We are looking for an Emergency Response Coordinator at the NRC Northern Regional Office in Chernihiv style="font-weight: 400">.

When the NRC includes national emergency response programs, an emergency role is needed to be able to coordinate the emergency initiative - primarily the rMPCA in collaboration with the CWG and local authorities. The increase in shelling, evacuations and difficulties often requires an immediate response.
The Northern Regional Office is increasing its capabilities and capacity to respond to emergency situations in the Chernihiv and Sumy regions. During the transition, the Northern Office will be closed until the end of 2026. This position will play a key role during the transition, ensuring that the NRC's capacity to respond to emergency situations requiring rapid response is maintained, with a focus on Sumy Oblast, in particular the Shostka area. This position is responsible for leading the rMPCA program in the Northern Regional Office, with a particular focus on Shostka, in response to shelling, evacuations and other emergencies arising from war.

Your responsibilities will include:

  • Adhere to and implement technical guidance and relevant standard operating procedures (SOPs) for rMPCA, ensuring compliance with policies and tools developed by the NRC.
  • Maintain comprehensive monitoring and reporting of emergency activities within the district, including preparation of situation reports, success stories and other reports required for reporting to donors and advocacy goals.
  • Conduct analysis of needs and gaps in Northern Paradiseoffice, focusing on integrated responses that complement current activities and interventions within core competencies.
  • Establish and maintain constructive relationships with NGO colleagues, local authorities, UN agencies and other actors involved in the rMPCA (Rapid Multipurpose Cash Assistance) response in the Northern Area of Operations.
  • Maintain close contact with the Monetary Working Group, ensuring the NRC is included and prioritized in rotation arrangements, particularly for Shostka District.
  • Ensure key lessons learned from the emergency response are learned and incorporated into future enhanced response efforts.
  • Maintain the appropriate level of capacity within the wider core competency team, identifying opportunities for collaboration and capacity building through CWG initiatives as well as those available within the NRC's own cash team.
  • Liaise with local authorities and the Humanitarian Access and Security team to ensure the implementation of activities in hard-to-reach areas (H2R) - following specific for local conditions of recommendations and security guidance.
  • In collaboration with field teams, AM and support staff, play a leading role in overseeing the rMPCA intervention in the Northern Regional Office, ensuring effective implementation and meeting the needs of the most vulnerable.
  • Closely monitor humanitarian developments in northern Ukraine to inform leadership and program staff of changes in context and provide analysis of rMPCA responses.
  • Responsible for context analysis and development of various scenarios for potential rMPCA and MPCA allocations in the Northern Regional Office.
  • Collaborate with Core Competency teams, MEAL and Regional Program Manager, to ensure high quality programming, meet donor reporting requirements, track achievements and support evidence-based decision-making.
  • Establish close cooperation with the NRC funds team, focusing on elimination of duplication, unification of selection criteria and common guidelines to ensure effective implementation of rMPCA initiatives, ensuring timely assistance to project participants.
  • Create a culture of responsiveness in the Northern Regional Office - to ensure that the NRC has the ability to respond quickly to requests for assistance in a timely manner, in accordance with the core humanitarian standards and values of the NRC.

Requirements:

  • Higher education and at least 3 years of work experience in the humanitarian field.
  • Experience of working in difficult and unstable conditions, preferably in the north of Ukrainewith a proven track record of effective leadership in emergency situations.
  • Experience coordinating humanitarian activities.
  • Experience coordinating and building relationships with local authorities.
  • Strong interpersonal skills and ability to influence others.
  • Knowledge of own leadership skills/profile.
  • Fluency (both written and spoken) in Ukrainian, Russian and English.
  • Previous experience in a national/international NGO is a significant advantage.
  • Knowledge of the context in Ukraine, including understanding and experience of working in rapidly changing conditions and their consequences.
  • Knowledge of the CWG rotation mechanism, as well as the operational capabilities of local authorities.
  • Knowledge of rMPCA and MPCA guidelines and best practices.
  • In-depth understanding of governance software cycle (PCM) and its tools.
  • Good networking, negotiation and representation skills, as well as advocacy skills.
  • Proactive problem solving skills.
  • Ability and willingness to travel to H2R areas, flexibility in work and willingness to training.
