BF "Right to Protection" (the Foundation) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), people in need of international protection, stateless persons and groups under the risk of statelessness. The Fund is an executive partner of UNHCR and implements programs of free legal aid throughout Ukraine, as well as promotes changes in national legislation in accordance with international standards in the field of human rights. PULSEis funded by FCDO and aims to protect and support civilians affected by the conflict in Ukraine. The project is implemented by a consortium of Ukrainian and international organizations, where each organization brings its expertise and works in a specific field. It aims to protect and support IDPs and other vulnerable groups through emergency assistance (evacuations, temporary accommodation, financial support), ensuring access to basic services (legal aid, documentation, social transport), as well as national advocacy for reforms in the areas of protection, compensation and social policy. Special attention is paid to children, people with disabilities, the elderly, veterans, victims of domestic violence and other vulnerable categories.

In the period from September 2025 to March 2028, the Fund will implement measures to monitor protection, provide legal assistance, strengthening access to basic services and building resilience of communities in the regions of Ukraine: Sumy, Chernihiv, Kharkiv, Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, and Mykolaiv regions. with a high level of security risks (in particular, Sumy, Kharkiv, Chernihiv, Donetsk, Zaporizhzhya, Kherson regions). BF "Right to Protection" organizes working conditions taking into account the security context and provides measures to reduce risks and protect the team.

SeniorMonitoring and evaluation specialist will be accountable to the MEAL head(s) of the department and will work in close cooperation with project managers, heads of areas and programs.

Danand the position includes the possibility of working both in the office and remotely.

DUTIES AND RESPONSIBILITIES

  • Development of internal organizational monitoring and evaluation methods;
  • Development of the methodology and methodology of the Fund's consortia and partnerships;

  • Development of in-depth interviews / questionnaires, data collection management;

  • Analysis of quality and performance effectiveness based on M&E results, data analysis and preparation of reports;

  • Interaction with the fundraising department, department heads, project managers, integration coordination standardized quality indicators of the Fund's main activities into the project indicators monitoring system;

  • Interaction with MEAL specialists of international organizations for the exchange of experience and training;

  • Assist in building organizational capacity and improving MEAL standards and policies.

Reporting and accountability

Comply with all relevant R2P policies and procedures, including a code of conduct and policy on accountability to affected populations.

QUALIFICATIONS REQUIRED

  • Minimum 4 years of professional experience;

  • Minimum 2 years of progressive professional experience in monitoring and evaluation;

  • Experience in humanitarian and development programs is an advantage;

  • Knowledge of qualitative and quantitative methodology and data collection methods;

  • Experience in conducting qualitative and quantitative research;

  • Knowledge of mobile data collection software and tools would be an advantage;

  • Experienced Excel user;

  • Strong leadership qualities;

  • Strong interpersonal and communication skills;

  • Ability to work independently on agreed tasks;

  • Adherence to deadlines, attention to detail;

  • Fluency in English and Ukrainian languages (written and spoken).
