The Right to Protection, CF
BF "Right to Defense" (hereinafter - the Foundation) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), victims of war, refugees and stateless persons. The Fund is an executive partner of UNHCR and monitors the situation of protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.
PULSE (Protection, Unity, Leadership, Support, Empowerment) is the first national consortium of civil society organizations that have united their unique expertise, for the protection and assistance of war victims. It is financed with the support of UK aid from the government of Great Britain, implemented under the coordination of the BF "Right to Defense". Support for this project in Ukraine by the UK government is provided through the SHARP component of its Humanitarian Aid, Rehabilitation and Protection Program.
In the period from September 2025 to March 2028, the Fund will implement measures to monitor protection, provide legal aid, increase access to basic services and build community resilience in the regions of Ukraine: Sumy, Chernihiv, Kharkiv, Donetsk, Zaporizhia, Dnipropetrovsk, Kherson, and Mykolaiv regions. The activity takes place in regions and communities with different levels of security risks, including high ones. The Foundation organizes working conditions taking into account the security context and provides measures to reduce risks and protect the team.
The Deputy Head of the MEAL Department for Methodological Issues will be accountable to the head of the MEAL Department and will work in close cooperation with project managers, managers directions and programs.
This position provides for the possibility of working both in the office and remotely.
RESPONSIBILITIES>> none">Development of internal organizational monitoring and evaluation methods in accordance with the Fund's strategy;">Development of monitoring and evaluation methods within the framework of consortia Fund;
Integration of project and organizational level activities and indicators, formation / operationalization of end-to-end M&E logical matrix;
Development of guides, conducting in-depth interviews / FGD, development of questionnaires, testing of tools, management of data collection (internal CRM system);
Analysis of quality, effectiveness and efficiency based on M&E results, data analysis and preparation of reports;
Interaction with the fundraising department, department heads, project managers, coordination of the integration of standardized quality indicators of the Fund's main activities into the project indicators monitoring system;
Interaction with MEAL specialists of international organizations for exchange of experience and training;
Assist in building organizational capacity and improving MEAL standards and policies;
Comply with all relevant R2P policies and procedures, including the Code of Conduct and the Policy on Accountability to Affected Populations.
QUALIFICATIONS REQUIRED
Minimum 4 years of professional experience;
Minimum 2 years of progressive professional experience in monitoring and evaluation;
Experience in humanitarian programs and programsdevelopment is an advantage;
Knowledge of qualitative and quantitative methodology and data collection methods;
Meeting deadlines, attention to detail;
Fluency in English and Ukrainian languages.
