General information:

The program "Partnership for a strong Ukraine" - Phase 2 (PFRU-2) is a multi-year donor program, which is implemented under the management of the Ministry of Foreign Affairs, Commonwealth Affairs and Development of the United Kingdom (the Ministry of Foreign Affairs of the United Kingdom) together with the Government of Ukraine. Starting from 2025, PFRU-2 will implement a number of strategic projects aimed at strengthening the capacity and resilience of Ukrainian authorities in the face of Russian aggression to provide the necessary support to local communities in cooperation with civil society, media and the private sector.

Project "Public Administration and Recovery infrastructure" (PAIRwill work with local governments in war-affected communities to facilitate the effective delivery of critical services in key areas such as health, education, social protection and administrative services. PFRU aims to promote the development of resilient and resilient communities that can withstand the challenges of war, focusing on restoring service delivery and strengthening the capacity of local governments. bold !important">)is implemented in cooperation with representatives of the security and population protection sector at the central level, local self-government bodies and public organizations. Its goal is to create safer communities and promote an inclusive and transparent approach to security at the community level. The project brings together participants from the community safety and humanitarian demining sectors, as well as volunteer first responder organizations.

The Economic Recovery and Employment Opportunities Project (EREO)aims support of authorities and economic entities in creating a more inclusive and cohesive business environment at the local and regional levels. The project includes a study of how targeted economic development measures can contribute to the stabilization of communities - by expanding employment opportunities for students and workers on the ground, reducing the need for relocation, as well as supporting micro, small and medium enterprises (MSMEs) during the war, which will preserve jobs in frontline and border areas.

Scope of responsibility (main functions):

The Digital Product Advisor will report to the Director of Outcome 2 and will be involved in working on all three strategic projects within Outcome 2. The advisor will be responsible for supportdevelopment of digital products and platforms that will contribute to the creation of more sustainable and strong communities in accordance with the mandate of the Program.

The advisor will work in the direction of "Digital Resilience, Transparency and Accountability" within the PAIR project, support humanitarian demining activities within the SPS project, and will also be involved in work on individual digitalization initiatives within of the EREO project (for example, in cooperation with the Ministry of Economy).

Key responsibilities:

  • Support the implementation of digital components within all Output 2 projects, including recommendations for improving functionality, sustainability and scalability of digital products
  • Deep understanding of technological and network architecture of clients and partners.
  • Assessment of needs in target communities, with an emphasis on the potential of CDTOs, requirements for cyber security and elimination of gaps in the digital infrastructure of TsNAPs.
  • Coordination with external partners — the Ministry of Digital Transformation of Ukraine, the Ministry of Economy, the Center for Humanitarian Demining (CHD), etc. — to ensure compliance of digital tools with the requirements of donors and end-users.
  • Development of technical specifications and technical tasks for Requests for Applications (RFA) and Procurement Requests (PAR), participation in tender commissions in cooperation with grants and procurement teams.
  • Regular monitoring of the progress of implementation of digital activities, identification of challenges, risks and opportunities for improvement in order to ensure timely achievement of expected results.
  • Ensure compliance of PFRU digital products with national legislation and international standards, with an emphasis on data security and user-friendliness.
  • Preparation of Activity Completion Reports (ACRs), summarization of experiences and best practices.
  • Participation in technical coordination meetings, field visits and dialogues with stakeholders at local, regional and national levels.
  • Degree Master's degree in Information Technology, Data Science or related field.
  • At least 5 years of professional experience in digital transformation or IT systems development in the public or private sectors. Experience in international development and cooperation with the Ministry of Digital Transformation is highly desirable.
  • Understanding of Ukraine's local self-government system and the potential of digital tools (e.g. Diya) to increase transparency, accountability and efficiency of service delivery.
  • Experience in coordinating digital initiatives — such as CDTO programs, digital transformation training, cyber security measures or implementation of e-services platforms — in cooperation with Ukrainian and international partners.
  • Confirmed knowledge of project management methodologies and user-oriented design.
  • Developed analytical skills and ability to solve technical problems.
  • Experience of planning, successful implementationevaluation and evaluation of IT projects.
  • Understanding of software development processes, APIs and databases.
  • Developed oral and written communication skills, ability to effectively collaborate with different teams.
  • Fluency in Ukrainian and English (oral and written).
  • Ability to work independently, supporting effective interaction with strategic project teams.
  • Ability to effectively interact with various partners and organizations, as well as willingness to travel to communities as needed.

Qualification requirements:

  • Master's degree in information technology, data science or related field.
  • At least 5 years of professional experience in the field of digital transformation or development of IT systems in the public sector or private sectors. Experience in international development and cooperation with the Ministry of Digital Transformation is highly desirable.
  • Understanding of Ukraine's local self-government system and the potential of digital tools (e.g. Diya) to increase transparency, accountability and efficiency of service delivery.
  • Experience in coordinating digital initiatives — such as CDTO programs, digital transformation training, cyber security measures or implementation of e-services platforms — in cooperation with Ukrainian and international partners.

