International Solidarity (SI)is an international humanitarian non-governmental organization that has been working for more than 40 years helping populations affected by armed conflict and natural disasters by providing the vital needs of food, water and shelter. In particular, SI is involved in the fight against diseases related to unsafe water, which is one of the leading causes of death in the world. SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams - a total of 2,000 people, made up of expatriates, national staff, permanent headquarters staff and volunteers - work with professionalism and dedication while respecting culture.

POSITION DESCRIPTION

The Deputy CFO assists the CFO in processing accounting transactions, financial management and administrative needs of the mission. 

He/she monitors and oversees the execution of financial procedures, assists in defining and implementing mission-level financial policies, and supports bases in implementing these procedures.

He/she is the coordination-level contact for administrative stakeholder relations.

As Deputy CFO, the primary responsibility will be to provide seamless support and leadership to the Finance Department, particularly during absences. CFO, ensuring the continuity and efficiency of financial operations.


RESPONSIBILITIES:


Finance and Budget Management

  • Prepare monthly budget control documents (BOUSSOL) and mission financial formats
  • Renew monthly format with updated SAGA data and exchange rate and send it to bases
  • According to the approval of new projects, prepare financial control forms (OFU, LFU, BFU) for approval by the CFO
  • Prepare monthly reports and analysis of project budgets for approval by the CFO
  • Conduct OFU/BFU meetings and train mission managers in the use of budget control tools
  • Hereprepare a summary of the mission's monthly budget and distribution of funds
  • Verify information provided by bases and send requests to justify deviations
  • Ensure financial reporting according to donor requirements and prepare budget proposals for donors to be approved by the CFO
  • Control operational expenses of the mission
  • Prepare budget proposals at the request of the CFO for their approval
  • Monitor exchange rates and price changes


Management of accounting:

  • Submit requests, as well as provide recommendations to the accounting department on redistribution and ensuring consistency


Management of cash funds:

  • Support the CFO in managing cash flows and transfers for the mission locally with base and donors and internationally with HQ
  • Manage cash flows and transfers in the absence of the CFO
  • Ensure interaction with banks by overseeing communications at the mission level
  • Provide support to the CFO in matters monitoring the system of cash supply and security at the mission level and propose improvements
  • Maintain regular updates of standard operating procedures (SoP) related to cash


Administrativesupport:

  • Ensure submission of declarations and payment of taxes and fees to the appropriate organizations
  • Assess financial risks related to changes in social policy, participate in personnel policy review
  • As a contact person for audit issues, prepare local audits, manage relations with local auditors and implement their recommendations
  • Investigate and monitor the fulfillment of tax obligations


Management team:

  • Provide support to the CFO in determining the needs of the finance department at the coordination level and, if necessary, manage the recruitment process
  • Supervise the activities of the finance department in Kyiv and monitor the execution of daily finance coordination tasks
  • Provide technical support to the finance departments at the bases and make regular visits to the regional offices to ensure that all procedures and standards
  • Participate in induction briefings and finance briefings for new employees
  • Represent the finance department at coordination meetings as needed


Reporting / communication:

  • Establish and maintain relationships with administrative stakeholders at the national levels
  • On request, participate in meetings (donors, authorities, non-governmental organization forum) and seminars related to his/her field of activity and draw up protocols for the director of finance


Development of the financial department:

  • Participate in trainingand implementation of the annual strategy
  • Control the implementation and updating of financial rules and procedures. Check their alignment at mission level
  • Ensure that the financial aspects of any policy changes are taken into account from a financial perspective and reflected in budgets


APPLICANT REQUIREMENTS:

Oworld:Higher education in the field of finance

Experience: 5 years of experience in the field of finance, at least 1 year of work experience in a humanitarian organization

Knowledge of languages: Fluency in Ukrainian, English - B2 and above (spoken and written)

IT knowledge: Knowledge of MS Excel and Word programs, including the preparation of reporting tables, diagrams, schedules and presentations

Personal qualities: analytical thinking, communication, attention to details, the ability to learn quickly

The Deputy Finance Coordinator supports the Finance Coordinator in processing accounting transactions, financial management, and administrative requirements of the mission.

