We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

We are looking for Head of the Department of Environmental Protection and Social Guarantees, the main responsibility the focus of this position is monitoring, assessment and reduction of potential environmental and social risks associated with the implementation of projects in various regions. This role involves frequent travel to project sites to assess and resolve security issues, interact with stakeholders and provide technical support to project staff.

Responsibilities:

  1. policies, recommendations/policies and requirements of NRC donors on environmental protection and social safeguards.
  2. Technical guidance in all aspects related to ESMF implementation, including development/updation of technical guidance related to environmental protection and social safeguards in accordance with ESS standards and processes defined in the framework program of the project.
  3. Monitoring of all necessary measures to minimize environmental and social risks defined in environmental protection and social guarantee instruments (SEP, ESMP, ESCOP, etc.) for sub-projects and regular reporting in accordance with the donor agreement (including risk management reports and incident reporting).
  4. Training of NRC staff on environmental and social safeguards and coordination of environmental and social commitments and initiatives in geographic locations project.
  5. Trips to various district officesiv to provide on-site support in the evaluation, implementation and monitoring of the Environmental and Social Management Framework, ensuring consistency and compliance of all project locations.
  6. Supporting the KfW Program Manager in overall coordination and liaison with environmental social point of the donor (applications without exceptions, reporting, etc.). Coordinating with internal and external departments/stakeholders to complete checklists and relevant attachments.

Detailed Responsibilities:

  • Carrying out categorization of environmental and social risks sub-projects, close cooperation and receiving relevant statements without exception from project managers.
  • Responsibility for escalating any significant changes in risk categorization to the environmental and social point of the donor.
  • Responsibility for regular reporting on progress on environmental protection and social issues and any other ad hoc reporting on environmental protection and social issues, as agreed with the donor.
  • Supporting project managers in the development of appropriate specific protection plans.
  • < li>Train NRC staff and related organizations/contractors on the ESMF process, tools and documentation.
  • Develop work plans and track progress in implementing ESMF requirements in coordination with district offices.
  • Management maintaining all environmental and social documentation in the NRC file structure.
  • Responsible for environmental and social support to NRC staff and contractors, including assessment of their environmental and social capabilities, training of key personnel, technical support and consultation before/during projects.
  • Monitoring of sub-projects, including through spot checks, to ensure implementation of proposed mitigation measures in accordance with agreed environmental and social management plans.

- Бакалаврська або еквівалентна освіта в галузі охорони довкілля чи громадського здоров'я, ступінь в управлінні або соціальній роботі буде перевагою
- Мінімум 3 роки досвіду на позиції з відповідними знаннями (наприклад, управління довкіллям та соціальними питаннями)

- Підтверджений досвід застосування стандартів Екологічних та соціальних стандартів Світового банку у проектах розвитку
- Підтверджений досвід роботи у партнерствах з місцевими організаціями
- Експертиза у розподілі ресурсів та витрат
- Documented results related to job duties
- Average level of English, both written and spoken
- Fluency in the Ukrainian language- Mandatory experience for 3-4 years in the preparation of environmental and social assessments, selection and categorization, including rehabilitation and infrastructure projects, using relevant international standards (Environmental and Social Standards standards of the World Bank)