Term of employment / LOE:

This position is part-time on a one-year contract (subject to the successful achievement of SMART goals).

Place of work:

Kyiv (Ukraine) with the possibility of business trips to the territory of Ukraine (depending on the security situation).

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO), and governed in collaboration with the Government of Ukraine (GoU). Beginning in 2025, PFRU-2 will implement a series of Strategic Projects aimed at strengthening the Ukrainian government's capacity and resilience in the face of Russian aggression, delivering essential support to local communities in collaboration with civil society, media, and the private sector.

Public Administration and Infrastructure Recovery (PAIR) Project: This project will work with local governments in war-affected communities to facilitate the effective delivery of critical services in key sectors: healthcare, education, social protection, and administrative services. By focusing on restoring service delivery and building local government capacity, PFRU aims to foster more durable and resilient communities capable of withstanding war-related shocks.

Safety, Protection, and Security (SPS) Project: This project will collaborate with GoU safety and security actors, local governments, and civil society organizations to build safer communities and promote a more inclusive and transparent approach to community security. It engages stakeholders in the community security and mine action sectors, as well as volunteer first responder organizations.

Economic Recovery and Employment Opportunities (EREO) Project: This project aims to support governments and economic actors in fostering a more inclusive and cohesive business environment at the local and oblast levels. It will explore how targeted economic development interventions can stabilize communities by offering students and workers more local employment options, reducing the need to relocate, and helping micro, small, and medium-sized enterprises (MSMEs) survive during wartime—preserving jobs in frontline and border oblasts.

Principal Services and Responsibilities (Essential Functions):

PFRU-2 is recruiting an Advisor to report to the Outcome-2 Director and work across all three Outcome-2 Projects. The Advisor will support the development of digital products and platforms that contribute to building more resilient and durable communities in compliance with the Programme mandate and ultimate goal.

The Advisor will support the Digital Resilience, Transparency and Accountability workstream under the PAIR Project and the Supporting Humanitarian Demining Efforts under the SPS Project as well as selected digitalization initiatives of EREO Strategic Project (e.g. with/for Ministry of Economics).

Key Responsibilities:

  • Support the implementation of digital components across all Outcome 2 projects, including recommendations to improve functionality, sustainability, and scalability of PFRU-designed digital products.
  • Clearly understand client/partner technology and network architecture.
  • Conduct needs assessments in target hromadas, focusing on Chief Digital Transformation Officer (CDTO) capacity, cybersecurity requirements, and bridging digital infrastructure gaps in Administrative Services Centres.
  • Coordinate with external stakeholders - Ministry of Digital Transformation of Ukraine, Ministry of Economics, the Centre for Humanitarian Demining (CHD), and others to ensure digital tools and platforms align with donor and end-user requirements.
  • Develop technical specifications and terms of reference to assist with Requests for Applications (RFAs) and Procurement Action Requests (PARs). The Advisor may coordinate closely with Grants and Procurement teams and participate in procurement evaluation panels.
  • Conduct regular progress reviews of digital activities, identifying challenges, risks, and opportunities for improvement to ensure timely achievement of objectives.
  • Ensure PFRU digital products comply with national legislation/requirements and international standards, with emphasis on data security and user functionality.
  • Contribute to Activity Completion Reports (ACRs), highlighting best practices and lessons learned.
  • Participate in technical coordination meetings, field visits, and stakeholder dialogues at local, regional, and national levels.

Required Skills and Qualifications:

The Advisor should possess the following qualifications and experience:

  • Master’s degree in Information Technology (IT), Data Science, or a related field.
  • Minimum of 5 years’ professional experience in digital transformation or IT systems development in the public or private sectors. Experience in international development and with the Ministry of Digital Transformation is highly desirable.
  • Understanding of Ukraine’s local governance system and how digital tools (e.g., DIIA) can enhance transparency, accountability, and service delivery.
  • Experience coordinating digital initiatives—such as CDTO programmes, digital transformation training, cybersecurity, or e-service platforms—with diverse Ukrainian and international stakeholders.
  • Proven knowledge of project management methodologies and user-centred design.
  • Strong analytical and problem-solving skills to address technical challenges.
  • Proven experience in planning, successfully implementing and evaluating IT projects.
  • Understanding of software development processes, APIs, and databases.
  • Strong verbal and written communication skills, including cross-team collaboration.
  • Fluency in Ukrainian and English (spoken and written) is required.
  • Ability to work independently while maintaining close collaboration with strategic project teams .
  • Willingness to work in multi-stakeholder environments and travel to field locations as needed.

Duration of Assignment / LOE:

This is a part-time position based on a renewable one-year contract, subject to successful completion and implementation of personal SMART goals.

Location of Assignment:

The principal location of this assignment is Kyiv, Ukraine, with travel to other regions of Ukraine, subject to security conditions.
