1. Background

Team4UA is a Ukrainian charitable organization established in March 2022 that implements humanitarian relief, recovery, and reconstruction initiatives across Ukraine.Team4UA coordinates the TERA Consortium, implementing the national humanitarian project EASE 2.0 — Emergency Assistance and Support to Evacuation, which provides protection-led multisectoral assistance to internally displaced persons and conflict-affected populations.

The project supports evacuation operations and humanitarian response activities aimed at assisting civilians exposed to frontline risks, shelling, and forced displacement.To ensure effective project implementation, safe and reliable transportation services combined with strong adherence to safety and security procedures are essential for staff movements and field operations.

2. Purpose of the Assignment

Under the supervision of the Project Manager, the Duty of Care & Training Officer is responsible for planning, implementing, and monitoring staff safety and capacity-building initiatives within the EASE 2.0 project. The role focuses on strengthening staff readiness, promoting safety standards, coordinating training programs, and ensuring that project teams and partners operate in accordance with humanitarian safety and protection principles.

3. Key Responsibilities

A. Training Strategy & Capacity Building

  • Design and implement a comprehensive training program for staff, volunteers, and partner organizations.
  • Organize training sessions on humanitarian safety standards, protection principles, and operational readiness.
  • Facilitate peer learning and knowledge-sharing sessions between project teams and consortium partners.
  • Provide mentoring and technical guidance to staff to strengthen service delivery and operational capacity.

B. Safety Protocols & Risk Management

  • Develop and implement safety procedures for project teams operating in field environments.
  • Organize first aid and life-saving training sessions, including the use of individual first aid kits (IFAK).
  • Conduct risk awareness sessions related to explosive ordnance and other field risks.
  • Support the development and implementation of safety procedures related to field operations, including UAV or drone use where relevant.

C. Duty of Care Management

  • Ensure that staff welfare and safety standards are maintained across project operations.
  • Coordinate insurance processes for volunteers and project staff where required.
  • Manage the distribution, monitoring, and tracking of personal protective equipment (PPE), safety kits, and related equipment.
  • Report and escalate critical safety incidents to project management.

D. Documentation & Operational Support

  • Support the development and updating of SOPs, safety guidelines, and training materials.
  • Maintain records of training activities, safety equipment distribution, and staff preparedness indicators.
  • Document lessons learned and good practices related to staff safety and training activities.
  • Perform other related duties as assigned by the supervisor.

4. Deliverables

  • Implementation of regular staff safety and capacity-building training sessions.
  • Updated safety training records and training completion reports.
  • Accurate tracking of safety equipment, PPE, and insurance coverage.
  • Updated monitoring data related to staff preparedness and safety indicators.
  • Documentation of lessons learned, best practices, and capacity-building outcomes.
  • Support to the development of safety guidelines and operational procedures.

5. Qualifications and Experience

Education

  • Bachelor’s degree in security management, humanitarian affairs, public health, education, human resources, or a related field.
  • Specialized training or certification in humanitarian safety or security management is an asset.

Experience

  • Minimum 3 years of relevant professional experience in staff training, safety management, duty of care systems, or capacity-building programs.
  • Experience in humanitarian or emergency response contexts is strongly preferred.
  • Experience delivering training or facilitating learning sessions is an advantage.

Technical Skills & Competencies

  • Strong facilitation and training delivery skills.
  • Understanding of humanitarian safety standards and protection principles.
  • Strong organizational skills and ability to manage multiple tasks under pressure.
  • Proficiency in MS Office and data collection tools.

Languages

Fluency in Ukrainian and working knowledge of English are required.

6. Supervision and Reporting

The Duty of Care & Training Officer reports to the Project Manager and works in close coordination with project teams and relevant internal departments to ensure staff safety, preparedness, and training activities are effectively implemented.

7. Duration and Duty Station

Duration: 12 months, with possible extension subject to funding.Duty Station: Dnipro, Ukraine.

Фонд координує консорціум TERA, що реалізує гуманітарний проєкт EASE 2.0 (Emergency Assistance and Support to Evacuation) — програму підтримки евакуації та допомоги внутрішньо переміщеним особам і постраждалому від війни населенню.

Проєкт спрямований на надання допомоги цивільному населенню, яке перебуває під ризиком через бойові дії, обстріли та вимушене переміщення. Для ефективної реалізації проєкту важливо забезпечити безпечне пересування працівників та дотримання процедур безпеки під час польових виїздів.

2. Мета посади

Фахівець із безпеки персоналу та розвитку спроможностей відповідає за планування, впровадження та моніторинг заходів, спрямованих на підвищення рівня безпеки, підготовленості та стійкості персоналу і волонтерів у межах реалізації проєкту EASE 2.0. Посада передбачає координацію програм навчання, впровадження стандартів безпеки та підтримку розвитку спроможностей проєктних команд і партнерів.

3. Основні обов’язки

А. Розробка та реалізація програм навчання

  • Розробка та впровадження комплексної програми навчання для співробітників, волонтерів та партнерських організацій.
  • Organization of training events on security, humanitarian standards and population protection.
  • Promoting the exchange of experience between teams and consortium partners.
  • Providing technical support and mentoring to field teams.

B. Safety and risk management

  • Development and implementation of safety protocols for field teams.
  • Organization of training on first aid and use of individual first aid kits (IFAK).
  • Conducting information sessions on the risks of explosive objects.
  • Supporting the development of safety procedures for field operations.

V. Ensuring Duty of Care

  • Control of compliance with safety standards and staff welfare.
  • Coordination of volunteer and staff insurance processes.
  • Management of the accounting system for personal protective equipment (PPE) and other safety equipment.
  • Promptly informing management of critical incidents.

G. Documenting and supporting processes

  • Preparing and updating SOPs, instructions and training materials.
  • Keeping records of training events and staff readiness indicators.
  • Documenting lessons learned and best practices.
  • Performing other tasks as assigned manager.

4. Expected work results

  • Conducting regular trainings for staff and project partners.
  • Up-to-date documentation on training and staff training.
  • System accounting of insurance, personal protective equipment and safety equipment.
  • Updated data on the level of staff readiness and performance of development indicators capabilities.
  • Documenting best practices and lessons learned.
  • Supporting the development and updating of security procedures.

5. Requirements for the candidate

Education

  • Higher education in the field of security, humanities, public health, education, personnel management or related fields.
  • Specialized certificates in the field of humanitarian security will be an advantage.

Experience

  • At least 3 years of professional experience in the field of personnel training, security management or capacity development programs.
  • Experience of working in humanitarian or crisis situations will be a significant advantage.
  • Experience of conducting trainingor training events is desirable.

Skills

  • Strong facilitation and training skills.
  • Understanding humanitarian security and protection principles.
  • Strong organizational and communication skills skills.
  • Ability to work in a dynamic environment and perform several tasks simultaneously.

Languages

Fluency in Ukrainian and working knowledge of English.

6. Reporting and Reporting

The Personnel Security and Capability Development Specialist reports to the Project Manager and works in close coordination with project teams and relevant internal departments.

7. Duration of the contract and place of work

Duration of the contract: 12 months with the possibility of extension.Place of work: Dnipro, Ukraine.
