Education Project Coordinator North-East AO in Norwegian Refugee Council / NRC

Croatian Refugee Council (NRC) font-style: normal">is an independent humanitarian non-governmental organization founded in 1946. We provide assistance, protect the rights and contribute to solving the problems of refugees, internally displaced persons and other persons affected by armed conflict. NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance.

General duties:

1. Adherence to NRC policies, guidelines and procedures.

2. Ensuring that projects target the people most in need of protection, finding and evaluating new and better ways of providing assistance.

3. Promotion of the rights of IDPs/returnees in accordance with the advocacy strategy.

4. Contribute to the development, adjustment, or revision of programs through technical competencies specific to the Education CC.

5. Conduct technical education evaluations and provide recommendations.

6. Provision of technical assistance in the field of education to coordination mechanisms (e.g. cluster coordination) and working groups at the request of the project manager in the field of education. 

7. Ensuring regular and consistent communication within the team and with the immediate supervisor, including regular reporting and updates.

Specific Responsibilities:

YOUTH

Контролювати реалізацію проектів партнерів щодо залучення молоді за допомогою необхідної підтримки Ради молоді та молодіжних центрів під наглядом менеджера освітніх проектів.

Моніторити, оцінювати та переглядати молодіжні проекти у співпраці з партнерськими організаціями NRC та під наглядом менеджера освітніх проектів. Сприяти виявленню громадських організацій та інших місцевих організацій для потенційного партнерства в галузі освіти.

ФОРМАЛЬНА ОСВІТА

Контролювати реалізацію проектів партнерів щодо залучення молоді за допомогою необхідної підтримки Ради молоді та молодіжних центрів під наглядом менеджера освітніх проектів. 
Моніторити, оцінювати та переглядати молодіжні проекти у співпраці з партнерськими організаціями NRC та під наглядом менеджера освітніх проектів.
Допомагати у пошуку громадських організацій/інших місцевих організацій для потенційного партнерства в галузі освіти.

Підтримка реалізації шкільних грантів NRC (готівка та ваучери) для заходів з поліпшення якості освіти під технічним керівництвом менеджера освітніх проектів та за допомогою відповідного персоналу з питань освіти. 

Планування та підтримка реалізації заходів BLP, включаючи тренінги для вчителів BLP/психосоціальна підтримка (PSS) та новоприйнятих співробітників NRC.

Планування та підтримка реалізації заходів з наздоганяння, включаючи розробку заходів, тренінги для вчителів та залучення батьків.

Планувати та надавати регулярну технічну підтримку місцевим відповідним органам освіти з питань BLP та PSS за підтримки відповідного персоналу. Сприяти збиранню та поширенню найкращих практик, отриманого досвіду, рекомендацій та прикладів з реалізації проектів, створюючи та відстежуючи план вдосконалення проектів.

Спілкуватися з відповідними зацікавленими сторонами, органами влади, директорами шкіл, вчителями з метою забезпечення позитивних та здорових відносин.

ІНШЕ

Підтримувати оцінку освітніх потреб у регіоні (розробка, планування, координація з відповідними учасниками, реалізація, переклад за необхідності, звітування); 
Забезпечувати збір та зберігання документів, що стосуються проекту, відповідно до процедур NRC. 
Збирати та аналізувати якісні та кількісні дані. Представляти дані у вичерпній формі. 
За необхідності надавати підтримку у перекладі документів та протоколів засідань з англійської мови на українську. 
Сприяти розробці освітньої програми, надаючи технічні та контекстуальні дані.
Сприяти розробці стратегії CC в галузі освіти, логічної матриці та плану дій, надаючи технічні та контекстуальні дані. 
Підготувати та розробити звіти про стан справ відповідно до вимог керівництва. 
Надавати підтримку в розробці плану закупівель, фінансового плану, щоденних/тижневих/місячних планів роботи та адміністративних завдань за необхідності.

ЛІНІЙНЕ УПРАВЛІННЯ

Лінійне управління технічним асистентом/асистентами з освіти або спеціалістом з освіти для забезпечення своєчасного виконання призначених завдань та обов'язків з бажаною якістю. 
Забезпечення управління ефективністю роботи персоналу з освіти відповідно до потрeducation and professional growth. 
Ensuring the development of the potential of project personnel and the transfer of key skills.


1. Professional Competencies

General Professional Competencies for this position:

Minimum 3 years of relevant experience in field of expertise (emergency education, team and project management).

Technical competencies related to position responsibilities.

Technical knowledge in the humanitarian field is an advantage.

Skills, knowledge and experience related to the context (must be adapted to the specific position):

Knowledge of youth programs in Ukraine Experience of conducting educational trainings. Knowledge of cash and voucher mechanisms is a plus. 

Knowledge of the education system in Ukraine

Practical knowledge of the English language in written and oral form

Fluent command of the Ukrainian language.
