In connection with the crisis in Ukraine, the International Medical Corps is working both directly and in partnership with local organizations to increase access to medical goods and services, mental health and psychosocial support (MHPSS), clean water, nutrition and sanitation, and protection for both internally displaced persons and those living in war-affected areas.

Job Description

The candidate who will hold this position will support the manager of health care projects and programs and the team to coordinate and implement health care measures in Ukraine.

The Deputy Head of Health Projects and Programs will provide strategic vision and technical support in defining, developing, implementing and managing national health programs. The Associate Director of Health Projects and Programs will work in collaboration with the Medical Coordinator and senior management, as well as field health teams, to deliver high quality health services to targeted beneficiaries. The Deputy Head of Health Projects and Programs will undertake frequent site visits to ensure the highest standards of service delivery. He/she will provide high quality clinical services in all health facilities supported by the International Medical Corps. He/she will monitor quality of care, ensure training and appropriate support of all staff, appropriate management of pharmaceuticals and other medical supplies, and apply clinical-level data to national quality improvement efforts. The Deputy Head of Health Projects and Programs will represent the International Medical Corps at national health coordination meetings, the Health Forum and other technical working groups. He/she will also be the liaison between the organization and the Ministry of Health/UN agencies/partners. The Associate Director will also be responsible for developing staff capacity and strengths in mission-critical health programming areas. 

Main tasks and responsibilities

  • Respond to emergency humanitarian situations in the field of health care under the direction of your immediate supervisor.
  • Coordinate with relevant local authorities, health cluster, health facilities and other sector actors working in the country, as appropriate.
  • Perform technical review, make monthly field and donor reports.
  • Ensure timely and adequate provision of supplies and drugs by reviewing pharmacy consumption reports, national drug protocols, program budgets, procurement of partner agency and UN drug kits, and health information materials.
  • Aid in the assessment of medical and humanitarian needs.
  • Assessment of the medical needs of hospitals and other medical facilities in different regions and exchange of information with the line manager.
  • Assistance in setting up and creating mobile medical centers.
  • Support for the identification of medical personnel for the territory where the project takes place.
  • Assist the health team and warehouse team in the development of medical kits for distribution in health facilities. 
  • Monitoring and supervising hospitals and primary care facilities by visiting them on site. Reporting the findings of the work carried out to the line manager, if the security situation allows.
  • Assisting in the training of medical staff to build their capacity and ensure that their skills are maximized.
  • Support the line manager in the planning, development and implementation of projects. · Support in compiling timely project reports and ensuring the collection of relevant medical data. 
  • Support the department in producing monthly reports on field drug consumption. 
  • Work closely with International Medical Corps medical staff to achieve project health goals and objectives.
  • Adherence to the Code of Conduct of the International Medical Corps and internationally recognized humanitarian principles.
  • Comply with all International Medical Corps rules and regulations, including pre-travel security checks.
  • Any other tasks as requested by immediate supervisor or designee.
  • Ensure proper distribution/donation plans for all medicines that expire within six months.
  •  Ensuring readiness for timely and effective placement of medicines, medical consumables and medical equipment, replenishment of stocks and supplies for mobile clinics in accordance with the operational needs of the project and in accordance with the budget agreed with donors.
  •  Review and identify key procurement needs for medical supplies in the procurement plans/budgets of all active grants and forward requests to the country procurement team and/or global procurement team based on where supplies are sourced in an early and timely manner.
  • Review the list of medical products/pharmaceuticals in project proposals and ensure that they are aligned with project objectives and deliverables. Ensure that the entire list of medical products identified during proposal development is provided to Global Procurement and Supply in a timely manner for review and approval.
  • Ensure that the delivery of materials is in line with the agreed activity plan/work plan for each project and identify any potential risk of delay in advance, proposing mitigation measures.
  • Carefully monitor inventory and expiration dates of medical supplies and regularly update and/or delegate this task to senior management as needed.

Minimum requirements

  • Physician or nurse with a master's degree in health care or a related field.
  • At least 5 years of professional experience in health-related projects, preferably in internal medicine/surgery/orthopaedics/traumatology.
  • At least 5 years of experience working with international non-governmental organizations in a humanitarian or development context; previous emergency response experience, preferably in a conflict/post-conflict environment.
  • Ability to analyze and interpret data and track performance against application metrics.
  • Necessary skills and knowledge to ensure program sustainability and program capacity development, as well as project monitoring and evaluation (both quantitative and qualitative methods).
  • Fluency in written and spoken English.
  • Microsoft Office skills.
