I. Cstrategic budgeting and financial planning

1. Participating in the calculations, planning and forecasting of the monetary support fund and the salary of the BEB staff for the planning period.
2. Preparation and providing proposals for the optimal distribution of the approved monetary support fund between the central office and the territorial offices of the BEB.
3. Formation of proposals for financing the territorial offices of the BEB in the direction of wages and control over their full and timely provision of funds within the limits of the approved estimated expenses.
4. Development and preparation for the approval of draft staff lists of the central BEB apparatus. Checking, agreeing and submitting for approval the projects of staff lists of territorial departments of the Ministry of Defense.

II. Accounting and payroll operations

1. Organization and provision of timely accrual and payment of all types of wages, financial support, as well as benefits for temporary incapacity for work for all personnel of the central office (civil servants, persons under employment contracts, persons with special titles) and payment of taxes and fees.
2. Accounting of business transactions related to accrual, reflected in accounting registers, payment of wages and monetary support.

III. Financial control, reporting and analytics

1. Compilation based on accounting data of tax, statistical and other mandatory reporting of the central apparatus of the BEB, ensuring its timely submission to the authorized bodies.
2. Analysis of actual expenditure on wages of the central apparatus and territorial offices of the BEB in accordance with allocated appropriations.

Preparation of information and analytical materials on salary issues to inform the management of the Department and BEB.

Requirements:

• Full higher education;
• Experience of working in public service positions of categories "B" or "B" or experience of service in local self-government bodies, or experience of working in managerial positions of enterprises, institutions and organizations regardless of the form of ownership at least two years;
• Free possession of state in language;
• Proficiency in foreign languages will be an advantage.
