The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for an E-Registers Project Manager.
The main objective of the E-Registers Project Manager is to ensure the successful planning, implementation and completion of digital registers: the National Register of Medicines (NRM) and the National Register of Medical devices (NRMD).
The E-Registers Project Manager will be in charge of organizing all project operations, managing stakeholders, and ensuring that project milestones are met on time.
Services to be Provided:
Project management.
- Supervising the execution of a defined project plan that includes important deliverables, milestones, and timelines.
- Coordinate work with relevant stakeholders, including experts from the Ministry of Health, the State Medical Service, the National Health Service of Ukraine, the State Expert Center (SEC), other stakeholders, to gather and consider project requirements.
- Ensure compliance with regulatory instructions and standards regarding the introduction of the NRM and NRMD.
Monitoring and tracking project progress, identifying and mitigating risks and issues. - Coordination of the "Acceptance Program and Methodology" development for both registries.
- Coordination of actions essential for the successful execution of registries.
Stakeholder management
- Plan and organize regular meetings with key stakeholders.
- Facilitate effective communication among stakeholders by communicating project goals, progress, and challenges clearly.
- Resolve stakeholder concerns, manage expectations, and give timely project status and milestone updates.
- Identify and interact with key stakeholders to gather feedback, resolve
conflicts and ensure alignment of project goals.
Project reporting
- Prepare regular project status reports that highlight critical project
milestones, risks, and difficulties. - Provide project updates to stakeholders, including project progress,
obstacles, and mitigating solutions. - Project documentation, such as project plans, meeting minutes, risk logs, and change requests, must be documented and maintained.
Quality guarantee
- Coordinate quality assurance processes to ensure accuracy, reliability and integrity of data within NRM and NRMD projects.
- Conduct regular audits and inspections to ensure that legal guidelines and requirements are followed.
- Collaborate with relevant teams to resolve any quality issues and put
remedial measures in place.
Project close-out
- Ensure a smooth project closeout by managing the contract-defined project closeout artifacts.
- Conduct reviews to evaluate project outcomes and solicit feedback from stakeholders.
- Coordination of project transfer to operational or ongoing maintenance
teams.
Required experience and education:
- Bachelor’s degree in Project Management, Business Administration,
Information Technology, or a related field. - Master’s degree is preferred.
Experience:
- Minimum of 5 years of project management experience, preferably in the healthcare or IT sector.
- Proven experience managing large-scale projects with multiple
stakeholders. - Experience in managing projects related to e-registers or similar systems is highly desirable.
- Experience working with government agencies, particularly in the healthcare sector, is an advantage.
Skills and Competencies:
- Strong understanding of project management methodologies (e.g., Agile, Waterfall).
- Excellent organizational and time management skills.
- Strong analytical and problem-solving skills.
- Proficient in project management software (e.g., MS Project, Asana, Trello).
- Exceptional stakeholder management and communication skills.
Certifications:
- PMP (Project Management Professional) certification is an advantage.
- Agile certification (e.g., Certified ScrumMaster) is a plus.
Language Skills:
- Fluency in Ukrainian is required.
- Proficiency in English is essential for communication with international
stakeholders.
