The main activity of the employee:
The project coordinator (CP) delegates certain duties to the deputy project coordinator according to objective criteria, taking into account stability in the processing of various cases. In general, the Deputy Project Coordinator will assist the Coordinator in planning the goals and priorities of the project by identifying the health needs of the population, analyzing the context, risks and constraints, as well as calculating the necessary human and financial resources. He/she will participate in supervision, monitoring and follow-up together with KP on all aspects of the projects in order to ensure their effective and smooth functioning. He/she will replace the project coordinator during his/her absence.
Main duties:
- Contribute to the analysis of political, humanitarian, economic and social context in the project implementation region in order to ensure compliance with the statute, policy and image of MSF in relation to national staff, population, authorities and partners.
- Draft memorandum of understanding and correspond with authorities and partners (government officials, military, medical directors, UN agencies, NGOs, etc.) to ensure smooth and accurate communication.
- Prepare project reports (medical interventions, outcomes achieved, donation tracking, security/contextual analysis) to provide coordination, headquarters and other relevant stakeholdersm parties.
- Contribute to the planning, supervision, monitoring and support, together with the KP, of all aspects of the projects in accordance with the project plan, MSF operational policies and main strategic directions.
- Translate and proofread documents and act as an interpreter when necessary.
- On request of the KP to represent MSF within the project (government, military, medical directors, UN agencies, NGOs, mass media) and to negotiate cooperation agreements.
- According to the instructions of the KP , participate in research missions to better understand the context, priorities, constraints and needs of the population. Support the project coordinator in the execution of the day-to-day tasks of the project.
- Maintain and expand the network of MSF interests in the region of operation.
- Support and expand advocacy efforts with partners and external organizations.
REQUIREMENTS:
Education:
- Higher education preferred.
Experience:
- Fluency in English (B2/C1) and Ukrainian languages;
- Desirable previous work experience in the field of humanitarian aid in MSF or other NGOs;
- Understanding of the health care system of Ukraine and mechanisms of local self-government;
- Necessary communication and negotiation skills;
- Necessary understanding of the context of events in Ukraine, especially related to the current war actions;
- Being from or having professional work experience in one of the regions in the east of Ukraine (Donetsk, Kharkiv, Dnipropetrovsk) is an advantage;
Languages:
- Languages -Ownership in Ukrainian and English languages are mandatory.
