General information

The Partnership for a Strong Ukraine - Phase 2 (PFRU-2) program is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth Affairs and Development of Great Britain (MFA of Great Britain) together with the government of Ukraine. Starting in 2025, PFRU-2 will implement a number of strategic projects aimed at strengthening the capacity and resilience of Ukrainian authorities in the face of Russian aggression to provide the necessary support to local communities in cooperation with civil society, media and the private sector.

The Public Administration and Infrastructure Restoration (PAIR) project will work with local self-governance in war-affected communities to facilitate the effective delivery of critical services in key areas such as health, education, social protection and administrative services. Focusing its efforts on the restoration of service provision, building the capacity of local self-government bodies, the project aims to contribute to strengthening the resilience of communities in war conditions. 400">The Digital Literacy Advisor will report to the Director of the Public Administration and Infrastructure Renewal (PAIR) strategic project. The adviser will be responsible for the development of digital literacy and strengthening the sustainability, transparency and accountability of local self-government bodies through the modernization of IT infrastructure, increasing their capacity and promoting the safe and accessible use of digital technologies. accountability" within the PAIR strategic project. The duties of the advisor(s) will include managing activities within this direction and coordinating actions, including close cooperation with the Ministry of Digital Transformation of Ukraine regarding potential areas of partnership, conducting field visits to partner communities and PFRU-2 regions (depending on the security situation), assessing the existing IT infrastructure, digital skills and service delivery systems, as well as participating in the development of measures to increase the level of digital literacy, awareness of issues of cyber security and effective data management at the local level.

Key responsibilities:

  • Participation in the planning and implementation of activities within Direction D "Digital sustainability, transparency and accountability", preparation of technical recommendations and concept notes in accordance with PAIR goals and community needs, development of digital literacy.
  • Coordination of interaction with the Ministry of Digitaltransformation of Ukraine regarding the implementation of measures of Direction D, support for initiatives to increase the Digital Transformation Index in specific thematic areas, promotion of the inclusive use of digital tools.
  • Assessment of the needs of target communities with an emphasis on digital literacy, requirements for cyber security, elimination of gaps in the digital infrastructure of the National Centers for Economic and Social Development, improvement of accessibility, inclusiveness and digital skills among local staff and residents.
  • Development of Requests for Applications (RFA) and Procurement Implementation Requests (PAR), coordination with grant and procurement teams to meet the deadlines of project activities and effective implementation of activities within Direction D.
  • Monitoring and evaluating the progress of the implementation of activities, identifying difficulties, risks and opportunities for improvement, preparing proposals for adjusting project activities in order to achieve the expected results, in particular in the area of digital literacy.
  • Preparation of Activity Completion Reports (ACRs), summarizing experiences and best practices, and ensuring the transfer of relevant results and materials for internal use for organizational development purposes.
  • Ensuring that proposed project activities are aligned with project objectives.
  • Participation in technical coordination meetings, field visits and dialogues with stakeholders at local, regional and national levels levels Execution of other tasks related to the implementation of the Project, as instructed by the Project management and/or the management of the division.

Qualification requirements:

  • Master's degree in information technology, data science, digital governance or related field.
  • At least 5 years of professional experience in digital transformation, IT systems development, data management or digital consulting in the public sector or in an international development context.
  • Proven experience in international donor-funded programs, government agencies or program implementing organizations development Highly desirable - experience of cooperation with the Ministry of Digital Transformation of Ukraine.
  • Deep understanding of the system of local self-government in Ukraine and the potential of digital technologies to increase transparency, accountability and efficiency of service provision in war-affected communities.
  • Experience of coordinating digital initiatives — such as CDTO, digital transformation training, cyber security measures or implementation of electronic service platforms — in cooperation with local self-government bodies, national institutions and international partners in the field of development.
  • Developed oral and written communication skills.
  • Must be fluent in Ukrainian and English (oral and written).
  • Ability to work independently, maintaining constant communication and maintaining effective interaction with other strategic projects and PFRU-2 regional advisor(s).
  • Ability to effectively interact with various partners and communities, as well as willingness to travel to communities as needed.

Term of employment/LOE:

This position provides full-time employment on a one-year contract (extendable subject to successful achievement of personal SMART goals).  

Position location:

The main place of work for this position is Kyiv (Ukraine) with the possibility of business trips to the territory of Ukraine (depending on the security situation).

Reporting:

The advisor on issues of digital loudness will report to the director of the strategic project "Public administration and infrastructure renewal".

