Deputy MEAL Manager in ACTED

MEAL deputy manager will be responsible for the implementation of MEAL strategies and implementation plans throughout Ukraine.   He/she will support the MEAL Manager in the development of strategies, work plans, data collection tools and SOPs and provide key input to Area MEAL staff. The Deputy MEAL Manager will ensure that MEAL strategies reach baseline and are updated based on learning generated at baseline.

Obov' obligations and responsibilities

1. < strong style="font-weight: 700">Line management and capacity building of territorial officersMEAL

a) Support in the development of the work plan for MEAL territorial offices and oversee the implementation of MEAL activities in the implementation areas;

b) Provide ongoing technical support and capacity building of MEAL staff in implementation areas; 

c) Conduct staff evaluations and make recommendations to the MEAL manager regarding staff retention and/or promotion.

2. Oversee the implementation of MEAL measures in the specified areas of activity in the Office in Ukraine

a) Development and management of the work plan MEAL at the country level;

b) Manage the mobilization of resources for MEAL activities, coordinating with HR and logistics departments as needed;

c) Develop and update data collection templates and ensure that appropriate tools are available for all MEAL activities taking place in the defined focus area;

d) Develop TOR for all MEAL activities,  including recommendation sampling strategy, timelines, work planning and resource mobilization.  

3. Lead in data analysis and educational activities;

b) Support   MEAL reporting processes, including PDM reports, evaluation reports and project updates; 

c) Assist in the transformation of MEAL data into program learning at the regional and country level.

4. Support the development and implementation of the MEAL strategy throughout the country

a) Collaborate with the MEAL Manager to develop MEAL strategies and approaches at country level;

b) Ensure that country-level strategies are below the baseline and incorporate findings from the baseline into strategy updates.

Key qualifications

• Bachelor's degree in international relations, project management, statistics or related degree;
• Professional experience in data collection, analysis and reporting;
• Fluency in Ukrainian and Russian languages;
• Fluency in English ;
• Experience in managing personnel and management teams;
• Experience in data visualization using Power BI;

• Flexibility and adaptability to constantly changing needs and responsibilities;
• Ability to work independently, willingness to learn;< /li>
• Good organizational, communication and interpersonal skills;
• Experience in humanitarian monitoring and evaluation.
