DRB is currently looking for an Economic Development Project Manager. for work in the Kharkiv region with periodic business trips to the Donetsk region (on the territory under the control of the government of Ukraine). General purpose of the position:
Under the direction of the Regional Program Manager, the Economic Development Project Manager will oversee the implementation of economic recovery activities in the Eastern Region of the DRB, including assistance in providing livelihoods in rural areas, financial assistance and consulting for micro, small and medium enterprises (MSMEs), as well as providing vocational training and job selection. He/she will be responsible for managing, supervising and providing technical advice and support to the economic recovery team. He/she will be responsible for the planning and implementation of economic recovery activities, including coordination with other departments in the DRB. He/she will participate in coordination meetings and represent the DRB in relevant forums. He/she will be based in DRC's Kharkiv office, and field activities will be carried out in Kharkiv and Donetsk (government-controlled Ukraine) regions.
Your main job duties will be:
Program management: p>
- Manage projects and implement all economic recovery measures in the Eastern region in accordance with DRB project cycle management standards.
- Coordinate, plan and monitor all project measures related to economic recovery, including but not limited to: rural livelihood assistance, financial assistance and consulting for micro, small and medium-sized enterprisesin (MSMEs), as well as providing professional training and job selection.
- Maintain communication and coordination with partner organizations of DRB implementing economic recovery projects.
- Ensure the highest quality of sectoral interventions and alignment between current and proposed projects in line with the overall strategy.
- Lead program development to ensure high quality and timely progress reporting in synergy with other DRB interventions in this area.
- Formalize and develop operational tools and training modules in accordance with project requirements.
- Ensure overall monitoring of the budget, financial management and cost control of program activities, including compliance with minimum requirements of DRB and donors.
Accountability and reporting:
- Oversee the sharing of knowledge between teams and ensure that the results of the data monitoring and evaluation department are understood and used to improve project delivery and programs.
- Provide information for monthly, quarterly and annual reports to donors.
- According to DRC guidelines, monitor and recommend appropriate initiatives for accountability in projects and strengthen efforts with documenting the impact of activities.
- Ensure compliance with internal and external reporting requirements, including procurement.
Program and strategy development:

Use the findings of the data monitoring and evaluation department to recommend and develop projects based on actual dataContribute to the development and growth of economic recovery projects within the framework of the strategic goals of the DRB by participating in the development of concepts and proposals. Make a significant contribution to the development of strategies at the local and national level.Personnel management:
- Recruit and manage economic recovery department staff.
- Provide regular constructive feedback to line managers and support them in managing the performance of team members.
- Assess training and development needs on the economic recovery team, develop and implement capacity building plans.
Coordination and Representation:
- Ensure positive working relationships and coordination with relevant economic recovery actors in intervention areas, as well as UN agencies such as the United Nations Development Program and the Food and Agriculture Organization of the United Nations.
- Collaborate with donors, government partners and other stakeholders.

- Represent DRB and actively participate in relevant sectoral and sub-sectoral groups and working groups in order to represent DRB as a leading economic recovery actor in the event areas.
As a Manager, the person holding this position is responsible for the following:
- Responsible for achieving the strategic goals and objectives of DRB within his area of responsibility.
- Responsible for accepting scalesleft decisions regarding the activity of the unit: its purpose, functions and role, as well as for making commitments and decisions that require spending significant resources of the unit.
- Responsible for the management of people who are under his direct supervision, as as a rule, it is at least 3 employees. This includes hiring and firing, goal setting, probationary period, performance evaluation, staff development, performance management, including unsatisfactory performance.
- Responsible for making informed decisions based on HRD policies, methods work, standards and advice of DRB technical experts.
- Responsible for compliance with safety requirements, the Code of Conduct and operational safety in his actions and the actions of his team.
About you:
To be successful in this role, we expect you to have at least3- 5 years of proven experience in implementing economic recovery or livelihood projects. Previous experience managing cash programs is a must. And also at least 2 years of experience in people management. In addition, we also expect the following from you:
- Proven experience of working in difficult emergency situations situations and recovery.
- Proficiency in English is mandatory. Fluency in Ukrainian or Russian is an advantage.
- Excellent reporting skills.
- Experience in conducting humanitarian interventions with the help and coordination of implementing organizations and local partner organizations is an advantage.
- Excellent writing and editing skills for external audiences (including for government agencies and donors).
- Experience in preparing high-quality technical materials (training materials, software tools, proposals, strategic documents, etc.) .
- Experience of working with the data monitoring and evaluation department.