Background

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine (GoU). Starting from 2025, PFRU-2 will be implementing a series of Strategic Projects, entitled to strengthen Ukrainian governments’ capacity and resilience in the face of Russian aggression to deliver essential support to local communities in collaboration with civil society, media and the private sectors.

The Public Administration and Infrastructure Recovery (PAIR) strategic project will work with local governments in war-affected hromadas to effectively facilitate the delivery of critical services in the following key sectors: healthcare, education, social protection, and administrative services. Through focusing interventions on restoring service delivery,local government capacity building PFRU aims to facilitate more durable and resilient communities that can weather war-related shocks.

Principal Services and Responsibilities (Essential Functions):

PFRU-2 is recruiting a Digital Literacy Advisor to report to the Public Administration and Infrastructure Recovery Project Director. The Advisor will be responsible for advancing digital literacy and strengthening resilience, transparency, and accountability in local governments through IT infrastructure development, capacity building, and promotion of safe and inclusive use of digital tools.

The Advisor will provide strategic coordination of Workstream D ‘Digital Resilience, Transparency and Accountability’ within the PAIR strategic project. The Advisor will be responsible for steering and coordinating activities under this workstream, including close collaboration with the Ministry of Digital Transformation of Ukraine on potential areas of partnership, conducting field visits to PFRU-2 partner hromadas and oblasts (security permitting), supporting assessments of existing IT infrastructure, digital skills and service delivery systems, and guiding the design of activities to strengthen digital literacy, cybersecurity awareness, and effective data management at the local level.

Key Responsibilities:

  • Provides technical advice and input for the planning and implementation of activities under Workstream D ‘Digital Resilience, Transparency and Accountability’ and prepares concept notes to ensure consistency with PAIR objectives and local needs, advancement of digital literacy.
  • Coordinate Workstream D activities with the Ministry of Digital Transformation of Ukraine, supporting initiatives aimed at strengthening the Digital Transformation Index in the thematic areas outlined in the PAIR strategic framework, while promoting inclusive use of digital tools.
  • Conduct needs assessments in target hromadas, focusing on digital transformation capacity, cybersecurity requirements, bridging digital infrastructure gaps in Administrative Services Centres, and enhancing the accessibility and inclusiveness, and digital skills of local staff and communities.
  • Contribute to the development of Requests For Applications (RFAs) and Project Activity Requests (PARs), and coordinate closely with the Grants and Procurement teams to ensure the timely and effective implementation of activities under Workstream D.
  • Monitor and assess progress of Workstream D activities, identifying challenges, risks, and opportunities for improvement, and recommend adjustments to ensure objectives are met, including those related to strengthening digital literacy.
  • Contribute to the preparation of Activity Completion Reports (ACRs), lessons learned, and best practices from Workstream D activities, and support the handover of relevant outputs and materials to ensure knowledge retention and continuity.
  • Ensure that proposed interventions align with project goals.
  • Participate in technical coordination meetings, field visits, and stakeholder dialogues at local, regional, and national levels. Perform other duties related to the Project implementation assigned by the Project and/or Outcome Leadership.

Required Skills and Qualifications:

The Advisor should have the following qualifications and experience:

  • Master’s degree in information technology, data science, digital governance, or a related field.
  • Minimum of 5 years of professional experience in digital transformation, IT systems development, data governance or digital advisory in public sector or international development contexts.
  • Proven experience working with international donor-funded programmes, government institutions, or development organisations. Previous experience of collaboration with the Ministry of Digital Transformation of Ukraine would be considered a strong asset.
  • Solid understanding of Ukraine’s local governance system and the ways digital tools can strengthen transparency, accountability, and service delivery in war-affected hromadas.
  • Experience in coordinating digital initiatives - such as CDTO, digital transformation trainings, cybersecurity, or e-service platforms - involving local authorities, national institutions, and international development partners.  
  • Excellent analytical, organisational, and problem-solving skills.
  • Strong verbal and written communication skills.
  • Fluency in Ukrainian and English (spoken and written) is required.
  • Ability to work independently while maintaining close collaboration with other strategic project teams and regional advisors.
  • Ability to work collaboratively in multi-stakeholder environments and travel to field locations as needed.

Duration of Assignment/LOE: 

This will be a full-time, long-term position, based on extendable 1-year contract (prolonged upon successful completion/implementation of personal SMART-goals).

Location of Assignment:  

The principal location of this assignment is Kyiv, Ukraine, with travel to other parts of Ukraine (security permitting).
