Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the field of mental health and psychosocial support (MHPSS). Since the full-scale invasion on 24 February 2022, Malteser International has rapidly expanded its humanitarian operations to respond to the growing needs across the country, partnering with more than 8 local organizations to provide critical assistance to people affected by the crisis. Today, Malteser International's humanitarian response includes the distribution of food, hygiene kits, winter kits, housing assistance and MPCA in hard-to-reach areas of Eastern and Southern Ukraine to reduce challenges and risks to people's lives. The international network of the Order of Malta supports people affected by the war in Ukraine and will continue to do so as long as help is needed.
To implement its activities in Ukraine, Malteser International is looking for a Deputy MEAL Manager - national position.
As Deputy MEAL Manager, reporting to the MEAL Manager, you will ensure the development of the MEAL system organization and will support partners across Ukraine in achieving planned contributions, indicators, implementation milestones and targets.
You will also participate in the formation and implementation of the MEAL strategy of MI programs, ensuring the measurement of program impact, its proper communication and use to strengthen accountability and improve program activities.

Your responsibilities:
Lead the planning, coordination and reporting of MEAL by supportingdevelopment and improvement of MEAL plans, standard operating procedures (SOP), methodologies and guidance documents. Play a key role in the development of MEAL project work plans, ITTs and logframes, ensuring the accuracy and quality of indicators and reporting indicators in close coordination with MEAL MI officers and MEAL focal points of partners. quantitative data for evidence-based decision making. Coordinating monthly MEAL reporting requirements (MoVs, trackers, narrative reports, indicator tables), reviewing partner reports and providing feedback with follow-up support.
Managing monitoring, evaluation and training processes, tracking program activities, results and achieved changes against targets and indicators; documenting successes and challenges; contribution to the evaluation of services; preparation of MEAL contributions to donor reports; systematizing and documenting lessons learned to inform further planning and development of project proposals.
Providing technical leadership and conducting evaluations, developing and revising MEAL tools (evaluations, registration forms, PDM, FGDs, distribution lists, checklists), conducting field visits, sampling and remote monitoring to ensure compliance with project objectives and requirements donors.
Supporting accountability and program management, implementing accountability mechanisms and integrating the results into project design and adaptive management. Provide technical support and evidence-based recommendations to MEAL officers and partners, participate in the development of project proposals, and conduct sectoral or multi-sectoral needs assessments as appropriate.
Focus on capacity development and information management, MEAL partner capacity assessments, development of capacity development plans, mentoring and training of MEAL staff, and leading the development of dashboards and data analysis (Excel/Power BI) for internal and external reporting.
Adherence to protection and security standards, implementation of MI policies and the Code of Conduct, timely notification of violations, ensuring compliance with security protocols, participation in briefings and trainings, as well as informing the responsible person about incidents or threats.
Your profile:
Higher education or equivalent in the field of social or political sciences, development studies, international relations, project management or other relevant fields.
Proven MEAL experience in the humanitarian sector or in data management and analysis.
Proven organizational skills and the ability to effectively manage multiple tasks simultaneously while maintaining quality work, team spirit and positive working relationships with colleagues.
Proven management experience with the ability to engage and motivate staff and partners in complex and new environment.
Experience with collection and reporting methods, both quantitative andand quality data.
Excellent interpersonal skills and proven ability to establish effective working relationships with local staff and other stakeholders.
Very good computer and analytical skills.
Fluent working knowledge of English and Ukrainian.