As Deputy Finance COO, the primary responsibility will be to provide seamless support and leadership in the finance department, particularly during the absence of the Finance COO, ensuring continuity and efficiency in financial operations.

 

RESPONSIBILITIES:

Financial and budgetary management: 

  • Prepare the monthly budget follow up (BOUSSOL) documents and prepare financial formats of the mission
  • Update the monthly format with updated SAGA extraction and exchange rate and send it for base update
  • In line with new projects approval, prepare formats of financial follow up (OFU, LFU, BFU) for Finance Coordinator validation
  • Prepare monthly projects budget follow ups and an analysis for validation of the Finance Coordinator
  • Lead OFU/BFU meetings with coordination budget holders and train the mission’s senior staff in how to use the budget follow-up tools
  • Consolidate the monthly mission budget follow up and allocation board
  • Cross check information recorded by the base and request information to justify any variation month to month
  • Prepare financial reporting requested by the donor and compile budget proposals to donors to be validated by the Finance Coordinator
  • Monitor the mission’s operating costs
  • Prepare budget proposals when requested to be validated by the Finance coordinator
  • Follow the development of exchange rates and prices 


Accounting management:

  • Originating reallocation requests, providing guidance to the accounting team for reallocations, and ensuring consistency.


Cash management:

  • Support Finance Coordinator to Manage cash-flows and cash transfer for the mission at local levels with the base and donors and at international level with HQ
  • Manage Cash Flows and Transfers in the absence of Finance Coordinator
  • Ensure the relationships with banks by supervising the liaison at mission level
  • Support Finance Coordinator to Monitor the cash supplysystem and cash security at mission level and propose improvement to be validated by the Finance Coordinator
  • support the regular update of the Standard Operating Procedures (SoP) Cash from the bases

 

Administrative Follow up:

  • Ensure that declarations and payment of taxes and charges are made to relevant organizations
  • Evaluate the financial risks linked to changes in social policy, participate in the revision of the HR policies
  • As SI Ukraine Ukrainian audit focal point, prepare local audits, manage relations with local auditors and follow-up Local audit recommendations
  • Investigate and follow-up on Tax Obligations


Team management:

  • Support Finance Coordinator to define the needs of the finance team at coordination level and lead the recruitment if needed
  • Supervise the activities of the Finance team in Kyiv and follow-up the daily tasks of the finance coordination
  • Provide technical support to the finance teams at base level and conduct regular field visits to make sure all procedures and standards are followed and applied
  • Participate in welcoming and Finance briefing of new employees
  • Represent the Finance department in the Coordination meetings if necessary 


Reporting/communication:

  • Establish and maintain relationships with the administrative stakeholders at national level with local authority
  • On request, participate in meetings (donor, authorities, NGO forum…) and workshops relating to his/her field of activity and write up minutes to the Finance coordinator


Finance department development:

  • Participate in the preparation and implementation of the annual strategy
  • Monitor the implementation and update of financial rules and procedures. Make sure they are harmonized at mission level
  • Ensure that the financial aspects of any change of policy is financially taken into consideration and appearing in the budgets



PROFILE FORSAKEN

Studies: Higher education in the finance

Experience: 5 years of experience in Finance, in NGO at least 1 year of experience

Language: Fluency in Ukrainian, English - B2 and above (spoken and written)

IT: Knowledge of MS Excel and Word programs, including preparation of reporting tables, charts, graphs and presentations

Soft skills: analytical thinking, communication skills, attention to details, ability to learn fast.


WORKING CONDITIONS

Place of work: office at the address: Kyiv, Olesia Honchara str., building 57B, possible business trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions

Contract: fixed-term contract (according to Ukrainian legislation) 

Type of employment: full-time

Salary: 2700 EURO gross (before the taxation, paid in UAH according to the monthly rate of the bank of the European Commission). 

Additionally: paid vacation 31 calendar days, additional paid vacation for family reason, medical insurance, life insurance.
