"Partnership for a Strong Ukraine", Phase-2 (PFRU-2) is a multi-year a donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain. The goal of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. This should contribute to the development of a more stable, socially cohesive, inclusive, democratic, sovereign and prosperous Ukraine. PFRU provides funding to Ukrainian and international implementing partners and implements projects based on research results and the evidence base.

The successful candidate will be part of the senior management team with overall responsibility for program implementation. He/she will interact with customers and senior management of the company on a regular basis as a representative of the program's senior management, as well as report on key financial indicators to the team leader and head office management.

Essential responsibilities:

Strategic leadership and management of the program

  • Performing the functions of senior advisor to the program director and senior management on financial and operational issues, including participation in strategic planning and decision-making.
  • Representing the interests of the program in high-level discussions with donors, in particular regarding financial indicators, integrity of systems and the ability to implement projects.
  • Support for the development and implementation of strategies aimed at strengthening the sustainability, efficiency and impact of the program.

Financial management andcontrol

  • Responsible for the accuracy, timeliness and quality of financial reporting in close collaboration with the program management group and the program team.
  • Lead all aspects of the financial management of the program, including budgeting, forecasting and variance analysis, ensuring that comments from individual budget managers are taken into account of the project.
  • Ensuring technical and compliance analysis of sub-budgets (at the project level) at the stage of initial development and revision of budgets or forecasts, as well as working with teams in case of risk of non-fulfillment of financial indicators.
  • On behalf of Kimonix UK, ensuring the achievement of financial KPIs of the program, meeting or exceeding the indicators of income and gross margin, ensuring high financial results.

Systems management and integration

  • Leading the process of development, coordination and optimization of financial management systems in all divisions and functions.
  • Supporting the formation process and leading the activities of the coordination committee with issues of system operation ("Coordinating Committee") in order to minimize duplication between systems and proactively identify and eliminate gaps.
  • Ensuring the availability of appropriate workable tools and systems at each cycle of program implementation, as well as clear documentation and adherence to work procedures.
  • In cooperation with teams implementing new tools and platforms (as needed), including ensuring proper training and support of personnel.

Operational efficiency and process improvement

  • Identifying and eliminating inefficiencies in financial operations, system operation and program work processes, ensuring compliance with program goals.
  • Leading change management initiatives to improve coordination between divisions and ensure operational scalability.
  • Development and implementation of standard operating procedures (SOPs) to ensure consistency, efficiency and accountability of program financial management.
  • Formation of a culture of experiential learning, accountability and continuous improvement in the finance unit.

Leadership and capacity development of staff

  • Collaboration with project teams and budget managers to drive behavioral change and capacity building for improved and effective project budget management.
  • Managing and mentoring high-performing units responsible for finance and systems (on-site in Kyiv and remotely).
  • Setting clear goals, control of work results and support of rstaff development through mentoring, training and management of work results.
  • Promoting the formation of a culture of inclusiveness, cooperation and high integrity in the team in accordance with the values of the program and the corporate ethos of Kimonix UK.

Requirements for the candidate:

Key Skills/Experience

  • Proven experience leading high-performing teams responsible for financial and program management, both face-to-face and remotely.
  • Experience managing large, complex program budgets, including forecasting analyzing deviations and tracking the impact on commercial indicators.
  • Extensive experience in financial reporting, KPI monitoring and ensuring the achievement of revenue and margin targets.
  • Deep experience in using financial management systems, processes and methodologies, as well as experience in financial and commercial modeling of program activities.
  • Proven successful experience in change management, system development and ensuring cooperation between divisions.
  • Ability to apply a strategic approach to finance and find a balance between meeting corporate and commercial targets and meeting resource needs and achieving program results.
  • Ability to communicate effectively with high-level stakeholders, including customers and company management.
  • Confident command of project and financial management tools, especially PMO 365; knowledge of SAP and QuickBooks will be an advantage.
  • Experience of working in programs funded by the Ministry of Foreign Affairs of Great Britain or other donors is desirable; formal training in change management is desirable.

The Partnership Fund for a Resilient Ukraine, Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO). The aim of PFRU is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

This role is part of the senior management team that is responsible for overall programme implementation. The successful candidate will be required to regularly engage with client and corporate senior leadership as an SLT representative as well as reporting on key financial metrics to the Team Lead and Head Office leadership.

Key Responsibilities:

Strategic Leadership & Programme Direction

  • Serve as a senior advisor to the Programme Director and SLT on financial and operational matters, contributing to strategic planning and decision-making.
  • Represent the programme in high-level discussions with donors, particularly around financial performance, systems integrity, and delivery capacity.
  • Support the design and implementation of strategies that strengthen the programme’s sustainability, efficiency, and impact.

Financial Management & Oversight

  • Responsible for accurate, timely and high-quality financial reporting, working closely with PMU and programme team.  
  • Lead all aspects of programme financial management, including budgeting, forecasting and variance analysis, ensuring input by individual project budget holders.
  • Ensure technical and compliance review of sub-budgets (project level) during initial development and rebudgeting or reforecasting and challenges teams where financial performance is at risk.
  • Ensure programme is meeting financial KPIs, maintaining or exceeding revenue and gross margin and delivering strong financial performance on behalf of Chemonics UK.

Systems Management & Integration

  • Lead the development, alignment, and optimisation of financial management systems across all teams and functions.
  • Supports development of and leads Systems Steering Committee (‘Steerco’), ensuring that there is minimal overlap between systems, and that gaps are proactively identified and met.
  • Ensure programme delivery cycles are supported by fit-for-purpose tools and systems, and that processes are clearly documented and adhered to.
  • Work with teams to implement new tools and platforms as needed, ensuring adequate training and support for staff.

Operational Effectiveness & Process Improvement

  • Identify and address inefficiencies in programme financial operations, systems, and workflows, ensuring alignment with delivery objectives.
  • Lead change management initiatives to improve cross-functional coordination and ensure operational scalability.
  • Develop and enforce standard operating procedures (SOPs) that promote consistent, efficient, and accountable financial programme management.
  • Foster a culture of learning, accountability, and continuous improvement across finance teams.

Team Leadership & Capacity Development

  • Work with project teams and budget holders to drive behavioural change and capacity development for improved and effective project budget management.

Person Specification:

Essential Skills/Experience

  • Proven leadership of high-performing finance and programme management teams in both in-person and remote settings.
  • Extensive experience managing large, complex programme budgets, including forecasting, variance analysis, and commercial impact tracking.
  • Strong background in financial reporting, KPI monitoring, and ensuring revenue and margin targets are met.
  • In depth experience of utilising financial management systems, process and methodologies, as well as experience with programme financial and commercial modelling.  
  • Demonstrated success in change management, systems development, and cross-functional collaboration.
  • Ability to take a strategic view of finance, balancing corporate and commercial targets with resourcing needs and programme delivery impact. 
  • Effective communicator with senior stakeholders, including clients and corporate leadership.
  • Proficient in project and financial management tools, especially PMO 365; knowledge of SAP and QuickBooks is a plus.
  • FCDO or donor-funded programme experience desirable; formal change management training preferred.
