 

  • Fluency: Microsoft Word, Excel, PowerPoint, Outlook. 

Preferred:

  • Knowledge of English at B1 level (preferred)
  • Availability of a driver's license (cars). 

Personal qualities: 

  • Mobility and readiness for frequent business trips to affected communities

  • Ability to listen and analyze. 

  • Ability to deliver messages and speak in public. 

  • Dynamics and flexibility. 

  • Ability to work in a team

  • Ability to work under pressure.
