BF "Right to Defense" (Foundation) is a leading human rights organization that comprehensively works on solving the problems of forced displacement and migration, their causes and consequences. Our activities are aimed at protecting the rights of refugees, forced migrants, stateless persons and socially vulnerable population groups.
The Foundation is an executive partner of the UNHCR and carries out programs of providing direct legal, humanitarian and psychological assistance in 18 regions of Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights, as well as contributes to strengthening the capacities of state bodies of Ukraine to overcome the consequences of migration.
Within the project, the Fund will provide combined services based on the work of mobile teams to the most vulnerable categories population, including children, women, persons with disabilities and the elderly, internally displaced persons living in compact housing and social centers. Mobile brigades will provide services in the war-affected areas of Dnipropetrovsk, Kharkiv, Kherson, Poltava, Mykolaiv and Zaporizhia regions.
JOB DESCRIPTION
The main goal of the position is to increase the efficiency and security of the IT infrastructure of the Ministry of Foreign Affairs of Ukraine (MFA), thereby improving the overall quality of IT service provision to users in the MFA. The DevOps expert hired for this purpose will be instrumental in leading initiatives to streamline the system development lifecycle from concept to production. This role involves optimizing performance, minimizing errors, and supporting continuous delivery within the context of DevOps practices. A key part of the duties of the position is the connection of payment and financial systems to the E-consul system in foreign state institutions of Ukraine, and technical support of these integrations in working condition.
DUTIES AND RESPONSIBILITIES
Current activityConfiguration control:< span style="font-weight: 400; font-style: normal; text-decoration: none"> establishes workflows for the secure configuration, classification, and management of CIs, as well as for verifying and auditing configuration records. Develops, configures, and maintains tools (including automation) to identify, track, record, and maintain accurate, complete, and up-to-date information. Reports pro configuration management status. Identifies problems and recommends actions to eliminate them.
System integration and assembly: provides technical expertise to enable configuration of system components and hardware for systems testing. Collaborates with technical teams to develop and agree on system integration plans and progress reporting. Identifies complex/new integration builds. Ensures proper setup of integration test environments. Develops, executes, and reports the results of integration build tests. Identifies and documents system integration components for recording in the configuration management system. Recommends and implements process and tool improvements.
Integration of payment systems: provides planning, execution and further support of the integration of the E-consul system with payment operators working in the countries where foreign state institutions of Ukraine are located, in particular consular departments of embassies and other diplomatic institutions of Ukraine abroad. span>
Issue and deployment: Supports processes and procedures for releasing IT products. Performs proper planning, schedule management, maintains operational communications with development and support teams during deployment of IT product releases.
Risk Management: Performs risk management activities within their function, technical area, or project of medium complexity. Identifies risks and vulnerabilities, assesses their impact and likelihood, develops mitigation strategies and reports to the business. Engages specialists and industry experts as needed.
IT infrastructure: provides technical expertise to ensure correct application of operational procedures. Contributes to the planning and implementation of infrastructure maintenance and renewal. Implements agreed infrastructure changes and maintenance procedures. Uses infrastructure management tools to defineload and performance statistics. Configures tools and/or creates scripts to automate the provisioning, testing and deployment of new and changed infrastructure. Maintains work procedures and verifies their implementation in accordance with agreed standards. Investigates and provides an opportunity to resolve operational issues. Provides reports and suggestions for improvement to specialists, users and managers.

< strong>Implementation of the DevOps pipeline:Design, implement and document a robust end-to-end DevOps pipeline that includes continuous integration, continuous deployment and automated testing.
Offer a comprehensive pipeline that supports efficient and reliable software delivery throughout the development lifecycle.
Provide L2 support if needed.
Security Integration Plan:
Develop and present a detailed plan for integrating security practices into DevOps processes.
Provide documentation that describes how security measures will be implemented, including regular security testing, compliance checks, and integration of security controls throughout the pipeline.
Performance metrics and monitoring dashboard:
Establish key performance indicators for DevOps processes and develop a dashboard to view real-time IT infrastructure performance.
Create a set of performance indicators that measure the effectiveness of the DevOps pipeline, as well as a convenient dashboard for continuous monitoring.
Training and Skills Development Program:
Develop a training program based on identified skills gaps in the DevOps team.
Provide a detailed training plan that outlines the specific skills to be learned, the training methods that will be used, and the schedule of training sessions.
Documentation and knowledge sharing structure:
Develop a comprehensive documentation structure that includes references to standards, instructions, a description of collaboration tools. Organize knowledge exchange processes in the DevOps team of engineers.
Provide a set of documentation templates and a plan for regular knowledge sharing sessions to ensure effective communication and transfer of information between team members.
< span style="font-weight: 400; font-style: normal; text-decoration: none">Post-implementation review and recommendations:
Conduct post-implementation review of DevOps pipeline processes.
Provide a periodic report highlighting successes, challenges and lessons learned during implementation, as well as recommendations for further improvement and optimization.
PROFESSIONAL REQUIREMENTS
Education
Master's degree in computer science or software engineering or information systems or an equivalent combination of education and experience.
Experience
Minimum +3 years of practical experience as a DevOps engineer.
Experience with Azure DevOps, Azure Blob, Entra (Azure AD).
Experience with container environments and microservices (eg Docker and Kubernetes).
Experience with virtualization (including networking).
Experience with virtualization clusters in HCI (vSphere vSAN).
Experience with M365, Microsoft Intune (MDM), SharePoint Server
Previous Linux systems administration experience
Knowledge of build/release systems, CI/CD systems, Jenkins, GIT
Knowledge of conditional access policy administration
Deep knowledge of MS IIS administration.
Previous experience administering databases such as Oracle and MySQL.
Significant DevOps architecture and technical design experience.
Work in financial institutions, experience with integration of payment systems.
Experience of public service or work in public institutions of Ukraine (preferred).
Excellent problem solving skills along with the ability to work independently.
Experience with monitoring tools.
Minimum three years of experience in managing complex IT projects and/or digitization and digital transformations.
Excellent interpersonal skills.
Experience in launching digital services, digitalization of public sector services.
