PIN is currently growing its Education program as well as its role in the coordination of the Education response within the cluster system, especially in the northern regions of the country. Therefore, it is looking for a Subnational Education Cluster Co-chair to share coordination of the northern region Education Cluster supporting in this role UNICEF and a national partner, Teach for Ukraine.General information about the role of the person:The Education Cluster Subnational Co-chair for the north hub will work closely in support of the sector lead agency (UNICEF) and the subnational level leading organization (Teach for Ukraine), to enhance the coordination set up, as well as representation of NGOs, INGOs, UN agencies, and other humanitarian organizations who are members of the Education Cluster.Duties and Responsibilities:1. Effective and efficient input into the Education Cluster coordination architecture:Participate in the preparation and facilitation of regular subnational Education Cluster meetingsRepresent the subnational Education Cluster in the Inter-Cluster Coordination Group (ICCG), General Coordination Meetings (GCM), and other relevant coordination meetings when neededEnsuring inclusion of key humanitarian partners (I/NNGOs, especially local actors, respective authorities) in the subnational Education Cluster coordination structure, by mapping existing actors and engaging them in the subnational level discussionSupporting joint initiatives of education partners, to ensure stronger collaboration, lack of overlap in planned response and efficient use of available resourcesContribute to the Cluster Technical Working Groups (TWIGs) by providing input for the development of technical guidance/ and or co-chair some of the TWIGs when needed.2. Ukraine planning and strategy development:Support the sub-national Education Cluster in coordination of partners response in the northern region, ensuring coverage of the most critical gaps, supporting partners in the implementation of their programs as per the Education Cluster, Core Humanitarian and INEE standardsContribute to the Humanitarian Programme Cycle (including planning, periodic reporting, and strategic development of the Ukraine Humanitarian Needs Overview and Response Plan), Education cluster national strategy and workplan, as well as engagement with Education partners for their input.3. Monitoring and reporting:Support information gathering and analysis on the subnational Education Cluster response in order to provide accountability for the sector in terms of delivering on strategy, objectives, targets, outcomes, programme quality, and adherence to humanitarian principles. It includes analysis of anonymized Post-Implementation Monitoring Data, endlines, evaluations and any other forms of impactassessments and reports from the partnersFacilitate partners’ sharing of information at the sub-cluster level (i.e. needs assessment reports, lessons learned, post-intervention monitoring reports, evaluations, endlines etc)4. Needs assessment and analysis:Contribute to a better understanding and analysis of Education needs as a priority need for children and youth, including better-integrated programming with Education as an entry pointAdvocating for subnational cluster partners’ joint needs assessments, analysis and reports, related to education situation as well as implemented programs and their impact5. Development and application of standards in support of the Shelter Cluster:Advocate for Education in Emergencies best practicesIn coordination with technical counterparts, national Cluster Coordinators and relevant education authorities, participate in the development of relevant and contextualized minimum standards, policies and guidelines and advocate for their systematic use across the northern Oblasts.Plan and contribute to implementation of capacity strengthening activities for Education Cluster partners aiming at applying these common standards.Ensure that partner responses are informed at different phases by appropriate policy guidelines and standardsAdvocate for and lead the systematization and standardization of education programmatic approaches6. Advocacy and resource mobilization:Support the subnational Education Cluster in advocating and mobilization of resources for the Ukraine Education in Emergencies response, based on analysis of needs and gaps, especially for locations with limited actors’ presence, hard-to-reach and prioritized for assistanceEnsure that the subnational Education Cluster members are aware of funding opportunities and support their capacity to access these and, where relevant, encourage strategic partnerships and coordination amongst actors applying for the same funding streams.Suitable candidates for this position should possess:A minimum of a BA in Pedagogy, Sociology, Social Science, International Development/Relations or similarFluency in English and UkrainianThree years of work experience in education sector in humanitarian context.Knowledge of the Ukraine Ministry of Education policies and standards, Humanitarian reform process and the role of the humanitarian community (UN System, Red Cross Red Crescent Movement, and NGO), preferably in Education.Knowledge of current humanitarian issues.
